Consultant, Supply Chain Specialist

Role Overview

IPPF ESEAOR is seeking a consultant to support IPPF Member Associations (Mas) in the Pacific and Asia region to improve their Supply Chain capacity through the humanitarian-development nexus. The principles of supply chain management will underpin all activities undertaken (the right goods, in the right quantities, in the right condition to the right place at the right time for the right cost).

Role Objectives

The focus of this role is to work with 15 SPRINT supported MAs, IPPF Regional offices in South Asia (in Delhi), East and Southeast Asia and Oceania Region (in Kuala Lumpur) and Pacific (in Suva), and the Humanitarian team to ensure a strong, reliable procurement and supply chain process is in place, and explore locally adapted, innovative ways of procuring, tracking and distributing reproductive health commodities to disaster-affected populations during a humanitarian crisis.

You will report directly to the Senior Sexual & Reproductive Health Advisor and work in close collaboration with the Director of Programmes and Performance ESEAOR office.

Duties and Responsibilities

Develop Supply Chain Systems & Procedures

• Develop Supply Chain Management (SCM) Guidance that provides policy, technical and operational aspects of key components of SCM (brief and customized) and supports the dissemination of these tools to the MAs. The guidance should include the following components:

• Product Selection
• Forecasting
• Procurement
• Inventory Management: Storage and Distribution
• Logistic Management Information System/Logistic Indicators
• Logistics Assessment System

Develop a detailed Standard Operational Procedure (SOP) for prepositioning to support MAs at all levels of the supply chain. The SOP should be in line with IPPF SOP for prepositioning and building on previous work undertaken by a Supply Chain Consultant in 2021.

The SOP should include the following components:

• Product selection, forecasting, and procurement of reproductive health commodities for prepositioning for the year.
• Warehouse and transport
• Inventory control procedures

Supply management

• Support the MAs implement warehouse management systems for reproductive health commodities and prepositioned products in line with the MA’s, IPPF, and donor regulations and best practices, including inventory/stock management, tracking, documentation, and reporting.

• Develop or review the disposal policy of the MA and make recommendations to the MAs

Capacity building

• In consultation with MAs participate in identifying gaps, conducting capacity building of supply chain focal points at national & field levels, and follow up to ensure the correct use of tools in an accountable manner.

Monitoring of commodities and supplies

• Develop a system to monitor MAs RH commodities including restocked prepositioned RH commodities quarterly

Reporting

• Recommend standard logistic indicators for monitoring the MAs supply chain including setting up a reporting system to record, report, and track indicators.

Key Deliverables

• Develop Supply Chain Management (SCM) Guidance that provides policy, technical and operational aspects of key components of SCM (brief and customized) and support the dissemination and implementation of these tools to the 15 MAs.

The guideline should include:

• Procurement and distribution of SRH commodities for crisis situations
• Warehouse Management, including inventory/stock management, tracking, documentation, and reporting.
• Detailed Standard Operational Procedure (SOP) for prepositioning commodities for humanitarian contexts
• Disposal policy recommendations
• Standard logistic indicators for monitoring the MAs’ supply chain and a reporting system for the MAs to record, report, and track these indicators.
• Capacity building of individual MAs based on an assessment of their capacities (online or in-person).
• Conduct one in-country on job supervision for the SPRINT MAs to ensure the correct use of tools in an accountable manner.
• Submit a Mid and Final compiled report based on comments and feedback from IPPF.

Selection Criteria

Qualifications

• Advanced university degree in supply chain or logistics management, humanitarian response, or a related field. Qualifying experience may be accepted in lieu of an advanced university degree.
• Professional certification in areas such as medical logistics and/or humanitarian logistics is highly desirable.
• Degree in Public Health, Medicine, or Pharmacy is an asset.

Competencies, Skills, and Experience

• Five years of professional work experience in medical and/or humanitarian supply chain management or logistics;
• Managing medical supplies procurement, distribution, storage, and transportation operations in emergency settings (commercial, NGO, or with an international organization);
• Experience in challenging and complex humanitarian/emergency settings;
• Experience in the development, implementation and facilitation of adult learning programs/training is desirable.
