CONSULTANT- VIDEO PRODUCTION UNDER BRDR

A. About Asian Disaster Preparedness Center

ADPC is an autonomous international organization with a vision to reduce disaster and climate risk impacts on communities and countries in Asia and the Pacific by working with governments, development partners, international organizations, NGOs, civil society, private sector, media, and other key stakeholders. Established in 1986 as a technical capacity building center, ADPC has grown and diversified its expertise across social and physical sciences to support sustainable solutions for risk reduction across abroad range of specialist areas. With over 100 staff from 19 different nationalities and a wide range of professional expertise from atmospheric scientists to social scientists with experiences from all levels of engagement typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) in an effective manner. ADPC is a competent regional resource center and has seven thematic departments: ADPC Academy, Risk Governance, Climate Resilience, Urban Resilience, Health Risk Management, Preparedness for Response and Recovery, Geospatial Information. These are supported by Finance, Human Resources and Administration, and Strategic Planning departments. In addition to the departments, ADPC works on three cross-cutting themes: Gender and Diversity, Poverty and Livelihoods, and Regional and Transboundary Cooperation through permanent working committees.

B. Background

ADPC is implementing the program, “Building Resilience through Inclusive and Climate- Adaptive Disaster Risk Reduction in Asia-Pacific (BRDR), starting from 2018, in collaboration with the Stockholm Environment Institute (SEI), Raoul Wallenberg Institute (RWI), and Swedish Civil Contingencies (MSB) with support by the Swedish International Development Cooperation Agency (Sida). By putting gender-equal and right-based approaches (GE/RBA) at the forefront of improving disaster risk reduction, the BRDR program focuses on establishing evidence-based methods, tools, and practices for building inclusive resilience in the program pilot countries of Nepal and the Philippines, while improving regional cooperation in DRR and climate resilience by sharing best practices and tested approaches among countries in the region. To further promote and enhance the understanding of the approaches across a wide spectrum of DRR actors and stakeholders in the region including for internal capacity building, the BRDR program will sensitize and demonstrate the applications of GE/RBA in disaster risk reduction (DRR) and DRR thematic focuses, through effective and impactful knowledge and communication products, in particular, animated videos and PowerPoint videos.

C. Statement of Intent

ADPC is looking for a consultant to provide services on developing animated videos and videography to support the BRDR program in developing customized video and PowerPoint videos on gender-equal and rights-based approaches to disaster risk reduction and relevant topics for targeted audiences. The target audiences for these (outputs) videos will be program stakeholders, governments, and nongovernment agencies, as well as development partners, DRR actors, and practitioners, with a basic technical background in gender and rights-based approaches.

Note: It is not the intent of this Terms of Reference to cover every aspect of the position requirements, but rather to highlight the most important areas of personal and joint responsibilities.

D. Qualifications

The following qualifications and expertise are required for the consultancy:

• Professional qualifications in video production and/or demonstrable portfolio of similar work or assignments are undertaken;

• At least five years of experience in producing instructional/learning videos, including animation;

• Previous experience in working with Humanitarian NGOs or international organizations in similar programs;

• Familiar with the development of animated videos for online learning and knowledge product;

• Have the requisite equipment for the production of the videos • Service-minded and detail-oriented

• Excellent English language writing and communications skills

Knowledge and working ethics of national or state government agencies, international NGOs, national NGOs, private organizations, international organizations, and topics related to gender, gender equality, diversity, rights, and disaster risk reduction would be an added advantage.

E. Duties and Responsibilities

The Consultant will be responsible to develop instructional videos and knowledge dissemination video on Gender in DRR, with details as follows:

• Understand the needs and requirements for each video

• Produce animated video and PowerPoint presentation video with voice over

• Monitor the technical quality of the finished product to ensure compliance, consistency, and desired outcome for the organization

• Ensure the best practices are followed in the use of third-party media, color correction, and audio mixing

• Collaborate with the program team, ensuring the products are compatible for the intended purpose, and encoding and uploading the videos into edX as required

• Discuss ideas for graphic/theme design with ADPC team before applying them in the development

• Communicate effectively with the ADPC team

• Ensure assets/data security and integrity

• Perform other duties as agreed with ADPC

F. Expected Outputs

The Consultant will be provided with the video scripts that he/she is expected to review and finalize with the program team, develop theme design of graphic visualization, and be in charge of producing animated videos.

The Consultant shall be responsible for developing three (3) videos to be used as knowledge and communication products, with details as follows:

• One (1) animated video on gender in DRR (3 minutes)

• One (1) PowerPoint video on gender equality (3 minutes)

• One (1) PowerPoint video on applying gender equal and rights-based approach in risk assessment, local DRR planning, and emergency response (12 minutes)

• File types – .mov or.mp4, or format suitable for upload to YouTube and edX

• Codec – H.264

• Frames per second – 30

• Resolution – HD (1920 x 1080), including backup music and voice over

G. Reporting Relationships The consultant will report to the Director, Risk Governance Department (RIG), ADPC, and work closely with the Senior Project Manager-RIG, and other members of the BRDR program team.

H. Contract Duration The contract duration will be for 2 months (output-based), tentatively for September – October 2022.The contract will be an all-inclusive lump sum.

Payment will be made at the submission and acceptance of the outputs by ADPC (total not exceeding 8,000 USD)
