Key Responsibilities

Technical Resources – Transformational Development

  • Access, compile and share up-to-date information on relevant technical issues. Ensure this is available to Programme staff and partners (community, government, other NGOs).
  • Work with NO Technical Managers to ensure that all necessary technical resources and Information, Education and Communication (IEC) materials for Child Protection (including Child Participation and Gender Equality and Social Inclusion – GESI), CVA and Spiritual Nurture of Children activities are available in accessible, inclusive and locally appropriate formats.
  • Ensure that the costs of relevant technical resources and IEC materials are costed and included in annual plans and budgets, and support on procurement of technical resources and IEC material throughout the year, assuring quality and availability.
  • Regularly review the use of technical resources and IEC material by field staff, community groups and partners to assure effectiveness, relevance and impact. Providing hands on training where needed and taking note of any changes required to the material.
  • Liaise with NO Technical Managers to share learnings from field use of technical resources and IEC material, sharing good practice and agreeing any changes required.
  • Analyse how technical programmes need to be adapted to local context and advise programme staff on how to effectively include these adaptations.
  • Establish and maintain contact with other organisations involved in similar work in the area, to identify opportunities for improving project implementation.
  • Provide input into annual and 6-month planning in to ensure that learnings from research and new innovations in child protection, CVA, spiritual nurture of children and transformational development are incorporated into project plans.
  • Ensure the timely provision of high quality programme data and relevant information for use by NO technical Managers in proposal development, external engagement, evidencing impact and adapting technical resources.

Programme Implementation and Monitoring

  • Oversee the implementation of and provide technical support to all programme components relating child protection, CVA, spiritual nurture of children and transformational development.
  • Track implementation of all relevant technical areas, ensuring weekly and monthly work plans are aligned to annual plans and budgets, and tracking progress and against targets and spend against the ATT and budget on a monthly basis.
  • Ensure close coordination and good communication with FCs, DOs and other TCs (including sponsorship) to assure all child protection, CVA, Spiritual nurture and transformational development activities are planned and implemented in an integrated and effective fashion.
  • Ensure all technical support is delivered on time and within budget
  • Prior to an activity being implemented, ensure that the necessary materials are prepared to do this well. For example, if there is a series of trainings in child protect, ensure that training materials are relevant and in a simple and easy to use format.
  • During emergency responses, provide guidance and direction on implementation activities to ensure that activities are implemented in accordance with necessary standards such as SPHERE.
  • During activity implementation, conduct regular monitoring visits to assess whether activities are being done to the required standard. When Development Officers or FCs highlight key concerns, conduct visits to groups to ensure relevant technical support is provided.
  • Conduct regular monitoring of beneficiaries to assess the extent to which they are remembering and utilising inputs they have received.
  • Provide monitoring reports to the Field Co-ordinators, NO Technical Managers and District Manager to highlight areas of strength and weakness in delivery by community partners. Based on these, and in conjunction with Field Co-ordinators, develop plans for improvement.
  • Meet with relevant NO Technical Managers on a monthly basis to review progress against plans, seek support and share lessons learned/good practice.
  • When monitoring is conducted by an NO Technical Manager, provide leadership in plans for improvements based on the findings of the monitoring.
  • Serve as the district point person for the Programme Accountability Framework (PAF), ensuring community feedback and information sharing systems are in place and operational, monitoring community feedback and ensuring it is shared and reported as appropriate.

Capacity Building

  • Maintain a current understanding of all relevant programme approaches related to Child Protection (including child participation and GESI), CVA and Spiritual Nurture of Children. This includes a working knowledge of relevant project models, standards and principles.
  • Conduct technical capacity assessments of staff and community partners to determine their areas of strength and weakness
  • Develop a capacity building plan for AP teams (DOs and FCs) and community partners to build their technical knowledge to deliver quality work. This should include a blended approach of different methodologies designed to be engaging and accessible for each specific target group.
  • Deliver capacity building support, such as training and coaching, to community members and local partners to ensure that they have the necessary technical capacities for their work.
  • Assess the knowledge and understanding levels of District Staff in relation to the technical areas. This needs to be done in comparison to the required competencies for each position.
  • Develop capacity building plans, and deliver capacity building support, to ensure District Staff have sufficient technical knowledge for their role in contributing to Transformational Development.
  • Serve as Gender Equality and Social Inclusion (GESI) point person for the district, leading local level GESI assessment (with NO support), coordinating the subsequent GESI capacity building plans at district and AP level and overseeing GESI programme activities.
  • Support the district team members in understanding the Programme Accountability Framework and their role within it. Working with NO Programme Quality Team to strengthen programme accountability.

Representation and Local Advocacy

  • Represent the District Programme in areas of Child Protection, CVA and Spiritual Nurture of Children.
  • Initiate dialogue with stakeholders where this will be beneficial to project progress. This may include other NGOs, government units, or private sector.
  • Ensure good relationships are maintained with district government and other key stakeholders.
  • Attend meetings as requested by the District Manager, particularly in the areas of Child Protection, CVA and Spiritual Nurture of Children.
  • Prepare reports on meetings; ensure these are available to District Programme and NO staff and are kept in an accessible file.
  • Actively seek to influence the application of government policies that positively impact the well-being of children, working with other like-minded organizations

Reporting

  • Prepare and submit Monthly reports to the District Manager and NO Technical Managers, summarising monthly plans and achievements.
  • Prepare the 6-monthly Project Report and Annual Project Report, compiling information regarding the progress and quality of project implementation, successes, challenges and changes in behaviour or capacity that are being seen.
  • Prepare and submit reports to District government as requested or as needed by government offices.
  • During monthly meetings, provide an update on District level progress against targets and spend for the relevant technical areas, and share information about successes and challenges that have been seen in different areas of the programme, including actions to be taken to strengthen impact and effectiveness in the areas of child protection, CVA and spiritual nurture.
  • Serve as District lead for reporting any child protection incidents, following World Vision’s incident reporting and child safeguarding policy and protocols and working with relevant NO teams to respond until cases are closed.
