  1. Background of Terre des Hommes Netherlands

Terre des Hommes Netherlands (TdH NL) is a development organisation dedicated to the protection of children from exploitation. TdH NL’s work on child exploitation and abuse covers The Worst Forms Child Labour; Child Trafficking and Migration; and Commercial Sexual Exploitation of Children. TdH NL strives to prevent child abuse and exploitation, remove children from exploitative situations and ensure that they can develop in a secure, healthy and supportive environment.

TdH NL is seeking an individual consultant on Monitoring, Evaluation, Research & Learning (MERL) to support the Acting Head of Region on a full time basis for a period of three (3) months, with a possibility of extension. The position is based in the Asia Regional Office in Phnom Penh, Cambodia. Candidates should have the legal right to work in Cambodia.

2. Consultancy Purpose and Use The consultant will support Monitoring, Evaluation, Research and Learning support to our teams in the Asia region working closely with the global PME Team and under the guidance of the Acting Head of Region, Asia.

3. Specific Objectives of the Consultancy

Result Area: Programs and projects have been developed and implemented based on learning and evidence, with quality and monitoring and evaluation incorporated into their design and delivery.

Key responsibilities:

  • Monitors the effectiveness and quality of the execution of programs/projects, ensuring timely adjustments where necessary.

  • Ensures the quality of research and evaluations across the region (assessments, baselines, mid-terms, end-lines, outcome harvesting), as per the TdH NL Evaluation Policy.

  • Collects and analyses data for reporting and learning purposes.

  • Contributes to quarterly project reviews and annual reports.

  • Provides concrete recommendations for research and learning improvements within the region and wider organisation.

  • Builds capacity of country teams and partners in close collaboration with the PME Team.

  • Supports country offices, local partners and major stakeholders in the strategic use of data and information to improve intervention planning and impact.

  • Provides technical input to fundraising and proposal development, including the development of logframes, ToCs and monitoring plans, ensures MERL activities are planned and budgeted in all interventions.

4. Time period and Geographical area:

The consultancy agreement is for a period of three (3) months w and is based in the TdH NL Asia Regional Office in Phnom Penh, Cambodia. Hybrid or flexible working arrangements will be considered.

5. Child Safeguarding Policy

The volunteer shall sign and abide by Terre des Hommes Netherlands (TdH-NL) Child Safeguarding Policy and its related procedures.

6. Output /Deliverables

  1. Research and evaluations are well planned and designed in line with TdH NL Evaluation Policy.
  2. Research and evaluation reports are reviewed and analysed and results/learning feed back into program development.

  3. Concrete recommendations on improvements to research and learning within the region are documented.

  4. Quarterly project reviews are coordinated and project monitoring information is up to date in the organisation database (PRIMAS).

  5. Project proposals include relevant qualitative and quantitative indicators, ToC and results frameworks are designed in line with TdH NL standards and best practice.

  6. Capacity building is developed and delivered to country teams and partners in line with identified priorities.

    A more detailed work plan shall be developed in consultation with the candidate and will reflect a realistic activity plan.

7. Intellectual Property

  1. All information pertaining to this project (documentary, audio, digital, cyber, project documents, etc) belonging to the client, which the consultant may come into contact with in the performance of their duties under this consultancy shall remain the property of TdH NL who shall maintain exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever form without written permission of TdH NL.**8. Ethics and Child Safeguarding Policy**The consultant shall sign and abide by the TdH NL Child Safeguarding Policy, Code of Conduct against corruption, bribery and fraud and its related procedures and will be required to disclose any prior convictions and undergo or present an up to date and valid criminal background check.

9. Payment Amount and Procedure

Payment shall be made monthly upon the submission of the monthly invoice and timesheet by the service provider at the end of every month. Withholding tax will be managed by the employer.

10. Profile of the Consultant:

  1. Relevant academic (university) qualifications (bachelor but preferably master level) with at least five (5) years’ experience in MERL.
  2. Extensive M&E experience to include qualitative and quantitative tools and methodologies, results-based monitoring, participatory evaluation design, data analysis and capacity building.

  3. Understanding of the field of Child Protection and preferably child exploitation.

  4. Clear thought leadership with strong analytical and problem solving skills.

  5. Excellent team player, with strong communication, interpersonal and networking skills.

  6. Experience with Outcome Harvesting methodology is desirable 11. Supervision/Management of the assignment

The consultant will be supervised by the TdH NL Acting Head of Region for Asia.
