In June 2022, DRC has signed an agreement with FCDO that gives DRC the responsibilities of Fund Manager for the new Sahel Regional Fund (SRF).
The SRF is a regional humanitarian NGO fund governed by leading NGOs and FCDO. It strives to deliver high-quality, value for money, principled protection and humanitarian assistance in Sahel hot spots for most vulnerable people, in particular women, girls, elders and persons with disabilities who are amongst the most vulnerable persons affected by the crisis.
To achieve its goals, the SRF will, among other, select 3 consortia in charge of implementing activities within the Sahel region according to the mission and the vision of the SRF.
One of DRC responsibilities as the Fund manager will be to review and analyse the concept notes and proposals submitted by potential consortia and give its recommendation to the Governance Board.
OBJECTIVES:
DRC is looking for highly experienced consultants in various fields to create a pool of expertise within the evaluation committee. The evaluation committee will be constituted by experts in fields tackled in the received concept notes.
DRC will be looking for consultants that will complete its expertise in the field of:
Lot 1: Health
Lot 2: Food security
Lot 3: Nutrition
Lot 4: Economic recovery
Lot 5: Protection
Lot 6: Shelter
Lot 7: Conflict sensitivity analyst
Lot 8: Access and Safety
Following a call for application, the evaluation committee will be in charge of reviewing the concept notes of the different consortia candidates and giving a scored feedback on their proposition.
Once the governance board has taken its decision based on the evaluation committee recommendations, the selected potential consortia will need to work on full proposal. The evaluation committee will also review and analyse the different proposal to give its recommendation to the Board.
(Candidates can submit applications in several Lots as long as they have the relevant expertise requirements as detailed in the related paragraph)
RESPONSIBILITIES:
The consultants will be expected to:
- Conduct a strategic review of the programmatic aspect of concept notes according to the consultant specific expertise. The consultant will give each of them a notation according to a specific scoring board.
- Conduct a strategic review of the programmatic aspect of the full proposals according to the consultant specific expertise. The consultant will give each of them a notation according to a specific scoring board.
The evaluation committee will be based in Dakar, Senegal but the consultant can perform its consultancy from distance as long as the consultant can ensure an effective communication channel.
The selected candidates will remain in DRC pool of consultants in case their expertise is further needed.
DELIVERABLES & PAYMENT:
The consultant will deliver:
A detailed analysis of both the concept notes and the full proposals in liaise with its scoring grade on the different documents. Each grade will be detailed with a narrative.
Payment will be:
- Independently transferred for the concept notes and for the full proposals
- Transferred after the submission of the scoring grade template and the related narrative and the review of the SRF Team
ESTIMATED TIMEFRAME:
It is estimated that the consultancy will take up to 30 days, tentatively divided as follows:
- Review of the concept Notes: 15 days
- Review of the full proposals: 15 days
We estimate to close the call for concept notes around end of September 2022 and the call for the full proposals by end of November 2022.
DOCUMENTS TO BE SUBMITTED:
Interested applicants should submit a technical proposal and a financial proposal.
Technical Proposal
- Registration papers for the company, or individual establishment of the applicant.
- A cover letter which details the previous similar consultancy on proposal development or reviewing and/or operational experience in relevant expertise fields. It also details the bidder availability according to the estimated timeframe.
- Resume of the applicant.
Financial Proposal
- Signed Financial offer that includes clearly the unit price per day in EUR.
EXPERIENCE AND TECHNICAL COMPETENCIES:
- Advanced university degree or PhD in Economics, Public Policy (Social Policy), International Development or a relevant field.
- At least eight to ten years of relevant operational experience in the humanitarian and development field, preferably in displacement contexts with emphasis on programme design and implementation in the areas of the consultant expertise.
- Experience in engaging with humanitarian as well as development stakeholders (e.g. donors, implementing organisations, national / local organisations).
- Experience in the Sahel Region is desirable.
- High capacity for organization and coordination, as well as an ability to work with a high degree of independence in a team environment.
- Fluency in English is required; proficiency in French would be an added value.
- Candidates should have excellent written and oral communication skills.
- Excellent analytical and report writing skills are important.
