Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The Global Compact for Safe, Orderly and Regular Migration was adopted at the Intergovernmental Conference to Adopt the Global Compact for Safe, Orderly and Regular Migration in Marrakech, Morocco, and subsequently endorsed by the General Assembly in its resolution 73/195 of December 2018. The Global Compact sets out a cooperative framework for achieving safe, orderly and regular migration, including 10 overarching guiding principles and 23 objectives with attendant actions and a process for its implementation, follow-up and review, as well as guidance for support from the United Nations system.

The Migration Multi-Partner Trust Fund has directed resources towards the Joint Programme “Bridging Recruitment to Reintegration in Migration Governance: Philippines (BRIDGE)”, which seeks to support the implementation of the GCM at the request of the Philippines. In particular, the Government has identified Objective 6 (Facilitate fair and ethical recruitment and safeguard conditions that ensure decent work) and Objective 21 (Cooperate in facilitating safe and dignified return and readmission as well as sustainable reintegration) as priority GCM objectives, both of which are connected to the UN’s Sustainable Development Goal (SDG) Target 10.7 (Facilitate orderly, safe, regular and responsible migration and mobility of people, including through the implementation of planned and well-managed migration policies) and Target 8.8 (Protect labour rights and promote safe and secure working environments for all workers, including migrant workers, in particular women migrants, and those in precarious employment). Both the GCM Objectives and SDG Targets reflect the strategies laid out for Overseas Filipinos in Chapter 21 of the updated Philippine Development Plan, and the mandate of the newly established Department of Migrant Workers.

Nature of Consultancy: IOM is seeking technical support for the UN Joint Programme “Bridging Recruitment to Reintegration in Migration Governance: Philippines” (BRIDGE) to support the Government of the Philippines in achieving Objectives 6 and 21 through the lens of the GCM Thematic Area 4: Facilitating regular migration, decent work and enhancing the positive development effects of human mobility. This will involve developing monitoring and evaluation (M&E) framework and tools, and training the Government as the end-users for the implementation of Objectives 6 and 21 through the respective National Action Plans (NAPs) earlier developed.

Outcome 3 of the BRIDGE programme is improved alignment of policy and practices to GCM objectives on fair and ethical recruitment and sustainable reintegration. BRIDGE seeks to accomplish this through the development of M&E framework and tools for the NAPs on Objectives 6 and 21. The consultant will draft a Theory of Change on the desired Outcomes and Outputs based on the NAPs and create its equivalent Results Matrix. Based on these outputs, the consultant will develop tools that will be used by the Government to monitor and evaluate the implementation of the NAPs, and train them accordingly on its use.

IOM Project to which the Consultancy is contributing: As part of this project, IOM is seeking a consultant to support the development of M&E framework and tools under the BRIDGE programme.

Core Functions / Responsibilities:

The overall objective of this assignment is to establish and adopt M&E framework and tools to provide key measures of progress on meeting GCM objectives 6 and 21, in addition to the related SDGs. The developed M&E framework and tools are intended to be used and owned by the Philippine Government. Thus, these outputs should be aligned to current and future strategies and developments including the Philippine Development Plan and the newly created Department of Migrant Workers.

The consultant shall work under the overall and direct supervision of the National Project Officer in the IOM Country Office.

Service to be provided

Seeking to improve alignment of policy and practices to GCM objectives on fair and ethical recruitment and sustainable reintegration, the consultant will be overall responsible for:

  • Establishment of monitoring and evaluation framework and related tools to measure progress on meeting the National Action Plans on GCM Objectives 6 and 21 and associated SDGs.

    • Review the National Action Plan for Fair and Ethical Recruitment and the National Action Plan for Sustainable, Gender-Responsive Return and Reintegration.
    • Review existing national and international monitoring and evaluation and/or indicator frameworks related to the PDP, GCM, and SDG to identify areas of relevance and complementarity.
    • Draft the monitoring and evaluation framework, including the Theory of Change (TOC) and Results Matrix, and related tools for the National Action Plan for GCM Objectives 6 and 21 and related SDGs following international standards as set by the UN Migration Network, for the use of Government counterparts.
    • Draft Terms of Reference (TOR) for Evaluation of the NAP by providing clear purpose, objective, scope, evaluation criteria, evaluation questions, evaluation approach and design, as well as expected timeline.
    • Facilitate multi-stakeholder validation meeting to confirm understanding and functionality targets of partners on the developed material.
    • Consolidate feedback of validation and finalize the framework and tools to be ready for use and adoption.
  • Develop and deliver a brief virtual training session on the finalized framework and tools to Government counterparts who will lead/coordinate the monitoring and evaluation functions of the NAP.

Note: At the onset of the service, the IOM project team will set an inception meeting to go over deliverables and approaches. Upon inception, IOM will set reporting requirements such as regular check-in calls and meetings.

Tangible and Measurable Outputs of the Work Assignment

Payment of the service fee will be made upon accepting the contract and accomplishing the deliverables, as follows. 20% of the lump sum service fee will be paid upon signing of the contract. Realistic Delivery Dates and Details as to how the work must be delivered

At the onset of the service, the project team will set an inception meeting with the selected consultant and to go over deliverables and measurable outcomes and/or inputs. Performance indicators for evaluation results

  • Satisfactory completion of tasks specified in the ToR based on supervisors’ performance evaluation
  • Planning, organization and timeliness for managing and delivering outputs
  • Quality of data and information collected and analyzed, quality of policy recommendations, action plan, and monitoring and evaluation framework and tools developed
  • Satisfactory organization of consultation and validation meetings, including training session on the developed framework and tools

Required Qualifications and Experience

Education

  • Master’s degree in Migration Studies, International Studies, Migration Governance, Social Sciences or any related field from an accredited academic institution, or
  • University degree in the above fields with minimum four years of relevant professional experience.

Experience

Relevant project/programme experience at the national and international level relevant to the scope of work listed above is preferred. Samples of previous work and publications may be requested in the selection process. Knowledge and familiarity with recruitment and reintegration policies and practices, as well as migration issues and international documents such as the GCM and SDGs, is a major advantage.

Languages

English and French are the working languages of the UN Secretariat. For this position, fluency in English is required. Knowledge of a second official UN language is desirable.

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.

IOM is an intergovernmental organization, and as such is exempted of all taxes in the Philippines. Therefore, it is not obligated to retain any taxes that should be owed to the Government of the Philippines as part of the execution of this contract. It is the sole responsibility of the contractor to comply with any fiscal obligations that might be applicable.

The ownership of intellectual products developed during this project will be shared with the government entities partaking in its creation, as well as IOM’s regional office. Government agencies and the cooperating agency must be warranted visibility and recognition, through the use of their logos in every document and any other material that might be a result of these intellectual production.
