Consultant (Legal expert)

In the framework of the IOM Italy’s activities carried out within the AMIF 2021-2027 programme managed by the Italian Ministry of Interior, IOM Rome is implementing the following projects:

“MED.E.A. – Cultural Mediation and Support to the Police Immigration Offices” project, (PROG-236), is funded under the Asylum and Migration Fund (AMIF) programme 2021-2027 related to the provision of cultural mediators in support of Italian Law Enforcement and deployed within the Italian territory.

“RIVOLARE in RETE“ project – Ritorno Volontario Assistito attraverso la Rete Territoriale (PROG-86), is funded under the Asylum and Migration Fund (AMIF) programme 2021-2027 related to the assistance of 2500 third country nationals residing in Italy and willing to return to their countries of origin and to be reintegrated socio economically.

1. RESPONSIBILITIES AND ACCOUNTABILITIES

Nature of Consultancy

Legal review of the projects “MED.E.A. – Cultural Mediation and Support to the Police Immigration Offices” and the project “RIVOLARE in RETE” project – Ritorno Volontario Assistito attraverso la Rete Territoriale (PROG-86) funded under the Asylum and Migration Fund (AMIF) programme 2021-2027.

Category B Consultancy – Under the general supervision of the Director, Coordination Office for the Mediterranean and Chief of Mission in Italy and Malta and the direct supervision of the Programme Manager, the Consultant will be responsible for the evaluation and certification of compliance with IOM standard regulations and procedures for service and supply procurement processes undertaken by IOM Italy, as per AMIF 2021-2927 Eligibility and Reporting rules Manual.

In particular, the incumbent will be responsible for respecting the following reporting schedule:

1. MEDEA project reporting schedule:

• First interim report in Italian, by 20 April 2024
• Second interim report in Italian, by 20 August 2024
• Third interim report in Italian, by 20 December 2024

1. Rivolare in Rete reporting schedule:

• First interim report in Italian, by 30 April 2024
• Second interim report in Italian, by 31 August 2024
• Interim Annual report in Italian, by 10 October 2024

Performance indicators for the evaluation of results:

1. MEDEA project: production of a n. 3 certificate opinions to be attached to the IOM payment periodical requests every 4 months within the year 2024, starting from the month of April 2024.
2. RIVOLARE in RETE project: Production of a n. 3 certificate opinions to be attached to the IOM payment periodical requests within the year 2024, starting from the month of April 2024.

1. DESIRABLE QUALIFICATIONS AND EXPERIENCE

Education/ Professional experience and other requirements:

• Qualified lawyer registered as practitioner with a working experience of at least 5 years.
