Consultant: Technical Support to create FCA’s Catch-Up Education Program approach in Ukraine with integrated SEL Components
1. Introduction & Background
FCA Ukraine country office is looking for consultants for Consultancy: Technical Support to create FCA’s Catch-Up Education Program approach in Ukraine with integrated SEL Components under/as part of Pathways to Knowledge Renewal project during November 2024 – December 2024, in Ukraine.
1.1 Background info on FCA
FCA is the largest Finnish development and humanitarian cooperation non-governmental organization FCA operates in 12 countries around the world and specializes in three thematic priority areas: Right to Peace, Right to Livelihood, and Right to Quality Education. 1.2 Background info on FCA CO requesting the services
FCA’s humanitarian aid programme in Ukraine focuses on education and livelihood sectors in central and eastern Ukraine.
2. Scope of work
- Developing a structured yet adaptable method to improve learning outcomes through the catch-up program with integrated SEL components.
- Providing practical strategies to embed SEL into the educational content, promoting holistic development.
- Ensuring accessibility for all learners, including children with disabilities.
The consultant will take the lead in shaping FCA’s catch-up program by carrying out the following tasks:
Research and Contextual Review
- Conduct a review of existing catch-up programs in Ukraine, particularly examining national guidelines and successful practices within the education cluster.
- Map current efforts by key educational actors in the country providing catch-up classes and review their lessons learned and experience.
- Analyse the accreditation process in Ukraine to ensure that FCA’s approach aligns with national standards and requirements.
Development of the Approach
- Design a structured, inclusive catch-up education model that integrates SEL.
- Define the key elements of the program, including the duration, structure (whether delivered online, in-person, or through hybrid models), and curriculum focus on core subjects such as mathematics and Ukrainian language.
- Develop a framework for supporting tutors, including initial training, regular supervision, and ongoing evaluation.
- Create tools for assessing student progress, incorporating both academic improvement and the impact of SEL components.
- Ensure a solid approach to measuring the overall impact of the catch-up classes through clear evaluation results and metrics.
- Develop a robust methodology that addresses teachers’ needs, ensuring their involvement and capacity building is integral to the program.
- Seamlessly integrate SEL into the curriculum and design specific methods for evaluating its effect on students’ social and emotional development.
Capacity Building Tools
- Develop accessible and user-friendly training materials, including interactive PowerPoint presentations with detailed facilitator guides.
- Include assessments before and after training sessions to gauge the effectiveness of capacity-building efforts.
- Provide practical examples and case studies that can be used to train FCA staff and local partners.
Collaboration and Feedback
- Work closely with FCA staff, Cluster Work Group and other technical experts to ensure that the approach is relevant and responsive to the needs of the context.
- Facilitate consultations with key stakeholders to gather feedback, refining the program based on their input.
- Integrate the new approach into existing training programs, ensuring a smooth transition and capacity development.
3. Deliverables
By the conclusion of this consultancy, the following deliverables should be completed:
- A comprehensive catch-up education strategy that incorporates SEL
- support and is tailored to the Ukrainian context.
- Training materials, including facilitator guides and interactive presentations, ready for use in staff and partner workshops.
- Pre- and post-training evaluation tools for assessing knowledge and capacity building outcomes.
- Case studies and real-world examples for enriching staff learning and understanding of the program.
- Assessment tools to measure both knowledge gains and SEL impact on students and the overall impact of the catch-up classes.
4. Duration of contract
The estimated timeframe for this consultancy is November 2024 – December 2024.
5. Duty Station
All tasks will be conducted in close coordination with FCA staff, with no travel required; the consultancy is to be conducted remotely.
6. Validity
Proposals shall remain valid and open for acceptance for a period of 30 days after the closing date for the submission.
Prior to the expiry of the original proposal validity period, the Contracting Authority may ask candidates in writing to extend this period. Candidates that agree to do so will not be permitted to modify their proposals. If they refuse, their participation in the tender procedure will be terminated.
7. Payment Modalities
Payment will be made in three instalments, as follows:
- 30% upon the signing of the Consultancy Agreement
- 30% upon submission of the first draft of a catch-up education strategy
- 40% upon submission of the final reports
8. Required Expertise and Qualification
Education qualification of the Consultant:
- Undergraduate in Education, Social Sciences or Humanitarian or related fields.
- Postgraduate in Education, Social Sciences or Humanitarian or related fields.
Experience & Expertise of the Consultant:
- Demonstrated experience (at least 3 years) in designing educational strategies, models and methods on overcoming learning losses, learning gaps, designing and implementing remedial and catch-up programs.
- Writing methodological recommendations on education.
- Conducting research and writing research documents.
9. Contract Award Criteria
The offers will be evaluated according to the contract award criteria below:
1. Previous experience as a methodologist in the field of Education (weight – 50%)
Scoring Methodology (Maximum score of 4 points):
- Experience up to 3 years: 1 point
- 3 years – 5 years of work experience: 2 points
- 5 -7 years of work experience: 3 points
- 10 years of work experience: 4 points
Required Documentation:
– Detailed explanation of relevant experience and completed projects.
2. University Degree in a relevant field -Education, Social Sciences or Humanitarian or related fields (weight – 20%)
Scoring Methodology (Maximum score of 3 points):
- 1 point for Undergraduate
- 2 points for Master’s degree
- 3 points for Postgraduate
Required Documentation:
– Diploma
3. English level (weight – 10%)
Scoring Methodology (Maximum score of 3 points):
- 1 point for B2
- 2 points for C1
- 3 points for C2 or Native Speaker
Required Documentation:
– English language proficiency certificate (IELTS, TOEFL, FCA, CAE, CPE, BEC)
4. Financial score (weight – 20%)
Scoring Methodology (Maximum score of 20 points):
Lowest bid receives highest score of 20 points, other candidates’ scores are calculated proportionally based on the lowest bid.
Required documentation:
Please provide a detailed Financial Proposal (at VAT 0). FCA will then add the VAT according to the local legislation.
10. Evaluation Process
The evaluation process is managed by FCA’s Procurement Committee.
Candidates will be first evaluated according to the requirements in section 8 – Required Expertise and Qualifications. Candidates which are eligible will be allowed to proceed to the evaluation phase and their offers will be evaluated according to the contract award criteria in section 9.

Deadline for submission of offers is 29.10.2024 23:59:00 EEST .
Candidates must send their offers via email [email protected] no later than the deadline as mentioned above. Any proposals after received the deadline will not be considered.
No proposal may be changed or withdrawn after the deadline has passed.
The candidate shall bear all costs associated with the preparation and submission of the offer and the Contracting Authority will in no case be responsible or liable for these costs, regardless of the conduct or outcome of the procurement process.
11. Questions
Candidates are not allowed to approach the Contracting Authority for verbal clarification.
Any prospective candidate seeking to arrange individual meetings with either the Contracting Authority and/or any other organisation with which the Contracting Authority is associated or linked may be excluded from the proposal procedure.
