Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The consultant will report to the National Project Officer in the IOM Sub-Office Cotabato. The consultant will be required to work independently with minimal supervision; however, specific guidance from the project team in the IOM Sub-Office must be followed.

Nature of Consultancy: The purpose of the consultancy is to contribute to IOM Project Strengthening Resiliency Against Climate Related Security Risks in Conflict Prone Communities in Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and the United Nations Joint Programme on Conflict Transformation that aim to strengthen the resiliency of conflict-prone communities in BARMM against climate-related security risks by ensuring that regional and local government Peace Public Order Safety and Security Plan and response mechanisms are conflict-sensitive and evidence-based.

Background

Rural poor communities in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) are the most vulnerable to climate emergencies considering its geography, low capacity to adapt and respond, and weak government systems. The recent flooding in several Maguindanao municipalities displaced 4,249 families and destroyed 1,003 hectares of agriculture land. Evidence of rising sea levels in Sulu and Tawi-Tawi are also being observed. As BARMM experience environmental changes and recurrent disasters, communities lose livelihoods, increasing competition over limited resources, food insecurity and displacement. Only 68% of BARMM communities have climate change adaptation plans and without an institutionalized approach, communities are exposed to climate-related security risks including violent extremism which promises alternative income streams. An IOM study found that above-average rainfall during the monsoon season is associated with more than 23 conflicts, and an unusually rainy season increase recruitment for non-state armed groups in rice-growing regions.

Despite its high vulnerabilities to effects of climate change and high risks of climate change-induced displacement and forced migration, BARMM remains lacking sufficient awareness and actions related to the conflict and climate change nexus, both at the policy level and the public/community level. The Bangsamoro Administrative Code mandates Local Government Units to implement plans, projects and activities to promote public order and safety in their respective municipality.

Core Functions / Responsibilities:

  • With guidance from the project team, lead the conduct of a series of dialogue/consultation sessions in selected communities at risk from the effects of climate-related conflicts, with a specific focus on sectors with heightened vulnerability to these risks and/or with key roles in conflict prevention and mediation. The consultant’s role in these activities may include supporting the project team in coordinating with stakeholders, drafting guide questions for the group discussions, assisting in the facilitation of the sessions, and/or documenting the activities;
  • Based on the community dialogues/consultation sessions, the consultant will need to review the existing Peace and Order and Public Safety Plans (POPs) and other related plans of the LGU and provide technical support to further enhance or develop their POPs which mainstreams the climate-conflict nexus;
  • Draft a set of policy recommendations for policymakers and Local Chief Executives towards building community resilience that will prevent and respond to conflicts in the community;
  • In close cooperation with the project team, facilitate the workshop convening the relevant stakeholders to finalize all the drafted POPs of the target LGUs
  • Based on the outcome of the validation workshop, consolidate all inputs into a short policy paper reflecting the public order and safety strategy in BARMM;
  • Support the LGUs in the submission of their POPs to the MILG and presentation of consolidated results, and participate in any follow-up meetings to discuss how the project outputs could be utilized to mainstream the climate-conflict nexus; and
  • Support the drafting of a post-activity survey/ evaluation tools, in close coordination with the project team.

Tangible and Measurable Outputs of the Work Assignment

The Consultant is expected to accomplish the following within six months:

  • With guidance from the project team, support the conduct of a series of community dialogues on the impact of climate-related events on vulnerable populations and on resilience strategies applied by target populations in BARMM affected by (super) typhoons, flooding, drought, sea level rise, or other effects of climate change and its resultant conflicts arising from these phenomena and/or conflicts during a climatic event;
  • Draft and finalize POPs of the target communities of the project;
  • Convene stakeholders for a finalization workshop of the POPs and gather feedback on the policy recommendations and participate in further discussions with the Ministry of Interior and Local Government (MILG), Ministry of Public Order and Safety (MPOS) and/or other relevant actors to present consolidated results.

Realistic Delivery Dates and Details as to how the work must be delivered

These services shall be provided by the consultant, working on a hybrid modality (remote with visit to project sites) during a period of five (6) months, starting from 17 October 2022. Conduct of any face-to-face activities is understood to be subject to observance of applicable health protocols and to any movement restrictions that may be imposed by the Philippine government.

Deliverables are to be performed in accordance with the following indicative schedule:

First deliverable: Upon complete submission of Inception Report and Report on Community Dialogue (30%)

  • 17 to 30 October 2022 – desk research and meetings with the project team and the MILG and MPOS, preparatory coordination for community dialogues
  • 30 October 2022 – submission of guide questions and workplan for community dialogues
  • 20 to 30 October 2022 – preparations for community dialogues

Second deliverable: Submission of draft of POPs of all six target LGUs (40%)

  • 3 to 20 November 2022 – conduct of community dialogues and drafting of POPs
  • 10 December 2022 – submission of draft POPs
  • 10 December to 10 January 2023 – initial revision of drafts; preparations for finalization workshops
  • 15 January 2023 (week of) – conduct of finalization workshops

Third deliverable: Submission of Finalized POPs (30%)

  • 5 February 2023 – submission of POPs and consolidated report
  • 15 March 2023 – deadline for final revisions; end of contract

Institutional Arrangement

The Consultant may be required to attend online or in-person meetings with the IOM project team and/or stakeholders (such as MILG, MPOS or other relevant partners) on an ad hoc basis, to provide updates on deliverables and to ensure alignment with other project components. The Consultant may also need to project areas to conduct of some project activities.

Performance indicators for evaluation results

  • Quality and timeliness of the expected deliverables (value of services rendered in relation to their cost)
  • Effective adaptation of thematic resources and information into materials and key messaging that are relevant to the target audience
  • Application of a results-based approach to the consultancy – i.e. deliverables are aligned with project objectives and contribute concretely to the overall impact of the project
  • Efficient coordination with the project team and all necessary stakeholders
  • Strict adherence to ethical standards, including confidentiality and data protection

Required Qualifications and Experience

Education

  • Relevant educational background in the Public Safety, Peace and Conflict Studies, Public Administration, Law, or Community Development; or academic background in any field combined with relevant specialized experience

Experience

  • Strong background in public order and safety and planning with local governments
  • Ability to engage with a wide range of stakeholders, from grassroots level to national policymakers
  • Prior advocacy or research experience on peacebuilding and conflict transformation, disaster response, internal displacement, or migration is desirable
  • Experience/familiarity with policies and practices of intergovernmental organizations or international NGOs is preferred.

Skills

  • Excellent writing and organizational skills; proven capacities in community organizing, capacity-building, and stakeholder coordination

Languages

  • English and French are the working languages of the UN Secretariat. For this position, fluency in English and Filipino is required. Knowledge of another BARMM local language is desirable.

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.

IOM is an intergovernmental organization, and as such is exempted of all taxes in the Philippines. Therefore, it is not obligated to retain any taxes that should be owed to the Government of the Philippines as part of the execution of this contract. It is the sole responsibility of the contractor to comply with any fiscal obligations that might be applicable.

The ownership of intellectual products developed during this project will be shared with the government entities partaking in its creation, as well as IOM’s regional office. Government agencies and the cooperating agency must be warranted visibility and recognition, through the use of their logos in every document and any other material that might be a result of these intellectual production. Duty station for this post will be in IOM Sub-Office Cotabato. Selected candidate will work remotely and with travel to project areas.
