Oxfam Consults is looking for Logistics, Supply Chain Management and Environmentally Sustainable Procurement Specialists for our External Consults Roster.

Background:

Oxfam International has signed the Climate Charter, and is committed to monitoring and mitigating its greenhouse gas emissions to limit the climate impact of our activities and maximize the sustainability of our environmental programs.

The supply chain accounts for around 50-70% of a project’s emissions, and the supply that makes up a large part of it, so it is therefore a real lever. Oxfam aim to ensure its practices must be adapted by integrating the concept of sustainable purchasing and operations.

Candidates selected to be included in the Oxfam Consults roster should satisfy the criteria outlined below. All the candidates must have demonstrable experience in providing consultancy services and working as freelancers.

The role, when deployed, will be to provide high-quality and specialist expertise to Oxfam Consults in line with an individual Terms of Reference (ToR) that is in line with Oxfam values.

Once selected, candidates will be offered the following modality to be included on the Consultants Roster:

Framework agreement (up to two years) that offers a more flexible scenario for assignments. It is expected that the Consultants under this modality can provide services on a more regular basis to Oxfam Consults on a case-by-case basis.

SKILLS, EXPERIENCE AND KNOWLEDGE.

For Logistics, Supply Chain Management and Environmentally Sustainable Procurement Specialists.

Experience.

Extensive experience as a Supply & Logistics Specialist and/ or Consultant. Relevant expertise in the Sustainable Procurement Sector, as an Advisor or in a Logistics and Procurement Coordination role.

Essential

  • Extensive practical experience in SUPPLY & LOGISTICS operations and consultancy work in a humanitarian or development context.
  • Proven track record working as a SUPPLY & LOGISTICS Consultant.
  • Proven Team Leadership skills and ability to work as part of a team.
  • Ability to liaise and coordinate with a variety of stakeholders, including donors, partner organisations, private sectors, and government institutions.
  • Demonstrable coordination, communication, and cluster networking skills
  • Excellent experience in capacity building, facilitation, and training
  • Demonstrated experience of integrating feminist principle, gender, inclusion, and diversity issues in Logistics operation activities.
  • Excellent interpersonal skills with demonstrable ability to lead and influence.
  • Good understanding and use of humanitarian international codes of conduct and minimum standards, especially the Red Cross Code and SPHERE standards.
  • Good oral and written communication skills and the ability to use standard computer software packages.
  • Excellent written and spoken English.

Desirable

  • Experience of working in difficult contexts, and the ability to work to tight deadlines.
  • Working knowledge of another language, especially Arabic, French, Portuguese, Russian or Spanish
  • Experience in digital processes operations in complex contexts
  • Partnership strategies, trainings, and capacity development (tools, systems, and guideline development).
  • Proven knowledge and or experience of environmental and sustainable procurement background with speciality in ECHO environmental charter/ minimum requirement and the ‘Climate Charter’ Commitments.
  • Research, Analytical and Presentation skills with excellent training techniques.
  • Ability to design, roll-out and implement strategies, plans (contingency/ response) with matrix slotting of the SUPPLY & LOGISTICS operations in emergency contexts.
  • Demonstrable knowledge in SUPPLY & LOGISTICS Local Humanitarian Leadership and conducting surveys using the Survey CTO, KoboTool, Monkey Survey amongst others.
