About the Asian Disaster Preparedness Center:

The Asian Disaster Preparedness Center (ADPC) is an autonomous international organization established for scientific, educational, developmental, and humanitarian purposes with a vision of safer communities and sustainable development through disaster risk reduction and climate resilience in Asia and the Pacific.

Established in 1986 as a technical capacity-building center, ADPC has grown and diversified its expertise across social and physical sciences to support sustainable solutions for risk reduction across a broad range of specialist areas. With over 100 staff from 19 different nationalities and a wide range of professional expertise from atmospheric scientists to social scientists with experiences from all levels of engagement typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) effectively. ADPC has six strategic themes supported by seven departments: ADPC Academy, Risk Governance, Climate Resilience, Urban Resilience, Health Risk Management, Preparedness for Response and Recovery, and Geospatial Information. These are supported by Finance, Human Resources and Administration, and Strategic Planning departments. In addition to the departments, ADPC also works on three cross-cutting themes: Gender and Diversity, Poverty and Livelihoods, and Regional and Transboundary Cooperation through permanent working committees.

ADPC has been implementing a range of disaster risk reduction activities in Bangladesh over the years. Bangladesh Resilience Advancement in City Ecosystems (BRACE) Program is a two-year initiative funded by USAID’s Bureau of Humanitarian Assistance (BHA). BRACE seeks to enhance the policy environment for urban resilience while enabling communities to undertake risk assessments and identify priority interventions for enhancing their resilience. It engages with at-risk urban communities, Ward Disaster Management Committees (WDMCs) in selected wards of Dhaka South City Corporation (DSCC) and Cox’s Bazar Municipality (CBM) and government institutions to drive urban resilience in Bangladesh.

The primary objective of this consultancy assignment is to facilitate effective management of knowledge emerging form program implementation.

Purpose and Objectives:

The consultant will be solely responsible for reviewing, developing, and updating of City Strategy Report and Guideline for City Officials as per the provision of SOD 2019 under the Bangladesh Resilience Advancement in City Ecosystems (BRACE) Program.

Expected Deliverables and Outputs:

Deliverable-01: Strategy Report to prepare risk-informed City Strategy

Outputs:

1. Report and presentation capturing a synthesis of gaps in the Citizen Charter, Annual Performance Agreement, and Annual Budget of Dhaka South City Corporation (DSCC) with regard to gaps in disaster Preparedness actions.
2. Report and presentation capturing a synthesis of gaps in the Citizen Charter, Annual Performance Agreement, and Annual Budget of Cox’s Bazar Municipality (CBM) with regard to gaps in disaster Preparedness actions.
3. Final Report on recommended changes for integrating disaster preparedness actions in the Citizen Charter, Annual Performance Agreement, and Annual Budget for Dhaka South City Corporation (DSCC)
4. Final Report on recommended changes for integrating disaster preparedness actions in the Citizen Charter, Annual Performance Agreement, and Annual Budget for Cox’s Bazar Municipality (CBM)

Deliverable-02: Development of Guidelines for City Officials as per the provision of SOD 219

Outputs:

1. Guidelines on ‘Enhancing the role of municipalities for implementation of SOD 2019’ in Bengali and English
2. Guidelines on ‘Enhancing the role of city corporations for implementation of SOD 2019’ in Bengali and English
3. Training Package for ‘Enhancing the role of municipalities for implementation of SOD 2019’ including – Module, Participants Work Book, Presentation, Pre and Post Test etc. in Bengali and English
4. Training Package for ‘Enhancing the role of city corporations for implementation of SOD 2019’ including – Module, Participants Work Book, Presentation, Pre and Post Test etc. in Bengali and English
5. Training of a batch of 15-20 official of the CBM and any other municipalities on ‘Enhancing the role of city corporations for implementation of SOD 2019’ (2 days)
6. Training of a batch of 15-20 official of the DSCC and any other city corporations on ‘Enhancing the role of city corporations for implementation of SOD 2019’ (2 days)

Responsibilities and Tasks:

To deliver the above outputs, the consultant will undertake the following tasks:

Deliverable-01: Strategy Reports for a)DSCC and b)CBM to promote risk-informed urban development

This deliverable responds to BRACE program activities for promoting integration of DRR and community resilience into city-level strategies and programs.

