Overview

Background:

Creative is soliciting offers for technical expertise in accordance with the and Creative’s Renewable Consultant Agreement Terms and Conditions available here. Creative intends to award one or more Renewable Consultant Agreement(s) (RCA(s)) under which work may be negotiated and awarded as fixed price or level of effort performance-based activities. Creative reserves the right to make multiple awards or no award as a result of this solicitation.

Summary: The Consultant will serve as a Contributing Writer for assigned sections of the response to selected USAID or other donor procurements from USG and other client proposals and/or bids in the areas of Democracy and Governance. S/he is expcted to have expertise in conflict prevention, peacebuilding, and/or stabilization, as well as conflict and post conflict programming and policy frameworks guiding USAID work.

Estimated Period of Performance: June 9, 2022, to June 8, 2023

Estimated Level of Effort: 65 Days

Reporting: The consultant will report to the Corporate Monitor.

Travel: Travel may be requested for this consultancy, but is dependent on the proposals and needs of Creative.

Responsibilities

Tasks To Be Performed:

  • Serves as a Contributing Writer for assigned sections of the response to selected USAID or other donor procurements from USG and other client proposals and/or bids
  • Contributes to development of the technical approach under guidance of Creative’s Technical Lead Writer (TLW) and SMEs, including participating in design sessions as required
  • Evaluates proposed solutions to identify weaknesses and ensure responsiveness; suggests and implements improvements
  • Working with proposal teams, contributes original written inputs as assigned technical and/or management sections
  • May also work with pre-existing text or bulleted lists developed by other writers, ensuring they are transformed into clearly articulated, compelling, and compliant proposal sections
  • May be called on to reorganize proposal sections
  • Participates in color reviews as required, e.g., attend and respond to proposal draft team reviews during proposal design from inception to final submission through revising drafts in response to color review and other feedback and comments in collaboration with proposal teams
  • Edits, proofreads, and finalizes proposal sections for submission as requested
  • May accompany proposal development teams on capture in the field at the request of the Proposal Manager

Results and/or Deliverables:

Consultant may be responsible for:

  • Reviews the solicitation and provide written analysis on the terms of reference
  • Attends proposal design sessions and review sessions and take written notes from participants, integrating feedback into proposal drafts; integrates material from capture phase into drafts and conducts research to fill gaps, as appropriate
  • Develops and writes assigned sections in collaboration with the TLW and Proposal Manager
  • Writes fully compliant and responsive sections for Blue Team proposal drafts and submit to the Proposal Manager by the assigned deadline; integrates reviewer comments and develops post-Blue draft of assigned section and overall proposal, as required
  • Writes compliant and responsive sections for the Red Team drafts and submit to the Proposal Manager by the assigned deadline; integrates reviewer comments and develops Red-to-Blue draft of assigned section and overall proposal, as required
  • Writes compliant and responsive sections for the Gold Team and final production and submission and submits to the Proposal Manager by the assigned deadline

Qualifications

Consultant will be expected to have the skills, qualifications, experience, education, and general expertise necessary to design and write technically sound and responsive proposals regarding new business opportunities. Specifically, the required qualifications for this agreement are:

  1. Five years of experience writing successful proposals to USAID
  2. Familiarity with USAID requirements for proposal compliance and responsiveness
  3. Strong technical writing, editing, capture, and/or design skills
  4. Ability to synthesize large amounts of information into concise narratives
  5. Knowledge of competitive proposal processes and the role of a proposal writer in those processes
  6. Strong organizational management skills, including the ability to prioritize tasks, adhere to tight deadlines, and respond with flexibility in a fast-paced environment

Desired qualifications for this agreement include one or more of the following:

  1. Knowledge of conflict and post conflict programming and policy frameworks guiding USAID work
  2. Expertise in conflict prevention, peacebuilding, or stabilization
  3. Subject matter expert (SME) in democracy and governance issues

Work Assignment:

Consultants with the requisite qualifications will be given a blanket consulting agreement under which specific work assignments will be ordered on an ad hoc basis, subject to consultant’s availability. Consultants may be required to compete against other similarly qualified consultants, though generally work will be assigned and negotiated directly with the consultant.
