Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the joint supervision of IOM Philippines Country Office’s Migration Management Unit and Emergency Post Crisis Units in Cotabato Sub-office, the technical consultant will conduct case study analysis on the labor market and alternative livelihoods covering the project areas.

Nature of Consultancy: The purpose of the consultancy is to provide technical assistance to the project, “Strengthening Resiliency Against Climate-Related Security Risks in Conflict-Prone Communities in Mindanao” through the conduct of Comprehensive Analysis on Labor Market and Alternative Livelihoods that will inform socioeconomic support including climate-resilient livelihood provision and capacity building to cooperatives and at-risks individuals covered by the project.

Background

The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), undergoing a delicate transition and peace process, continue to face high level of violence and security risks from conflict, clan feuds (rido), and violent extremism, which are often driven by disputes over limited land and natural resources. Meanwhile, the region experiences multiple natural hazards that range from slow to sudden onset disasters. Research has shown that climate emergencies can increase the security risks by exacerbating pre-existing socioeconomic and environmental vulnerabilities. They can cause depletion in resources, intensify tensions and inequality, and drive unwanted migration, all of which can potentially cause negative influence on conflict situations. Communities in BARMM, with high exposure to both security and climate risks, are vulnerable in this nexus due to chronic poverty, the weak and fragmented governance as well as low capacity to adapt and respond.

As BARMM experience environmental changes and recurrent disasters, communities lose livelihoods, experience increasing competition over limited resources, food insecurity and displacement. Previous events have often signified the linkages between climate impacts and increased security risks. The Marawi Siege in 2017, which occurred just few months after the flash floods, caused massive disruption to communities still recovering from a crisis, with reports of recruitment by violent extremist groups among the affected populations.

Through the project, “Strengthening Resiliency Against Climate-Related Security Risks in Conflict-Prone Communities in Mindanao” IOM aims to support the government in developing Local Climate Change and Adaptation Plans (LCCAP) and Peace and Order and Public Safety Plans (POPs) to ensure that climate change and conflict nexus are considered in the local governance and planning processes. In parallel to this support, IOM will be providing support to vulnerable individuals and three cooperatives in terms of capacity building and livelihood provisions informed by the case study analysis produced by the technical consultant.

IOM Project to which the Consultancy is contributing: As part of this project, the consultancy will be co-managed under the Emergency and Post Crisis Uni and Migration Management Unit.

Core Functions / Responsibilities:

Under the joint supervision of IOM’s MMU and EPC units, the technical consultant will conduct case study analysis on the labor market and alternative livelihoods covering the project areas:

  1. Shariff Aguak in Maguindanao province,
  2. Mamasapano in Maguindanao province,
  3. Marawi City in Lanao del Sur,
  4. Rajah Buayan in Maguindanao province,
  5. South Upi in Maguindanao province,
  6. Cotabato City

The technical consultant will include desk review of the available labor market studies at the regional level and conduct mapping of available livelihood activities and services at provincial/municipal/city levels and potential alternative conflict and climate change resilient livelihoods, including nearby regions of BARMM (Region 11 and Region 12).

Tangible and Measurable Outputs of the Work Assignment

Category B Consultant hired to deliver an output on a three-installment payment basis

  • First payment – 30% upon submission of workplan and tools
  • Second payment – 40% upon submission of Desk Review Report and conduct of data collection
  • Final payment – 30% upon submission and approval of Analysis Report on Labor Market and Alternative Livelihoods

Realistic Delivery Dates and Details as to how the work must be delivered

The consultant is expected to produce high-quality analysis report (qualitative and quantitative) on Labor Market and livelihood including identification of market gaps and opportunities for at risk population of project areas that will inform the livelihood interventions and capacity building support of the project.

First Deliverable: Submission of workplan and tools (First instalment of payment: 30%)

  • 17 to 19 October 2022- Submission of workplan for the data collection (incorporating field level activities) including tools for data collection and interviews/focused group discussions
  • 20 to 31 October 20222- Conduct desk research and review on the relevant primary and secondary data on the labor market and livelihood situation in BARMM (including regions 11 & 12) and in target municipalities/city.

Second Deliverable: Submission of Desk Review Report and conduct of data collection (Second instalment of payment: 40%)

  • 1 to 11 November 2022- Submission of Desk Review Report
  • 12 to 30 November 2022- Livelihood mapping and gathering of primary data/information from relevant key agencies, cooperatives, communities, and other stakeholders through field visits and interviews. The mapping shall include the potential alternative livelihoods, resources and available services programs that can help address livelihood challenges impacted by climate change and conflicts in the covered areas.

Final Deliverable: Submission and approval of Analysis Report on Labor Market and Alternative Livelihoods (Final Instalment of payment: 30%)

  • 1 to 15 December 2022- Presentation of preliminary findings (qualitative and quantitative) to IOM
  • 16 to 20 December 2022- Submission of final Analysis Report on Labor Market and Alternative Livelihoods incorporating IOM’s inputs and recommendations.
  • 21 to 31 December 2022- Exit meetings and handover of data sets including finalized tools to IOM.

Performance indicators for evaluation results

  • Quality and timeliness of the expected deliverables (value of services rendered in relation to their cost)
  • Effective adaptation of thematic resources and information into materials and key messaging that are relevant to the target audience
  • Application of a results-based approach to the consultancy – i.e., deliverables are aligned with project objectives and contribute concretely to the overall impact of the project
  • Efficient coordination with the IOM’s project teams and all necessary stakeholders
  • Strict adherence to ethical standards, including confidentiality and data protection

Required Qualifications and Experience

Education

  • Bachelor’s degree in Sociology, Peace and Development, Marketing or Business Development, and other related fields

Experience

  • Demonstrated expertise and experience (at least 3 years) in the conduct of Labor Market Analysis, Livelihood Mapping, and qualitative research and process documentation related to peacebuilding and socioeconomic development.
  • Proven ability to produce high-quality work while meeting tight deadlines
  • Good knowledge and familiarity with BARMM’s economic contexts.

Skills

  • Excellent technical writing and proofreading skills; proven capacities in community organizing, capacity-building, and stakeholder coordination

Languages

  • English and French are the working languages of the UN Secretariat. For this position, fluency in English and Filipino is required; knowledge of another BARMM local language is of advantage.

Travel required

Expected local travel within BARMM areas.

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.

IOM is an intergovernmental organization, and as such is exempted of all taxes in the Philippines. Therefore, it is not obligated to retain any taxes that should be owed to the Government of the Philippines as part of the execution of this contract. It is the sole responsibility of the contractor to comply with any fiscal obligations that might be applicable.

The ownership of intellectual products developed during this project will be shared with the government entities partaking in its creation, as well as IOM’s regional office. Government agencies and the cooperating agency must be warranted visibility and recognition, through the use of their logos in every document and any other material that might be a result of these intellectual production.
