PMI Impact Malaria Program

The US Presidents Malaria Initiative (PMI) Impact Malaria project is PMI’s flagship global malaria service delivery project, helping to improve the quality and increase the delivery of malaria diagnosis and treatment services in up to 27 countries around the world. PMI Impact Malaria is a USAID contract hosted and led by PSI as the prime contractor.

The PMI Impact Malaria (IM) project under Population Services International (PSI) seeks a Coordinator, Award Compliance to support the Compliance team in ensuring donor compliance for a multi-country, multi-million-dollar USAID malaria service delivery program across public, private and community channels, and shape the future of malaria case management in at least 17 countries.

Responsibilities

Your contributions

-Provide administrative and logistical support to ensure contract compliance from inception to closeout. 40% of the Time

· Assist with Federal Funding Accountability and Transparency Act (FFATA) reporting and compliance for all subcontract, consultant and procurement actions

· Support pre-award assessments of subcontractors. Help draft selection and negotiation memoranda, and develop risk-based monitoring plans for subcontractors

· Assist with site visits and help ensure that site visits and ongoing monitoring of subcontractors is conducted and documented throughout program implementation

· Review procurement actions, including non-standard vendor agreements prior to finalization and execution.

· Assist with internal compliance reviews as guided by the Senior Contracts and Compliance Manager. Maintain proper filing, and provide evidence and supporting documentation for all compliance reviews and initiatives performed by the Impact Malaria team. Review prior audits to help identify areas for improvement related to contract management.

· Assist with coordinating, drafting, and reviewing donor approval request packages to procure goods and services, including IT equipment, telecommunications, and labor. Compile requests into single packages when appropriate. Provide project staff with regular approval status updates and with information they need to comply with procurement rules and regulations.

-Provide moderate financial management support, which includes managing and ensuring compliance of international travel approval requests. 30% of the Time

· Accurately prepare international travel approval requests for submission to USAID in compliance with USG and IM contract regulations and IM project expectations.

· Track travel approval requests and approvals, and maintain the trip request email account.

· Oversee and maintain the travel approval requests filing system.

· Update the travel approval request standard operating procedures (SOP) as required and needed for continuous quality improvement with oversight from Senior Contracts and Compliance Manager.

· Provide project staff and all travelers for IM with the information they need to comply with USG and IM regulations and procedures for international travel. Assist with contractual related inquiries with oversight from Senior Contracts and Compliance Manager.

· Periodically prepare and deliver basic trainings and information sessions on travel approval request regulations and procedures.

-Provide support for record and knowledge management activities. Maintain IM and PSI filing systems, and update all relevant project trackers. Maintain an electronic library of IM’s various templates and SOPs related to contractual compliance and procedures. Maintain clear and complete IT approval request files in SharePoint. Support compliance and procurement training and orientation as well as trainings on IM Compliance practices for project staff in headquarters and in the field. 30% of the Time

Qualifications

What are we looking for?

-Bachelor’s Degree (or international equivalent) in a related field -At least 1 year of related experience. Equivalent combination of related education and experience may be substituted. – French language professional proficiency required. -Knowledge of and experience working in contexts that support and execute U.S. Government procurement processes, contracting procedures, regulations, and policies (i.e. FAR, AIDAR, 2CFR200 cost principles,) strongly preferred. -A drive to learn and implement Federal Travel Regulations (FTR) with the utmost attention to detail and thoroughness. Prior knowledge and experience implanting FTR is a plus. -Advanced computer skills: MS Office applications, including Word, Excel, Adobe Acrobat, PowerPoint, Access, SharePoint, and knowledge of graphic design. -Ability to write well with strong attention to detail in order to compose reports, presentations, and emails in an organized, logical, and concise manner. -Highly organized and able to juggle multiple, competing priorities with poise and composure. -Strong preference for experience in USG contract compliance administration, with an emphasis on USAID government contracting and procurement preferred. -Experience responding to audit inquiries, working closely with external parties to ensure a high degree of compliance preferred. -Meticulous attention to detail with a commitment to producing accurate and quality work. -Ability to work professionally and independently in a fast-paced environment. -Demonstrated ability to work in a multi-cultural environment.
