=> Duration of Consultancy: (2 months) August – September

  1. Category B Consultants: Tangible and measurable outputs of the work assignment

The detailed work plan and delivery dates will be confirmed directly with the successful candidate:

  • Briefing/consultation with the consultant by IOM Lao People’s Democratic Republic – within a week of start date.
  • Conduct a consultative meeting with the Department of Consular, MoFA – in the second week.
  • Draft/develop Consular Contingency Planning – within 2 weeks
  • First submission of the draft Consular Contingency Planning to IOM Lao PDR – after completed draft
  • Revise and re-submit to IOM Lao PDR – after reviewd by IOM Lao PDR.
  • Conduct a consultative meeting to brief on the developed Consular Contingency Planning to Department of Consular, MoFA – after review and approve by MoFA
  • 2. Performance indicators for the evaluation of results
  • Draft a Consular Contingency Plan, in line with the principles outlined in the MICIC Guidelines outlining possible responses at various stages of the crisis.
  • Develop a template outline for Consular Officials to use as a blueprint in preparation for different stages of the emergencies during their performance on duty to assist Lao nationals abroad.
  • Conduct a consultative meeting with the Department of Consular, Ministry of Foreign Affairs (MoFA) and other relevant stakeholders during development of the Consular Contingency Planning.
  • Submit the completed draft of Consular Contingency Planning to IOM Lao PDR.Facilitate a consultative meeting to brief on the developed Consular Contingency Plan to the Department of Consular, Ministry of Foreign Affairs.
  • 3. Education, Experience and/or skills required

Education:

Master’s degree in Law, Political Affairs, Social Sciences, International Relations or a related field from an accredited academic institution or high school diploma with at least 5-7 years of relevant professional experience.

Experience:

  • At least 5 or 7 years of relevant experience in project implementation, or information management activities, preferably with an international or intergovernmental organization working on issues related to emergency response and protection of migrants and other vulnerable populations;
  • Demonstrated experience in supporting the implementation of programming related to migrant protection, crisis preparedness and response, and emergency migration management;
  • Demonstrated experience and understanding of the migration context in Laos and Southeast Asia, and of the vulnerabilities experienced by migrant populations;
  • Experience in liaising with government authorities, inter-governmental institutions, UN agencies and national and international NGOs;
  • Demonstrated experience and understanding of the MICIC Guidelines, IOM’s Migration Crisis Operational Framework (MCOF) and IOM’s Displacement Tracking Matrix (DTM) will be considered a distinct advantage.
  • Demonstrated experience in developing similar contingency plans for other countries in the region/south asia will be considered a distinct advantage.
  • Strong interpersonal skills and ability to maintain trust and good working relationship with counterparts;
  • Personal commitment, efficiency, and flexibility;
  • Strong organizational and time management skills, and ability to deliver under tight timelines;
  • Excellent analytical abilities;
  • Strong interest in the issue of labor migration and anti-trafficking in persons;
  • Solid understanding of the norms of professional ethics;
  • Experience in working effectively and harmoniously with colleagues from various cultures and professional backgrounds.
  • Commitment to the Prevention of Sexual Abuse and Exploitation (PSEA);
  • Sound knowledge of Laos’s national response plan and coordination;
  • Excellent ability in writing and drafting of reports;
  • High level of computer literacy, including Microsoft Word, PowerPoint and Excel;
  • Excellent analytical, communication and negotiation skills;
  • Ability to work under tight timelines;
  • Experience in liaison with national, regional and international bodies is preferable;

Languages:

Fluency in Englishis required and Knowledge of Lao/Thai is advantageous
