COORDINATOR, MEDICAL EMERGENCY RESPONSE TEAM

On February 24, Russian President Vladimir Putin ordered a military operation in Ukraine, invading the neighboring nation in an attack that has been condemned by world leaders. Missile attacks and explosions have been reported throughout Ukraine, with military troops invading from three sides of the country. In less than one week, the invasion has affected millions of people.

Despite hundreds of thousands of Ukrainians fleeing, many civilians remain trapped. The situation throughout Ukraine is deteriorating rapidly as the conflict intensifies, prompting a sharp increase in humanitarian needs as access to essential services and supplies are disrupted and more and more people flee their homes. The number of civilian deaths and injuries is and will continue to rise as population centers become cut off and increasingly the target of shelling. Already, reports of civilians caught in cities and towns under shelling are increasing. Damage to electrical, sanitation, water, road and residential infrastructure throughout the country is hampering access to essential services and parts of the country are experiencing cash and food shortages as bank machines and grocery stores are empty. The UN estimates that 12 million people in Ukraine will soon be in need of urgent humanitarian assistance.

Outside of Ukraine, more than 670,000 Ukrainians have fled to Hungary, Moldova, Poland and Romania and that number will climb as fighting persists – placing increasing pressure on host governments as they work to shelter and provide essential services to the new arrivals. According to officials, the number of refugees from this crisis could result in anywhere from 1 to 5 million people. Within Ukraine, International Medical Corps is continuously working to help ensure the safety of our staff and to monitor the increasingly desperate situation. Our response activities are focused on the operation of mobile medical teams and the provision of emergency and primary health services, mental health and psychosocial support and gender-based violence services, which are so important to conflict-affected communities. We are also working closely with our network of partners to address the needs of impacted healthcare facilities to ensure that they can continue to provide essential health services. In Poland, Moldova and Romania, we are rapidly scaling up health and protection activities to support the needs of Ukrainian refugees, as well as our regional logistical capacity to support our expanded presence in Ukraine.

As a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through healthcare training and relief and development programs, we are prepared to deploy our Emergency Medical Team and mobile health facility in cooperation with the World Health Organization upon request to provide emergency and primary health care wherever it is needed in Ukraine and/or neighboring countries.

This position will support International Medical Corps’ emergency response delivering outpatient clinical care to disaster-affected populations.

JOB SUMMARY:

This position will support International Medical Corps emergency response delivering outpatient clinical care to disaster effected populations.

The Medical Coordinator Emergency Response Team (ERT) is responsible for quality and organization of the implementation of all clinical services. The Medical Coordinator will appoint physicians and nurses in clinical roles throughout the EMT operation to specific tasks as appropriate. This Medical Coordinator will conduct assessments and start up activities. The role has responsibilities for proposal development, recruitment, reporting, coordination, training, identifying gaps in programming and staffing, and any other required duties within the EMT as directed by the Emergency Response Leadership.

MAIN TASKS AND RESPONSIBILITIES

Program Management
• Manage day to day International Medical Corps health programs providing direct supervision to medical staff and technical support to non-medical staff related to health programming.
• Work closely with direct line manager, senior management, and field teams to determine the operational needs of the medical program within the scope of the grants
• Work closely with the medical doctors and health teams to ensure high quality service provision for beneficiaries using nationally or internationally accepted standards
• Coordinate referral pathways for MHPSS, CMR and GBV, ensuring appropriate detection and referral
• Analyze pharmacy reports to monitor drug consumption per site and adjust procurement plan and activities in coordination with Pharmacist
• Implement data management systems ensuring daily data output and reporting
• Assist in the adjustment of data management systems streamlining data for new projects and local health department
• Review and provide input for reports in order to analyze trends and adjust programs as needed
• Work with direct line manager, field teams, partnering agencies and national health authorities for outbreak preparedness and contingency planning
• Work with field teams to ensure continued provision of basic life serving services in case of evacuation or relocation due to insecurity
• Work with direct line manager, senior management and field teams to plan for future program directions in terms of beneficiary needs, new sites, and / or new programs
• Work with direct line manager, senior management and field teams to contribute to concept notes for future funding following donor protocols and formats
• Work with field teams and logistics to procure drugs in a timely manner to ensure adequate supply based on site consumption while adhering to national drug protocols and program budgets
• Work with UN agencies (UNICEF, WHO, UNFPA) and partner agencies to acquire drug kits and health information materials for medical programs
• Regularly update country office on progression of programs as necessary
• The Medical Coordinator is the focal point for team health and medical emergencies. Managing the team trauma (and triage kit if available) and PEP kit, and may recommend personnel to seek health care or rest when they are ill. Ensure correct provision and use of PPE.
• Deployed personnel are expected to assist with the setup, maintenance and demobilization of the clinical spaces and base camp as required. The Medical Coordinator shall also be responsible for disposition of medical equipment, consumables and pharmaceuticals

