1. Background of Terre des Hommes Netherlands

Terre des Hommes Netherlands (TdH NL) is a development organisation dedicated to the protection of children from exploitation. TdH NL’s work on child exploitation and abuse covers The Worst Forms Child Labour; Child Trafficking and Migration; and Commercial Sexual Exploitation of Children. TdH NL is seeking an individual consultant on Program Development & Fundraising to support the Acting Head of Region on a full time basis for a period of three (3) months, with a possibility of extension. The position is based in the Asia Regional Office in Phnom Penh, Cambodia. Candidates should have the legal right to work in Cambodia.**

2. Consultancy Purpose and Use

The consultant will support Program Development & Fundraising support to our teams in the Asia region. The consultant will focus on program development, fundraising and quality programming working closely with Head Office fundraising teams and under the guidance of Acting Head of Region, Asia.

3. Specific Objectives of the Consultancy

Result Area: Evidence-based programs and projects are developed and financed in line with the organisation’s strategic direction.

Key responsibilities:

  • Supports the development of feasible regional and country office fundraising strategies.

  • Follows and identifies relevant (political and social) developments and translates them into consequences and opportunities for the development of (new) programs and projects in the region.

  • Generates and converts fundraising leads and coordinates proposal development; contributing to the development of high quality submissions and supporting in-country fundraising efforts.

  • Researches funding opportunities and maintains the regional pipeline in coordination with the Head Office fundraising teams.

  • Actively engages in Project Design Teams and ensures/coordinates timely inputs, maintaining high quality program development/design standards aligned with TdH NL strategies.

  • Leads in the design of Project Initiation Documents (PIDs) in close collaboration with Country Teams.

  • Builds the fundraising capacity of country offices and partners.

4. Time period and Geographical area:

The consultancy agreement is for a period of three (3) months and is based in the TdH NL Asia Regional Office in Phnom Penh, Cambodia. Hybrid or flexible working arrangements will be considered.

5. Child Safeguarding Policy

The volunteer shall sign and abide by Terre des Hommes Netherlands (TdH-NL) Child Safeguarding Policy and its related procedures.

6. Output /Deliverables

  1. Quality evidence-based and sustainable projects and programs are developed and implemented in collaboration with country and project design teams and in line with TdH NL strategic priorities of ToC.
  2. Regional and country fundraising strategies are co-developed.

  3. Funding opportunities are identified, and high quality grant proposals developed and submitted.

  4. Clear collaboration is established with Country teams, Regional and Head Office (primarily Institutional Partnerships) colleagues.

    A more detailed work plan shall be developed in consultation with the candidate and will reflect a specific activity plan.

7. Intellectual Property

All information pertaining to this project (documentary, audio, digital, cyber, project documents, etc) belonging to the client, which the consultant may come into contact with in the performance of their duties under this consultancy shall remain the property of TdH NL who shall maintain exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever form without written permission of TdH NL.

8. Ethics and Child Safeguarding Policy

The consultant shall sign and abide by the TdH NL Child Safeguarding Policy, Code of Conduct against corruption, bribery and fraud and its related procedures and will be required to disclose any prior convictions and undergo or present an up to date and valid criminal background check.

9. Payment Amount and Procedure

Payment shall be made monthly upon the submission of the monthly invoice and timesheet by the service provider at the end of every month. Withholding tax will be managed by the employer.

10. Profile of the Consultant:

  • Relevant academic (university) qualifications (bachelor but preferably master level) with at least five (5) years’ experience in fundraising and program development or related fields. Minimum two (2) years experience in Asia.

  • Knowledge of and insight into the donor landscape in the region and institutional donor funding mechanisms.

  • Proven successful track-record in fundraising to include institutional and trust and foundation proposal development and grant-writing.

  • Understanding of the field of Child Protection and preferably child exploitation.

  • Clear thought leadership with strong analytical and problem solving skills.

  • Excellent team player, with strong communication, interpersonal and networking skills.

  • Salesforce experience is highly desirable.
