Contraceptive Security Indicators Report Writer, Consultant

Chemonics is seeking a Contraceptive Security Indicators Report Writer, Consultant. The purpose of the Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. GHSC-PSM is the primary vehicle through which USAID 1) procures and provides health commodities, 2) provides technical assistance to improve partner countries’ management of their supply chains, and 3) collaborates with key international stakeholders to support global health initiatives.

One such global health initiative is development of/reporting on the Contraceptive Security (CS) Indicators survey. GHSC-PSM continues to conduct the CS Indicators survey every other year, following on USAID’s collection of this data since 2010. The survey is centered around the globally recognized concept of contraceptive security, defined as the condition where everyone is able to choose, obtain, and use a wide range of high-quality and affordable contraceptive methods, when they need them, for family planning and reproductive health. Multiple factors across several sectors contribute to the availability and accessibility of contraceptives within countries, including political commitment, financial capital, partner coordination, capacity, client demand and utilization, product quality, and commodity availability. In the most recent survey year, 2021, the survey also assessed several ways in which the COVID-19 pandemic may have affected contraceptive security.

The purpose of this consultancy is to serve as the primary writer for the 2021 CS Indicators survey report. The report presents the aggregate results of the survey across the 43 countries in which data was collected, highlighting key themes and findings from among the quantitative and qualitative results within each of the survey’s eight sections (Leadership and Coordination, Finance and Procurement, Commodities, Policy, Supply Chain, Quality, Private Sector, Impact of the COVID-19 pandemic).

D. Tasks

The specific tasks of the consultant include the following:

• Review background materials relevant to the report (including the 2019 CS Indicators report).
• Review the 2021 CS Indicators survey’s quantitative and qualitative results provided by the GHSC-PSM M&E points of contact.
• Participate in discussions with the GHSC-PSM M&E points of contact and TO3 (Family Planning Component) technical leads about the interpretation of survey results.
• Following the provided report outline, develop the main results sections of the report, integrating graphs and tables provided by the M&E points of contact along with narrative explanations for graphs.
• Ensure the flow of the report among the various sections, including background sections that will be provided by GHSC-PSM.
• Assist in responding to questions and comments on the draft review from the client, USAID.

E. Deliverables

• Completed draft of the CS Indicators 2021 survey report with all required sections and components.
• Second-round update of report integrating feedback from USAID and/or other reviewers.

F. Qualifications

• University degree in communications, English, journalism, public health, public policy, public relations, international development, or a related field required.
• A minimum of 3 years of professional experience with technical writing required.
• Professional proficiency in spoken and written English required.
• Familiarity with global health policy and programs (particularly family planning) strongly preferred.
• Strong attention to detail required.
• Strong computer and formatting skills in Word and Excel required.
• Experience with quantitative or qualitative research preferred.
• Experience writing for USAID or other USG organizations is desirable.

G. Duration of Assignment: The duration of the assignment will be from on/about March 21, 2022, through on/about May 31, 2022, for up to 22 days. Most of the work will take place in late March through April, with updates/responses to feedback taking place around late May.
