Credence Management Solutions, LLC (Credence) is seeking Contracts Specialist within USAID’s Bureau for Global Health, Office of Country Support (OCS).

Summary Statement

Investments in global health protect Americans at home and abroad, save lives, strengthen fragile states, and promote social and economic progress. USAID’s global health efforts, grounded in investments in health systems strengthening and breakthrough innovation, are focused around three strategic priorities: Preventing child and maternal deaths; controlling the HIV/AIDS epidemic; and combating infectious diseases. As the Agency’s lead in responding to these critical priorities, the Bureau for Global Health, headquartered in Washington, D.C., comprises nine offices that support the technical and programmatic needs of USAID’s global health efforts around the world.

The Office of Country Support provides strategic technical and programmatic assistance for USAID’s global health efforts overseas and facilitates communications between field offices and headquarters, including regional bureaus, ensuring a coordinated response to global health priorities across the Agency.

Job Requirements

The Contracts Specialist supports all award and contract administration activities in support of intermittent PSCs (Firehouse) and PSC Rovers. The position will interface regularly with Washington-based staff, Personal Services Contractors (PSCs), Contracting Officers with the Office of Acquisition and Assistance (OAA) and USAID Missions.

Responsibilities

  • Responsible for administrative tasks related to PSC awards from maintaining files, responding in an informed and timely fashion to contractual questions and request for assistance. This includes demonstrating an appropriate sense of urgency when responding to internal and external customer requests.
  • Support PSC negotiation, award and contract administration activities.
  • Draft all contract documents, including budgets and memos necessary to execute contracts and contract modifications for assigned actions. Ensure that all reports are accurate, complete, and timely.
  • Ensure assigned PSC contracts are in compliance with USAID, US Government, and other regulations, laws, standards, and procedures.
  • Maintain electronic and hard copy files and systems in compliance with US Government and USAID standards.
  • Monitor and track upcoming contractual actions and deadlines. Responsible for ensuring that all information regarding the status of assigned procurement actions are in the Global Acquisition & Assistance System (GLAAS) databases and/or current systems as applicable for completion of work tasks and as per agency regulatory requirements.
  • Understand and execute the USAID PSC recruitment process from developing a recruitment plan to assisting in the development of solicitations, managing application process, arranging interviews, and providing information on positions.
  • Participate in professional continuing education, skills training and professional meetings to enhance relevant technical skills and career development.
  • Complete and execute an Individual Learning and Training Plan and Annual Work Plan.

Qualifications

  • Minimum of Master’s degree and 7 years professional experience or Bachelor’s and 9 years of relevant experience in social science, public policy, business or related disciplines.
  • 3 years of directly relevant experience; Government contracting experience (FAR and AIDAR), including demonstrated understanding of and experience with applicable laws, rules, regulations and procedures governing contracting operations.
  • Successful candidates must be reliable, highly organized, motivated, and able to excel in a deadline-oriented work environment. S/he will have:
    • Experience with basic Human Resources personnel intake processes
    • Customer service outlook and approach
    • Ability to complete tasks independently and in a timely manner
    • Professional level skills in both oral and written communication.
    • Excellent attention to detail.
  • US citizenship with the ability to obtain and maintain a secret security clearance is required.
