Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The project ‘Together for Equality’ funded by the Korea International Cooperation Agency (KOICA), is a joint UN effort, and is supporting the Government of Timor-Leste to prevent GBV and improve essential health and justice sector responses to women and children who have experienced violence, in line with the targets in the National Action Plan GBV (2017-2021). By working across UN agencies, the project enables the investment to have a wider reach than if only engaging one organization. Administered by UN Women as Chair of the Gender Theme Group, the project leverages UN Women’s expertise and coordination mandate on gender equality, alongside the expertise of sister agencies (UNDP, UNFPA and IOM). The project is supporting the Government of Timor-Leste to prevent GBV and improve essential health and justice sector responses to women and children who have experienced violence, in line with the targets in the NAP GBV (2017-2021). The project builds on the UN’s more than 16 years of programming in the country and facilitates the localization of global standards for prevention and provision of essential health services to survivors of violence.

Core Functions / Responsibilities:

KOICA and the four UN Partnering Organizations (PUNOs) have agreed to conduct an Annual Review of the project ‘Together for Equality’. The Review should generate findings, conclusions and recommendations for the PUNOs, the KOICA office in Timor-Leste, the Steering Committee and project partners.

More specifically it will:

  • Control the quality of the project and derive lessons-learned and feedback through performance analysis:  Provide suggestions for program/project operation and detailed activities  Review the causes of non-achieving items and suggest practical suggestions  Analyze risk factors and suggest effective countermeasures  Review the quality of performance data and correct errors  Analyze the achievement status of each indicator  Conduct quality monitoring and review linkages amongst gender project policies, programs, and activities  Monitor qualitative indicators and derive performances based on qualitative methodologies
  1. Evaluate the Logical Framework and Project Design Matrix (PDM) and, if necessary, suggest revisions or re-definition of indicators
  2. Technically evaluate the methodology for the project baseline survey
  3. Contribute to developing a standardized Gender Program Performance Management Manual, as a model for the donor and other stakeholders:
  • Analysis of relevant strategies (GoTL, KOICA, and UN) in the areas of GBV prevention as well as broader gender equity in Timor-Leste
  • Analysis of case studies on GBV prevention and gender equity related projects in Timor-Leste
  • Development of a Performance Monitoring Toolkit

Responsibilities and Accountabilities:

The Review will cover the period from 23 November 2020 to 31st December 2021 of the project implementation. Geographically it will cover the four Municipalities where the project is implemented (Bacau, Covalima, Dili and the Special Administrative Region of Oecusse-Ambeno).

The consultant will work under the overall supervision of a Team Leader and with a Project Performance Management Specialist and a Gender Specialist throughout the implementation of the consultancy.

The Annual Review will comprise of the following assignments:

a) Conduct a review of the project documents (proposal, strategies, reports, performance framework)

b) Facilitate and lead discussion, interviews, and consultation with relevant stakeholders to support data collection, resource/reference identification, drafting result and analysis

c) Liaise with partner institutions

d) Analyse strategies/policies/programmes on GBV prevention and gender equity of the Government of Timor-Leste and other stakeholders

e) Develop a comprehensive report with in depth quality review of performance management strategies, lessons-learned and suggestions on project strategies

Specific tasks of the national coordinator will be:

  • Establishment of monitoring activity plan
  • Development of interview schedules and questionnaire
  • Liaise with partner institutions
  • Translate from Tetun to English and English to Tetun during meetings with stakeholders
  • Support data collection
  • Support overall administration
  • Undertake official travel as necessary. IOM will provide DSA.
  • Perform other duties that the supervisor may assign

Deliverables:

22nd July 2022: Submission of a workplan including methodology and timeline

8th August 2022: Submission of Draft Annual Monitoring Report (Performance Management Review, Project Output Review, Stakeholder Analysis and Interview Report)

15th August 2022: Submission of Final Annual Monitoring Report (Performance Management Review, Project Output Review, Stakeholder Analysis and Interview Report) including the Weekly work report of the survey team, Other supporting data for investigation and a Performance Monitoring Toolkit

The Chief of Mission of the International Organization for Migration (IOM), in close coordination with partnering UN organizations (UN Women, UNDP, UNFPA) and the KOICA, shall review and evaluate these outputs and give approval on the satisfactory performance of the consultant.

Required Qualifications and Experience:

Education

  • University Degree in the Business Administration with minimum of 2 years of relevant experience.

Experience

  • Minimum 2 years of relevant experience
  • Experience in supporting project planning/execution/evaluation of similar projects by KOICA and/or international organizations
  • Experience in facilitating meetings and translating to/from Tetum

Skills

  • Abilities to work under pressure and meet deadlines
  • Strong analytical, writing, editing and communication skills
  • Full computer literacy
  • Proven capacity to coordinate all administrative aspects of the consultancy
  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective relationships
  • Ability to deliver quality products
  • Excellent coordination and communication skills and readiness to keep clients updated and consulted on the progress and challenges encountered.
  • Demonstrated ability to effectively interface with stakeholders including government officials, to collate information.
  • Flexible to accommodate certain changes to the timeline and responsive to changes as part of the review and feedback process

Languages

Excellent command of English and Tetum both orally and in writing.