The program is working with DSCC and CBM stakeholders to integrate disaster risk reduction and community resilience into city-level plans and strategies. The city-level integration of DRR will also look at the priorities of the Sendai Framework for Disaster Risk Reduction (SFDRR) 2015-2030 and other global initiatives such as “Making Cities Resilient by 2030[1]” to ensure Bangladesh’s risk reduction efforts are aligned with global and regional frameworks. By doing so, city corporations and local governments will allocate resources as part of their regular budgets and programs to address specific underlying vulnerabilities of the communities and better utilize existing local capacities and resources to implement priority actions in preparing for, responding to, and recovering from future disaster events. The following tasks are expected to complete this deliverable:

• Review of existing literature / documents especially Citizen Charter, Annual Performance Agreement, and Annual Budget of DSCC and CBM to identify the gaps in existing city level strategies / policy instruments in relation to risk-informed development.
• Key informant interviews to capture practical challenges and opportunities for risk-informed city development.
• Capture the findings in the form of a report on gaps and recommendations for making the Citizens Charter and APA for DSCC more risk-informed.
• Capture the findings in the form of a report on gaps and recommendations for making the Citizens Charter and APA for CBM more risk-informed.

Deliverable-02: Development of Guidelines for City Officials as per the provision of SOD 2019

This deliverable responds to the BRACE activities planned for ‘Development of city guidelines to promote DRR at local and community levels’. It is envisaged that BRACE will provide technical support to the Ministry of Local Government, Rural Development and Cooperatives (MoLGRD&C) in enhancing the role of officials of Municipalities and City Corporations for the implementation of the SOD 2019 through tailored guidelines and training modules. Towards this deliverable, the consultant is expected to :

collate and compile data and information based on the SOD provisions and other existing materials and tools.

• Conduct key informant interviews and work with the Technical Working Group to agree upon framework of guidlein / tools for enhancing the role of officials of Municipalities and City Corporations for the implementation of the SOD 2019.
• Develop suitable training materials for official of city corporation and municipalities for enhancing their understanding of their role as per the provisions of SOD 2019.
• Test and finalize the training module through review by the technical working group and delivery of a pilot programs for training of officials of 1) Municipalities and 2) City officials

Working Principles:

The consultant will report to the Technical Lead, Resilient Recovery, and will work closely with the Senior Project Manager, at the ADPC Dhaka office and Filed Coordinator in CBM for day-to-day liaison.

Qualifications: Master in Relevantdiscipline with a specialization in Disaster Management, Development Studies, Social Sciences, Rural and Urban Planning, and any relevant discipline

At least five years’ experience in developing such products

Experience of having worked in USAID-funded projects will be an advantage. Excellent command of English and Bengali is expected. Understanding the Local Dialect of Chattogram and Cox’s Bazar will be an added advantage.

Duty Station: Home-based. Field Work and Stakeholder Consultation will be conducted in Dhaka South City Corporation (DSCC), Cox’s Bazar Municipality (CBM), and any other locations as required.

Duration: The assignment is expected to be completed over 30 professional days between 15 July 2024 to 31 October2024.

Condition of payment:

Payment shall be made based on the satisfactory completion of the outputs.

The payment will be made in two installments based on approval and acceptance of the deliverables by ADPC as mentioned above.

All costs related to field arrangements for meetings / workshops in the field as well as official travel outside Dhaka shall be covered by ADPC with prior approval before travel.

All taxes, duties, and government charges imposed or levied in connection with this contract will be the sole responsibility of the Consultant. No other terms or benefits except those mentioned in this statement of work will be provided, expressed, or implied unless stated in a written agreement between ADPC and the Consultant.
