1. Background

Stichting Terre des Hommes Netherlands aims to prevent child exploitation, to remove children from exploitative situations and to ensure that these children can continue their development in a safe environment. Terre des Hommes focuses on sexual exploitation of children, the worst forms of child labour, child trafficking and migration, sexual and reproductive health and rights and on child protection in humanitarian crises. In Asia, Terre des Hommes Netherlands works in Cambodia, the Philippines, Thailand, Bangladesh, India, and Nepal.

Consultancy Purpose and Use**

The consultant will support the finance department in the Asia region office and will be working closely with and under the guidance of the Finance Coordinator based in the Asia regional office.

3. Specific Objectives of the Consultancy

Terre des Hommes Netherlands is looking for a consultant to review and update the current finance manual for the region Asia, in content and in form.

This update is needed to ensure smooth operations within the finance department. Since the development of the current finance manual, TdH NL has grown and incorporated within its strategies self and co-implementation models in several countries of operations. In addition, we have in the recent past secured funds from institutional donors and these grants have come with the requirements that their terms and conditions be incorporated within the TdH NL finance manual.**4. Time period and Geographical area:**

The consultant is to be based in the TdH NL Asia Regional Office in Phnom Penh, Cambodia. Hybrid or flexible working arrangements will be considered.

This consultancy is expected to span approximately 35 full-time days, which should be spread over a longer period of time to allow for review and feedback. Ideally the consultant will start on 13th June, 2022 and submit the final revised and updated finance manual by 12th August, 2022. The consultant is expecting to lead a presentation to all relevant staff by 26 August, 2022.

5. Scope of work

Under guidance of the Finance Coordinator at the Regional Office, the Consultant will work with finance staff and management to update the finance manual and provide guidance on topics that include financial legal compliance and some donor requirements and by revising the manual. They will hold discussions with the finance and admin team to assess the current situation in order to present a financial manual and procedure that includes both short-and long-term financial goals. This will cover specific finance policies (e.g. budgeting, payroll, travel and subsistence, asset management, level of authorisation), key minimum standards, and Specific Finance Procedures (e.g. Procurement, banking, credit & debit card, accounting routines), chart of accounts. Further, the consultant will make sure the procedures in the manual are understood by all staff, through a presentation to all relevant staff.

The consultant should review previous and existing guidelines from the organisation as well as the wider INGO sector, and update the current finance manual to incorporate the following:

  1. Audit recommendations that have been given over time.

  2. The structure of operations within the Asia Region.

  3. The strategy of self, partner and co-implementation in the region.

  4. Existing government regulations.

  5. TdH NL current donor requirements.

  6. New developments in the field of finance and best practices

  7. Procurement and contracting policies and procedures

  8. Cost allocation policy for projects and donor proposals

  9. Booking and other instructions as provided by TdH NL head office

  10. Specific financial guidelines and policies

The consultant will be expected to read current external donor finance requirements e.g. EU, UN, USAID, UNICEF, among others to ensure full incorporation of specific requirements in management of donor funds. 6. Intellectual Property

  1. All information pertaining to this project (documentary, audio, digital, cyber, project documents, etc) belonging to the client, which the consultant may come into contact with in the performance of their duties under this consultancy shall remain the property of TdH NL who shall maintain exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever form without written permission of TdH NL.**7. Ethics and Child Safeguarding Policy**

The consultant shall sign and abide by the TdH NL Child Safeguarding Policy, Code of Conduct against corruption, bribery and fraud and its related procedures and will be required to disclose any prior convictions and undergo or present an up to date and valid criminal background check.**8. Payment Amount and Procedure**

Payment shall be made within 7 working days upon submission of a tax invoice as below.

  • 1st invoice: 20% upon signing of contract.

  • 2nd invoice: 30% upon submission of draft manual

  • 3rd invoice: 30% upon submission of the final revised and updated finance manual

  • Final invoice: 20% upon completion of a presentation to all relevant staff 9. Profile of the Consultant:

Qualifications

TdH NL is looking for a qualified finance professional with sound finance background, insight and excellent editing and design skills, both in writing and in visualising:

  • Degree or equivalent in Accounting, Business Administration, or a related field is required.

  • Minimum 10 years of working experience in financial management or institutional strengthening for the NGO sector.

  • Working experience in audit and donor/grant compliance with experience in working for UN , EU and US funded grants.

  • Relevant work experience in capacity development of institutions in the context of strengthening national systems is required.

  • Work experience in a development context is essential.

  • Experience in working for an international organisation is required.

  • Ability to read, write, and communicate fluently, in English.

  • Ability to analyse complex information into simplified materials.

  • Flexibility and ability to work independently, and with large teams in a multicultural environment.

  • Excellent interpersonal skills and flexible attitude. 10. Supervision / Management of the Assignment

The consultant will be supervised by the TdH NL Finance Coordinator and, or Acting Head of Region for Asia.

11. Competencies

Functional

  • Strong analytical, negotiation and communication skills, including ability to produce high quality practical advisory reports and knowledge products

  • Professional and/or academic experience in one or more of the areas of international development or related field.

Project and Resource Management:

Ability to produce high quality outputs in a timely manner while understanding and anticipating the evolving client needs
Strong organisational skills.

Ability to work independently, produce high quality outputs.

Communications and Advocacy:

  • Strong ability to write clearly and convincingly, adapting style and content to different audiences and speak clearly and convincingly.
  • Strong analytical, research and writing skills with demonstrated ability to think strategically.
