We take a systems-based approach in our programming, with the aim of improving the lives and potential of vulnerable individuals and communities across Nepal.

Mercy Corps Nepal is looking to develop a Climate Change Action Plan to help strengthen our programming and ultimate scale the impact of our work to address the climate crisis, while ensuring our support Nepal’s climate change commitments. Ultimately this plan will help us, build from our current and historic programming, while looking ahead to future challenges and opportunities within the climate change sector.

This particular consultancy is a first step in this process and is focused on conducting a Capacity Review. It will be the first of possibly several consultancies to support our overall climate change action plan work. The ideal candidate would continue on to conduct additional aspects of this work, after the Capacity Review.

Purpose / Project Description:

The Climate Change Capacity Review will look across Mercy Corps Nepal’s current and recent past portfolio of programs, to tell the story of our work, while helping our team build a strong understanding of the foundation from which we will continue to contribute to climate change and low carbon development efforts in Nepal. The work will also consider how those capacities map with current priorities laid out by the Government of Nepal and other CoP26 commitments.

Consultant Objectives:

The consultant will develop a succinct capacity statement document, organized around key thematic areas, including energy access, (based on our work, Nepal’s priorities, priority donor strategies) plus a library of critical resources, and a summary presentation (for internal and external use) that is the result of having conducted a wide-reaching review of key documents, tools, research papers, evaluation documents and reports from across Mercy Corps Nepal Programming, as well as interviews of key MCN staff as needed.

Consultant Activities:

The Consultant will:

  • Review and be familiar with key elements of climate change and energy access programming generally, as well as Nepal climate change priorities (plans, policies) and COP26 commitments, as well as the most recent strategies of Mercy Corps Nepal’s’ primary donors.
  • Gather and review key program documents from Mercy Corps Nepal programming, current and over the past five years.
  • Interview and/or conduct focus groups with key current, and if needed, recent past Mercy Corps Nepal staff, to better understand the nature of our work and how it contributes to climate change and low carbon development programming
  • Draft a 6-8 page capacity statement document, organized by key themes – including energy access, which describes Mercy Corps Nepal’s overall country programming as it contributes to climate change work, especially highlighting our value add to the sector. The document should be external facing, to be used as necessary for business development positioning.
  • Draft an annex to capacity statement document, designed to be an internal document, which is a table of contents or annotated inventory list of key supporting documents, with hyperlinks, from MCN’s program portfolio documentation.
  • Draft a summary presentation highlighting Mercy Corps historical and current climate relevant programming and impact, partnerships and other capacities for use with external stakeholders, partners and donors.
  • Separately to the briefing document, provide any recommendations for follow up and next steps, which are not covered by the scope of this consultancy but would help forward the overall objectives of Mercy Corps Nepal.
  • Have regular check in meetings with key Mercy Corps staff to report on progress, make suggestions, ask questions and solicit support.

Consultant Deliverables:

The Consultant will:

  • Complete a 6-8 page externally facing capacity statement
  • Complete a Table of Contents/Annotated Bibliography Annex, hyperlinking key supporting MCN documentation
  • Complete a recommendation memo of follow-up items and next steps, as observed by the consultant during the course of his/her/their work.
  • Produce a brief power point presentation, highlighting Mercy Corps Nepal’s historical and current climate relevant programming, partnerships and other capacities for use with internal and external stakeholders, partners and donors.

Timeframe / Schedule:

Work is estimated at approximately 10-15 days LOE between mid- February and late-March, 2022.

The Consultant will report to:

Program Manager, Disaster Risk Reduction

The Consultant will work closely with:

Country Director; Director of Programs; MC Nepal DRR and Food Security staff. MC HQ climate change team as relevant.

Required Experience & Skills:

  • 5-8 years experience in the international climate change sector, including some experience working with, or collaborating with, INGOs, as well as an understanding of other key humanitarian and development actors in the climate change and energy field
  • At least 5 years of experience as a technical writer and researcher
  • Excellent English verbal and written communication skills, and the ability to present information logically and concisely
  • Ability to work under pressure and deliver quality products under tight deadlines and in sparse working environments
  • Ability to work as part of diverse teams and support planning processes
  • Strong organizational and presentation skills, attention to detail, and proficiency in Microsoft Office and other appropriate software
  • Experience of working in international development and the humanitarian sector
  • Preference given to candidates with prior experience and demonstrated understanding of development issues in Nepal
  • Previous experience of working on communications deliverables with the international development sector is desirable
