CONSULTANT ON ANTISEMITISM IN EUROPE

Europe and Central Asia Division

The Europe and Central Asia (“ECA”) Division of Human Rights Watch is seeking a temporary consultant to carry out a scoping exercise on antisemitism in France, Germany and the United Kingdom and provide a short research publication on one aspect of antisemitism in one of the three countries, using a human rights framework. This project is part of a wider focus by Human Rights Watch on racism and discrimination in Europe. The consultancy term is estimated to be 100 to 120 days over a six-month period. The consultant should be based in a European Union country or the United Kingdom. The consultant’s direct contacts for the duration of the contract will be the Deputy Director, ECA Division based in London and the Researcher on Racism, ECA Division based in Berlin.

Terms of Reference:

1. Conduct an initial scoping exercise on the state of antisemitism in France, Germany and the UK using the framework of human rights law;

2. Conduct internal and external consultations and interviews with relevant actors—including civil society organisations and policy-makers—working on the issue in the three countries, as well as at regional and international level. The consultations may involve travel to the three countries and/or video interviews;

3. Provide a short internal report including the findings of the scoping exercise with recommendations for future work by Human Rights Watch;

4. Provide a draft of a short publication on a particular aspect of antisemitism in one of the three countries, using a human rights framework and on an issue where the state bears responsibility, directly or indirectly. The specific topic and type of publication will be finalized in collaboration with the Europe and Central Asia Division. The draft publication will include research findings, human rights analysis and recommendations and intended for publication by Human Rights Watch;

5. Provide an updated draft incorporating edits and feedback from Human Rights Watch; and

6. Provide advice on the development of advocacy and media strategy to launch the research.

Qualifications and Experience

The following qualifications and experience are likely to be necessary for the successful execution of the project:

1. Expertise on antisemitism and human rights in Europe, including in one or more of the focus countries (Germany, France, and the United Kingdom).

2. Experience of carrying out research for publication including the ability to interview people with sensitivity.

3. Excellent written and spoken English, German and French.

4. Understanding of European and international bodies engaged on antisemitism and racism.

5. Familiarity with international human rights law.

6. Experience of working on issues of wider racism and discrimination in Europe.

Other: The successful candidate should have the right to work as a consultant in a European Union country or the United Kingdom.
