BACKGROUND TO THE ASSIGNMENT:

To support Middle East/Ukraine Programs Team to provide day-to-day headquarters liaison and support for assigned country programs, supporting them with the management of their programs/projects, advocating for the needs of the program within the organization and coordinate communications between all departments, including compliance, programming, logistics, legal, security, human resource and communications.

PURPOSE OF THE ASSIGNMENT:

  1. To provide day-to-day headquarters liaison for assigned country programs to support them in implementation of their current program portfolios coordinating communications between all departments, including compliance, finance, programming, logistics, legal, security, human resources, communications etc.
  2. Monitor grant performance and country portfolio and flag any issue to the Program Manager
  3. Ensures that donors and internal reporting is submitted on time and in fulfilment of contractual obligations for the countries covered
  4. Support the assigned country programs in any new program development and program revisions and modifications as needed, through effective internal IMC coordination and external donor communication.
  5. Perform other duties as assigned. The duties and responsibilities listed above are representative of the nature and levels of work assigned and are not necessarily all-inclusive.

SCOPE OF THE ASSIGNMENT:

  • Assist assigned country teams in
  • Development of proposals
  • Coordinate of review with technical departments
  • Coordinate reporting to donors
  • Review of grant performance and pipeline analysis
  • Submission of proposals to donors
  • Submission of donor reports
  • Organizing and coordinating country calls
  • review of funding analysis
  • review of anticipated income for countries assigned
  • Support the Program Manager
  • flag any issues with country grants to the PM for quick follow up action
  • support other POs as required
  • support with covering other countries as required
  • Ensure compliance with donor and IMC policies
  • review and discuss with Program Manager any compliance related concerns
  • advise the field team on donor and IMC rules and regulations
  • ensure coordination with GCM, Finance and Legal when and as required

DELIVERABLES DESCRIPTION

  • Submit proposals by donor deadlines
  • Submit Reports by donor deadlines
  • Submit funding analysis and anticipated income review monthly
  • Organize country calls monthly

IMPLEMENTATION OF THE ASSIGNMENT DELIVERABLES

The consultant will implement the assigned tasks with the support of Program Manager and coordinate as needed with the Deputy Director of Programs.

Qualifications

Essential – BA in related subject +

  • Project management certification
  • 4 years’ relevant experience

Desirable

  • Master Degree
    • Project management qualification
    • 3 Relevant Experience

Experience

  1. At least 3 years of field- based work experience in the sector

Or

  1. 2 years’ HQ experience supporting relief and development projects in the field
  2. Experience in proposals development and donor reporting with IMC major donors
  3. Experience in effectively dealing with international and headquarters staff, and the ability to deal with a broad spectrum of people

Competency

  1. Knowledge of Project cycle management
  2. Knowledge of Logical Framework project planning and design
  3. Proposal development and donor report skills
  4. Knowledge of major donors rules and regulations
  5. Report writing
  6. Good research skills
  7. Ability to read, analyze, and interpret and apply donor regulations and requirements
  8. Strong analytical skills to determine overall grant performance
  9. Ability to use creativity, reasoning, past experience, information and available resources to resolve issues
  10. Ability to effectively present information and respond to questions from management and field programs;

Excellent writing skills, excellent cross-cultural communication

Language : Excellent English written and spoken skills

Arabic/Russian/Ukrainian/Polish would be desired
