A. Asian Disaster Preparedness Center

Asian Disaster Preparedness Center (ADPC) is an autonomous international organization with a vision to reduce disaster and climate risk impacts on communities and countries in Asia and the Pacific by working with governments, development partners, international organizations, NGOs, civil society, private sector, media, and other key stakeholders.

Established in 1986 as a technical capacity building center, ADPC has grown and diversified its expertise across social and physical sciences to support sustainable solutions for risk reduction across a broad range of specialist areas. With over 100 staff from 19 different nationalities and a wide range of professional expertise from atmospheric scientists to social scientists with experiences from all levels of engagement typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) in an effective manner. ADPC has six strategic themes supported by seven departments: ADPC Academy, Risk Governance, Climate Resilience, Urban Resilience, Health Risk Management, Preparedness for Response and Recovery, and Geospatial Information. These are supported by Finance, Human Resources and Administration, and Strategic Planning departments. In addition to the departments, ADPC also works on three cross-cutting themes: Gender and Diversity, Poverty and Livelihoods, and Regional and Transboundary Cooperation through permanent working committees.

ADPC Strategy 2020 guides the organization in providing comprehensive risk reduction support to countries and communities in Asia and the Pacific. ADPC recognizes the importance of examining the linkages between disaster risk management, poverty reduction, gender equality, sustainability, rights-based approaches, climate change, and regional cooperation.

B. Department Introduction

The Preparedness for Response and Recovery (PRR) Department of ADPC focuses on enhancing the preparedness, response management capacities of governments, response organizations, volunteers, non-governmental organizations, the private sector, communities, and other traditional and non-traditional actors of the Disaster Risk Management Ecosystem. It also strives to strengthen the capacity of institutions and at-risk communities for faster and more efficient disaster recovery. The department works with the above-stated actors to ensure that the regional, national, sub-national, and local disaster preparedness, response, and recovery frameworks and implementation plans are in place well before disaster strikes.

C. Purpose and Objectives:

The primary purpose of this assignment is to support the program team in process documentation and capturing the success of programs of APP, SIPERE, and PEER programs under the PRR department. The Consultant is expected to coordinate with the country program coordinators, integrated knowledge management specialist, and program leads to assist and develop web articles, technical case studies, programmatic booklets, video storyboards, and promotional material. They are also expected to provide editing, review, and feedback support for all communications products developed under the PRR department.

Responsibilities and Tasks:

Booklet Development

  • Conceptualize theme and design concept for booklet:
  • Coordinate with APP country communications teams to collect relevant information
  • Draft case studies and introduction with infographics

Brochure & Case Study Development

  • Conceptualize theme and concept for brochure and case studies
  • Provide editing support for any brochure and case study contents and design layouts
  • Develop the drafted technical case studies that highlight the impact APP

Video Development

  • Conceptualize theme for APP videos
  • Draft script for APP national coordination mechanism video, private sector engagement video, and APP tools video
  • Research sample videos as a reference and adapt concept according to ADPC guidelines
  • Develop storyboard and work with video consultant on production of final video contents
  • Editing and drafting APP and PEER videos
  • Coordinating with video developers for review of drafted videos

Website Development

  • Develop of APP landing pages for regional technical working groups, private sector engagement, and innovation
  • Coordinate with web developers to update and improve existing pages
  • Develop web versions of case studies to be put on the APP and ADPC web platform

Video Development

  • Draft and edit video scripts for APP and PEER Programs
  • Develop engaging concept and storyboard with visual references
  • Review drafted video contents and provide relevant feedback

Email Outreach

  • Support in editing and reviewing newsletter contents for APP
  • Developing campaign ideas for international humanitarian days for APP

Working Principles:

In performing the duties and responsibilities indicated above, the Consultant will be supervised by the Integrated Knowledge Management Specialist under the overall guidance of Technical Lead of the PRR Program Leads and the Director-PRR Department of ADPC. The Consultant will also closely work with other Project/Program Managers and Coordinators in the program countries of the PRR Department.

Qualifications:

  • Bachelor in Mass Communication, Journalism, or other related fields.
  • Creative ability to generate communications materials with the consideration of technical knowledge.
  • Effective writing and communication skills.
  • Effective editing skills in accordance to provided style guide.
  • Proven experience in working on technical case studies, programmatic booklets, video scripts, digital platforms, communication strategy, web article and developing content.

Duty Station: Home-based

Duration: 10 Months (6 June 2022 – 5 April 2023)

Itinerary: To be developed based on the approved work plan.