Representation
• Attend coordination meetings as needed
• Represent the organization at task force meetings, assessment missions, camp coordination meetings, UN coordination meetings, INGO coordination meetings as needed
• Liaise with MOH on matters related to the program to ensure programmatic accountability as needed
• Participate in media relations, public outreach and awareness initiatives, including coordinating and responding to inquiries, acting as a spokesperson, or identifying and preparing spokespeople for local, national and international media at the request of the Communications department.
• Participate in coordination meetings and communicate relevant information to direct line manager and other health staff as needed
• Ensure maximum visibility of the agency amongst the NGO community
• Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors

Human Resource Management
• Assist in the selection, training, and mentoring of qualified health staff, recommend promotions, disciplinary action and termination as needed
• Supervise the day-to-day health staff to ensure smooth and effective operations, including the appointment of the clinical team leader
• Work with HR department to ensure compliance to local labor laws including working hours
• Maintain open lines of communications with all field staff

Training and Capacity Building
• Work closely with the medical doctors and health teams to determine the technical and non- technical training needs of the medical staff to ensure high quality program implementation and compliance with minimum standards
• Train national staff to increase responsibilities to build capacity and ensure sustainability of programs
• Collaborate with direct line manager and relevant national and international health authorities for revision of existing curriculum or development of new curriculum to be utilized in implemented by and implement those plans through the management team and field teams
• Advocate and plan for professional development for expat and national staff.

Working Relationships
• Support the Senior Management Team to ensure program activities and objectives are implemented appropriately and communicated
• Maintain strong working relationships with Finance, Logistics, HR/Admin and other relevant departments to ensure smooth implementation of program activities

General
• Deployed personnel are expected to assist with the setup, maintenance and demobilization of the clinical spaces and base camp as required.

Policy Adherence
• Actively promote PSEA (prevention of sexual exploitation and abuse) standards within International Medical Corps and among beneficiaries served by International Medical Corps.
• Adhere to the Code of Conduct, maintain humanitarian principles and respect international humanitarian law at all times.

QUALIFICATIONS

• Typically, a Medical degree with a valid license to practice and be board certified or equivalent (board eligible). Master’s degree in Public Health preferable. Equivalent combination of relevant education and experience may be substituted as appropriate.

Experience
• Typically, 10+ year of relevant and progressive experience, including at least at least 2 years of experience in a leadership role related to emergency medicine, family medicine or other primary care specialty, and minimum of 3 years of cumulative experience required in a lessor developed country or resource deprived environment, or equivalent combination of education and experience focused on global health.
• Must have experience in overseas programs at the Manager level relating to primary health care (and secondary health care in specific missions), maternal and child health, reproductive health, HIV/AIDS, communicable diseases, emergency preparedness and response.
• Experience in effectively dealing with international and headquarters staff, as well as donor agencies, government officials, and other NGOs; the ability to work with a broad spectrum of people

• Ability to exercise sound judgment and make medical decisions affecting the standard of care independently

Additional Technical or Language Requirements

Eligibility to work in the European Union or Ukraine desirable. Fluency in Russian, Ukrainian, Polish or other relevant language preferred.
