Position Title: Consultant – Oracle ERP Cloud Product Expert Implementation Support

Context:

Nature of the Consultancy

The BT team seeks to embed Oracle ERP Cloud product specialists into its process area streams as an integrated part of the IOM team. The goal is that experts experienced in both the business domain and the relevant Oracle ERP Cloud components will support their team during the realization process, ensuring that IOM is adopting Oracle Best Practice and implementing the solution in such a way that is durable and in IOM’s best long-term interests. The consultant will work closely with the BT process areas (Treasury and Bank Management), leadership, business process owners, and the selected solution implementor to validate proposed solutions and ensure a sound solution is being implemented.

Project Context and Scope

The IOM Business Transformation (BT) aims to completely modernize the business methods, processes and technology solutions of IOM’s Support functions, principally project management, finance, budget and accounting, fund raising, human resources, supply chain, contracts, risk management, and other general services. The BT will be based predominantly on the Oracle Fusion Cloud ERP set of solutions.

IOM currently uses Coupa Treasury Management (ex-BELLIN) for cash/investment management, cash forecasting, bank reconciliation, and bank communications, Straight Through Processing of Bulk payments; integrated with IOM’s current SAP ECC 6 ERP system. The envisioned current strategy is to maintain this division of labor between the future Oracle Cloud ERP and Coupa Treasury Management.

Organizational Department / Unit to which the Consultant is contributing

The consultant shall work within the Finance-to-Manage team of the Business Transformation unit, specifically focused on banking and treasury-related data and process areas.

Reporting

The consultant will work under the process area Stream Lead but will have frequent direct interactions with the BT Programme Leadership team and other team members as needed, especially the IOM Treasury unit.

Core Functions / Responsibilities:

Tasks to be performed under this contract

Within the Finance-to-Manage process area and focusing on the functions of Treasury, the consultant shall perform the below tasks:

General Tasks

1.Provide expert guidance and product information on the Oracle components within the process area’s scope.

2.Work continuously with the process area team to understand requirements and provide advice on the best ways to meet those requirements, with a focus on using Oracle delivered processes and minimizing customizations to the system, in alignment with and serving to validate solution implementor recommendations.

3.Participate in all realization activities with process area team members, for example and not limited to, conference room pilot sessions, process playback sessions, user acceptance testing, etc., as an active, value-added participant.

4.Support solution ideation through basic prototyping in sandbox environments, research, and other experimentation as needed to support the team’s understanding of solution options.

5.Support the team’s business analysts in their activities related to data migration, testing and training, as needed.

Additional Tasks for this Consultancy

6.Perform the tasks of the BT Treasury Specialist (during the absence of the incumbent staff member, expected through August 2022), coordinating requirements and task planning between the Treasury Division BPO/SMEs and the core BT team.

• Lead the realization of the new ERP-based solutions within the treasury process area for all relevant functions with a focus on the full set of treasury-related modules and cross-functional integrations within the ERP System.

• Act as treasury Focal Point for the BT Team with regards to reviewing IOM’s ERP-based treasury processes and procedures.

• Collaborate and work closely with treasury functional business process owners and experts in Headquarters (HQ), Manila and Panama Administrative Centres, to ensure that relevant processes are designed in accordance with the organization’s regulations, instructions, policies, procedures and practices and taking into consideration the relevant operational control systems from the IGF.

• Collaborate with relevant Departments and Units in the context of overall BT to harmonise cross-cutting processes and to ensure end-to-end process and data integration.

• Based on the in-depth knowledge you will acquire as part of the project, evaluate opportunities and capabilities offered by the new technology and/or the ERP platform and identify opportunities for improvement compared to existing treasury practices, while maintaining compliance with the legal and administrative framework.

• Working within the framework of the BT project and its system implementation partner(s), lead the realization of the end-to-end treasury solution from solution strategy through user acceptance, deployment, cutover, and stabilization.

Performance indicators for evaluation of results

• Development of strong working relationships with the process area team and other related BT team members and contractors.

• Overall increase in the process area team’s knowledge and mastery of the Oracle components directly serving and having integrations with the process area.

• Smooth decision-making throughout the project lifecycle due to the consultant’s provision of expertise and support of solution options exploration and analysis.

Required Qualifications and Experience:

Education, experience and/or skills required

• Master’s degree in Computer Science, Information Management, or degree related to Finance, Accounting, Economics or Business Administration with at least five years of related ERP implementation experience and at least two years of Oracle Cloud ERP experience; or

• University degree in the above fields, with at least seven years of related ERP implementation experience and at least two years of Oracle Cloud ERP experience.

Experience

• Oracle Cloud ERP demonstrated product expert experience (payables, cash management, payments, bank master data management); certification in relevant Oracle Cloud ERP modules a distinct advantage;

• Experience in mass payment processing, settlements and back office functions;

• Experience in working in ERP and Treasury platforms, specifically Oracle Cloud ERP and

(desirable) Coupa Treasury Management (Bellin TM5);

• Experience in designing the formatting of bank master data in an ERP context;

• Experience in working with bank data repositories, particularly, Accuity based data, an advantage.

Skills

• Detailed knowledge of XML payment files types and experience in applying these to connected and automated systems.

Languages

IOM’s official languages are English, French, and Spanish.

For this consultancy, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.
