Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

  1. ORGANIZATIONAL CONTEXT AND SCOPE:

Thailand has been a key destination for migrants and migrant workers from neighboring countries. As of September 2023, there are more than 2.4 million documented migrant workers in the country, not including their families and undocumented migrants. Although migrants have played a critical role in Thailand’s economy and society, they have encountered various challenges in access to healthcare services for both documented and undocumented migrants due to language barriers, lack of access to information and health resources, health insurance that could accommodate the relevant costs, as well as security concerns. In addressing these challenges, Migrant Health Volunteers (MHVs) became beneficial as intermediaries to access the migrant communities by overcoming language and cultural barriers and set in place a network of channels to communicate health information, relevant government health policies, as well as informing the migrants’ right to health and link them to access to health services.

Despite the MHV’s essential role, there were merely 4,000 recognised by the Thai Health Foundation who were expected to cater to 3 million migrant workers, equating to one MHV per 750 migrant workers. Moreover, during the COVID-19 pandemic, the MHV registration under the Department of Health Service Support increased from 4,000 to 7,000. The rise in number during the pandemic implies the increasing demand. However, the ratio of MHV against the number of migrants is considerably low. With IOM’s continued effort to leave no one behind, we believe strengthening the capacities of MHVs is essential to foster inclusive public health networks as well as serve as the bridge to connect migrant and local communities, government authorities, and public health services. With existing training curricula developed by various stakeholders such as government agencies, Civil Society Organizations (CSO), and international organizations, the training programmes and curricula are fragmented.

IOM has an aim to review the available training curricula and materials within the governmental institutions, international and national organizations for Village Health Volunteers, MHVs, and Safety Officers, and consolidate recommendations to develop a standardized national curriculum, and tailored provincial or context-based training curricula for MHVs. As part of this effort, through funding from the Government of Japan, IOM is seeking a Migration Health Advisor Consultant who possesses expertise in Thailand’s migration health field, as well as having technical knowledge and deep understanding of MHV structures and policy, to conduct a review of available training resources and provide recommendations to foster the initiative.

2. RESPONSIBILITIES AND ACCOUNTABILITIES

The successful candidate will be responsible for reviewing all available training resources and providing recommendations to develop a standardized national curriculum and tailored provincial or context base curricula for Migrant Health Volunteers. The responsibilities are described as follows but not limited to:

  • Map all stakeholders who work on the capacity building of Migrant Health Volunteers.
  • Identify relevant resources, materials and training curricula developed by various stakeholders Perform a review of the identified resources, materials and training curricula.
  • Provide analysis, determine development needs, and provide recommendations to further develop the standardized national curriculum and tailored provincial or context-based training curricula for MHVs, in both Thai and English languages.

Payment will be disbursed based on the submission of deliverables agreed by both parties as follows:

  • First Deliverable – A report on the review of the identified resources with consolidated recommendation
  • Final Deliverable – Validation workshop with IOM and relevant authorities (a copy-edited final report)

Note: Consultancy fees are inclusive of bank transfer fees for bank account outside of

Thailand.

3. REQUIRED QUALIFICATION AND EXPERIENCE

Education:

  • Master degree in Public Health, or a related field from an accredited academic institution with relevant professional experience;
  • A doctoral degree would be preferred.

Experience:

  • At least 8 years of experience in the area of public health with a minimum of 5 years in the field of migration health in Thailand;
  • Experience in working with Migrant Health Volunteers.

Skills:

  • Knowledge of existing policies, laws, and regulations that concerns MHV’s system and migration health in Thailand;
  • Established networks in migrant workers’ communities, civil society organizations and good relationship with local government authorities.

Languages:

  • Fluency in English and Thai (oral and written) is required.
