HEKS/EPER

The Entraide Protestante Suisse (EPER) is the aid organization of the Protestant churches in Switzerland and supports projects to fight against hunger, poverty and injustice in 31 countries on four continents. HEKS also provides emergency aid to victims of natural disasters and armed conflicts around the world and supports the diaconal work of Reformed churches in Eastern Europe and the Near East. In Switzerland, it focuses its projects on the rights and integration of refugees and socially disadvantaged people.

In the DRC, where it has been active for a long time through development programs, HEKS/EPER has opened a parallel humanitarian mission (Emergency) since February 2019. It focuses its interventions in areas that are difficult to access in several northern territories. -Kivu and South Kivu where the lack of humanitarian assistance creates great precariousness among civilians affected by the crisis in the region. HEKS/EPER implements Rapid Response activities there (notably through the distribution of unconditional Cash and AME), Humanitarian Watch (monitoring of population movements), Water/Hygiene/Sanitation, Rehabilitation of axes/Opening of humanitarian access (in Cash for Work), and Agricultural Recovery.

To support the entire mission, HEKS/EPER is recruiting a:

Admin and HR Coordinator, 100%

Your main responsibilities:

You ensure the proper management of the mission’s national human resources: administrative management (recruitment, hiring, remuneration, monitoring, evaluation, training, dismissal, correct archiving of files, etc.), development of monitoring tools for management , planning according to projects, etc.

· You ensure that the staff regulations are up to date and comply with national legislation, you improve the HR policy of HEKS/EPER on the mission, and you propose strategies for capacity building and retention of national staff.

· You analyze the risks related to HR issues, alert you, issue recommendations if necessary and manage, with the support of the Head of Delegation, disciplinary procedures. In addition, with the other support and program departments, you implement information and training sessions on cross-functional aspects (fraud, corruption, behavior to adopt in the field, etc.).

· You manage and guarantee compliance with the administrative and legal framework of the HEKS/EPER Humanitarian Aid mission in the DRC: you follow the administrative files, you guarantee compliance with legal requirements in terms of taxation, you carry out all the formalities required by the government and other official agencies, you ensure that all contracts comply with national laws and you check their feasibility, you respect and enforce the administrative and HR regulations and procedures in force in the mission,

· You promote close collaboration between Logistics, Finance and Administration for project monitoring.

· You represent the organization with local, territorial, provincial and traditional authorities, local and international NGOs, working groups/clusters and any other relevant actor and you report the results of these interviews.

Your strengths and skills:

· Advanced university education, combined with at least 5 years of experience in positions within the support departments (Admin, Finance, HR, logistics) of a humanitarian NGO.

· Strong team management skills and ability to work collaboratively with all support and programmatic departments.

· Excellent interpersonal, communication, listening and negotiation skills; as well as an excellent capacity for organization and anticipation, a sense of priorities and responsibilities.

· Knowledge of the DRC context and the following sectors of activity is an asset: EHA, SAME, emergency distributions (cash and AME), economic recovery and market systems, protection.

· Perfect command of French and good skills in English.

· Ability to work under pressure, in tense security contexts and sincere motivation to engage in humanitarian work.
