Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The Global Compact for Safe, Orderly and Regular Migration was adopted at the Intergovernmental Conference to Adopt the Global Compact for Safe, Orderly and Regular Migration in Marrakech, Morocco, and subsequently endorsed by the General Assembly in its resolution 73/195 of December 2018. The Global Compact sets out a cooperative framework for achieving safe, orderly and regular migration, including 10 overarching guiding principles and 23 objectives with attendant actions and a process for its implementation, follow-up and review, as well as guidance for support from the United Nations system.

The Migration Multi-Partner Trust Fund has directed resources towards the Joint Programme “Bridging Recruitment to Reintegration in Migration Governance: Philippines (BRIDGE)”, which seeks to support the implementation of the GCM at the request of the Philippines. In particular, the Government has identified Objective 6 (Facilitate fair and ethical recruitment and safeguard conditions that ensure decent work) and Objective 21 (Cooperate in facilitating safe and dignified return and readmission as well as sustainable reintegration) as priority GCM objectives, both of which are connected to the UN’s Sustainable Development Goal (SDG) Target 10.7 (Facilitate orderly, safe, regular and responsible migration and mobility of people, including through the implementation of planned and well-managed migration policies) and Target 8.8 (Protect labour rights and promote safe and secure working environments for all workers, including migrant workers, in particular women migrants, and those in precarious employment). Both the GCM Objectives and SDG Targets reflect the strategies laid out for Overseas Filipinos in Chapter 21 of the updated Philippine Development Plan, and the mandate of the newly established Department of Migrant Workers.

Nature of Consultancy: IOM is seeking technical support for the UN Joint Programme “Bridging Recruitment to Reintegration in Migration Governance: Philippines (BRIDGE)” to support the GoP in achieving Objective 21 through the lens of the GCM Thematic Area 4: Facilitating regular migration, decent work and enhancing the positive development effects of human mobility. This will involve a desk review and analysis of reintegration materials and updating a reintegration handbook validated through a multi-stakeholder consultation.

Outcome 2 of the BRIDGE programme is improved policies and practices pertaining to fair and ethical recruitment and sustainable reintegration that are informed by evidence-based data and international standards. BRIDGE seeks to accomplish this through an analysis of return and reintegration materials to update the existing reintegration handbook. The consultant will conduct a review and analysis of existing local, regional, and international return and reintegration frameworks, and identify areas for improvement. Based on these outputs, the consultant will update the local return and reintegration framework to align with the latest Philippine return and reintegration landscape, as well as international standards and best practices.

IOM Project to which the Consultancy is contributing: IOM is seeking a consultant to support the updating of reintegration frameworks and guidelines under the BRIDGE programme.

Core Functions / Responsibilities:

The overall objective of this assignment is to support the updating of reintegration frameworks and guidelines according to international standards and best practices and contextualized in the Philippine context and framework.

The consultant shall work under the overall and direct supervision of the National Project Officer in the IOM Country Office.

Service to be provided

Seeking to improve existing frameworks and guidelines to achieve sustainable, gender-responsive return and reintegration, the consultant will be overall responsible for:

  • Desk review and gap analysis on the alignment of local return and reintegration framework in the Philippines context to international standards and best practices

    • Gather and analyze existing return and reintegration materials and practices to review current framework and guidelines to establish an evidence base for key recommendations.
    • Analyze gaps and identify methodology to update and align current return and reintegration policies and practices, taking into account the Philippine context and the specified GCM objectives and related SDGs.
    • Facilitate key informant interviews (KIIs) or focus group discussions (FGDs) with reintegration actors to validate initial findings and assess further need.
  • Improvement of the framework and guidelines in the existing Reintegration Handbook for the operational use of reintegration actors based on the latest Philippine context and international standards and best practices.

    • Draft a plan to improve and update the existing handbook through a detailed outline of the contents as guided by the findings of the analysis conducted.
    • Draft the improved and updated handbook in close coordination with the IOM Migrants Protection and Assistance Unit.
    • Conduct a multi-stakeholder meeting to consult and validate the contents of the improved and updated handbook.
    • Consolidate feedback of validation and finalize the improved and updated Return and Reintegration Handbook ready for publication.

Note: At the onset of the service, the IOM project team will set an inception meeting to go over deliverables and approaches. Upon inception, IOM will set reporting requirements such as regular check-in calls and meetings.

Tangible and Measurable Outputs of the Work Assignment

Payment of the service fee will be made upon accepting the contract and accomplishing the deliverables, as follows. 20% of the lump sum service fee will be paid upon signing of the contract. The remaining payment is subject to the submission and approval of the corresponding deliverable.

Realistic Delivery Dates and Details as to how the work must be delivered

At the onset of the service, the project team will set an inception meeting with the selected consultant and to go over deliverables and measurable outcomes and/or inputs. An inception report will be submitted by the consultant afterwards, detailing specific tasks and deadlines.

Performance indicators for evaluation results

  • Satisfactory completion of tasks specified in the ToR based on supervisors’ performance evaluation
  • Planning, organization and timeliness for managing and delivering outputs
  • Quality of data and information collected and analyzed, quality of policy recommendations, action plan, and monitoring and evaluation framework and tools developed
  • Satisfactory organization of consultation and validation meetings, including training session on the developed framework and tools

Required Qualifications and Experience

Relevant project/programme experience at the national and international level relevant to the scope of work listed above is preferred. Samples of previous work and publications may be requested in the selection process. Knowledge and familiarity with recruitment and reintegration policies and practices, as well as migration issues and international documents such as the GCM and SDGs, is a major advantage.

Education

University degree in social work, international studies, management, or any related field from an accredited academic institution, with two-year relevant professional experience in the various fields of research or international development.

Languages

English and French are the working languages of the UN Secretariat. For this position, fluency in English is required. Knowledge of a second official UN language is desirable.

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.

IOM is an intergovernmental organization, and as such is exempted of all taxes in the Philippines. Therefore, it is not obligated to retain any taxes that should be owed to the Government of the Philippines as part of the execution of this contract. It is the sole responsibility of the contractor to comply with any fiscal obligations that might be applicable.

Copyright

The ownership of intellectual products developed during this project will be shared with the government entities partaking in its creation, as well as IOM’s regional office. Government agencies and the cooperating agency must be warranted visibility and recognition, through the use of their logos in every document and any other material that might be a result of these intellectual production. Applications received later or that do not specify the name of the call will not be considered.
