The consultant will undertake the following tasks:

  • Support the implementation of anticipatory action pilots that leverage the use of disaster risk finance tools, especially insurance.
  • Provide technical advice and support to the implementation of anticipatory action pilots and the application of disaster risk finance tools.
  • Offer operational guidance to ensure effective and timely implementation of anticipatory action pilots and their use of disaster risk finance tools.
  • Input and help sustain technical and operational partnerships to support the roll out of anticipatory action pilots that make use of disaster risk finance tools.
  • Contribute to work planning as well as the monitoring and reporting of activities in support of donor reporting and effective fund management.
  • Develop and execute technical training materials that help build awareness and understanding of the application of anticipatory action and disaster risk finance, with a focus on insurance.
  • Input to the design of disaster risk finance solutions that help scale up anticipatory action and support their testing and refinement.
  • Contribute to monitoring, evaluation, and learning efforts that support the implementation and scale up of anticipatory action and disaster risk finance.
  • Participate in relevant policy and practice fora that help bolster efforts on anticipatory action and disaster risk finance.
  • Liaise and coordinate with relevant internal and external actors that contribute to the implementation and scale up of anticipatory action and disaster risk finance.
  • Conduct research to stay up to date on the recent developments in the field and shares relevant information and briefings with OCHA and partners.
  • Support advocacy and fundraising efforts to help scale up the application of anticipatory action making use of disaster risk finance.
  • Organize and plan for workshops and events that contribute to the application of anticipatory action making use of disaster risk finance.
  • Performs other duties as required.

The consultant will be expected to work for approximately six months, or approximately 132 working days (with possible 3-month extension).

Duties and responsibilities
The job opening is located in the Humanitarian Financing Strategy & Analysis Unit (HFSA) of the Humanitarian Financing and Resource Mobilization Division (HFRMD), Office for the Coordination of Humanitarian Affairs (OCHA) New York. The consultant will be working remotely (with possibility of travel) under the supervision of the Head of HFSA.
This consultancy will help drive forward OCHA’s Anticipatory Action (AA) work stream efforts by contributing to country pilots, with a focus on developing and testing risk finance solutions. The consultant, thus, is expected to contribute technically and operationally to the implementation, monitoring, and reporting of these pilots, including support to the learning agenda.

Qualifications/special skills

Academic Qualifications: An advanced university degree in political science, social science, public administration, international studies, economics, or a related field. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience: – A minimum of two years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area is required.

  • Experience in humanitarian financing, disaster risk finance, anticipatory action, and economic analysis is required.
  • Experience in the UN Common System or other comparable international organization is desirable.
    Language: Fluency in English is required. Fluency in another UN official language is desirable.
