Consultant to develop youth-friendly data-driven advocacy training material RFP

Background

She Leads is a joint programme of Plan International Netherlands, Defence for Children-ECPAT the Netherlands (DCI-ECPAT), African Women’s Development and Communication Network (FEMNET), and Terre des Hommes the Netherlands (TdH). Equal Measures 2030 is a technical partner. The She Leads consortium brings together child rights organisations, feminist/women’s rights organizations and youth-led groups and aims to increase sustained influence of girls and young women (GYW) on decision-making and the transformation of gender norms in formal and informal institutions. The geographic focus of the programme is East Africa (Uganda, Ethiopia, Kenya), West Africa (Ghana, Mali, Sierra Leone, Liberia) and the Middle East (Lebanon, Jordan).

Equal Measures 2030 (EM2030) is a collaboration of national, regional, and global leaders from feminist networks, civil society, international development, and the private sector. We develop and disseminate demand-driven data, visualizations, analysis and tools (including our flagship SDG Gender Index) to monitor progress and hold governments accountable. We work across our partnership, and in collaboration with feminist organizations and movements, to strengthen capacity to use data in advocacy and share expertise in data-driven advocacy.

Scope

The consultant will, in consultation with actors in the She Leads programme and EM2030 staff, produce three youth-friendly Data-Driven Advocacy (DDA) training activities. These activities should focus on where and how to access data and how to visualise and communicate data for use in advocacy and campaigns. These tools will be added to existing capacity development materials being delivered by consortium partners and GYW-led organizations in the She Leads programme.

As EM2030 will not be directly delivering these capacity development activities, these materials will be developed as facilitator guidance and tools.

Deliverables

• Based on a review of existing relevant and available materials, develop a proposal to produce youth-friendly DDA materials for GYW-led groups, the proposal should include:
  • Review EM2030’s existing ‘DDA Training Curriculum’, and other capacity development materials, identifying existing activities to utilise or adapt.
  • Research and create a map of relevant external data-driven advocacy materials specifically targeting youth audiences, building on inputs from EM2030
  • Develop project plan and timeline for creating capacity development materials
• Drawing on the SDG Gender Index, develop three impactful and succinct youth-friendly, multimodal data-driven advocacy training modules. The content should be relatable to GYW in the She Leads network by incorporating examples and data related to gender-based violence, sexual and reproductive health and rights, education, leadership and other relevant themes. The material must incorporate input and feedback from EM2030 and its partners.
  • Produce materials including facilitator guidance, coordinating (at least) two rounds of feedback from EM2030 and other She Leads stakeholders.
  • Work with the EM2030 team and translators to facilitate translation into French and Arabic.
• Deliver induction to relevant She Leads partners on utilising data-driven advocacy materials

Criteria for submission

• An advanced degree or equivalent in Development Studies, Gender Studies, Public Policy, or any related social science
• Demonstrated understanding of and experience in youth capacity development, ideally with experience working with girls and young women specifically
• Demonstrated understanding of how to use data effectively in advocacy and campaigns and of data literacy concepts
• Demonstrated commitment to and understanding of gender equality
• Fluency in English and French will be an added advantage
• Experience working with multiple stakeholders from diverse social and cultural backgrounds

Budget, timeline and ways of working

• The consultant will be home-based but work closely with the EM2030 team which is based across different time zones.
• The scope of work is estimated to take 15 days to complete. The budget for this consultancy is estimated at $10,000-$15,000 USD. Consultants should provide further detail on their proposed timing and costings in their cover letter.
• The work should be completed between September and early December 2022. A detailed deliverables schedule will be agreed with the consultant
