Background

The Health and Migration Programme sits within the Office of the Deputy Director-General of the World Health Organization. The Programme brings together WHO technical Departments, Regional, and Country Offices, Governments, and Partners to promote the health of refugees and migrants and those associated with human mobility with the objectives to: In alignment with the Global Action Plan ‘Promoting the health of refugees and migrants’, to provide leadership and coordination, including within the UN Network on Migration, and support policy development on health and migration; lead high-level advocacy and dialog to promote related to health and migration within the “UHC leaving no one behind” goal and to raise political commitments and awareness; set norms and standards and promote a research agenda aimed at generating evidence- based information and indicators for measurement, monitoring and accountability; to support the development of technical guidance and tools; provide technical assistance and support Member States and partners in addressing public health challenges and its impacts associated with human mobility; and provide technical and operational support, including resource mobilization, across WHO three levels to undertake coherent and coordinated health and migration related actions.

Purpose of the consultancy

To support the implementation of the implementation of IA 2030 agenda in refugees and migrants including addressing demand, uptake and zero doses as well as data, surveillance and research related to immunization in refugee and migrant populations.

Objectives

The Health and Migration Programme (PHM) and brings together technical Departments, Regions, and Country Offices, Governments and Partners to promote the health of refugees and migrants and those associated with human mobility with the objectives – In alignment with the Global Action Plan on ‘*Promoting the health of refugees and migrants*’: to: (1) provide leadership and coordination, including within the UN Network on Migration, and support policy development on health and migration; (2) lead high-level advocacy and dialog to promote related to migration within the “UHC leaving no one behind” goal and to raise political commitments and awareness; (3) set norms and standards and promote a research agenda aimed at generating evidence- based information and indicators for measurement, monitoring and accountability; (4) to support the development of technical guidance and tools; (5) provide technical assistance and support Member States and partners in addressing public health challenges and its impacts associated with human mobility; and (6) provide technical and operational support, including resource mobilization, across WHO three levels to undertake coherent and coordinated health and migration related actions.

Organizational Context

The consultant will work under the supervision of the Country Support Lead in close collaboration with PHM team members and technical departments at HQ, regions and country offices in 10 focused countries.

Summary of Assigned Duties

Support the global efforts to reach to the 2030 Roadmap strategic objectives related to vaccine preventable diseases surveillance, diagnostics, treatment and outbreak control in refugees and migrants including support in focused countries.

Support Support integration of revised Gavi-Global Fund HSS indicators into WHO’s UHC Platform to track progress towards coverage and health goals and ensure that refugees and migrants are included.

Support the gathering, analysis and use of data on behavioural and social drivers of vaccination
Develop evidence-based guidance to aid planning to generate and sustain community demand for immunisation, particularly refugee and migrant population groups who are at risk.

Support the implementation research including reviews of immunization service system for refugees and migrants in 10 GAVI priority countries to identify gaps and synthesis information in order to offer policy options and strategy development.

Support the development of guidance to support countries to strengthen health information system and support the development of vaccine related data collection that is disaggregated by migratory status (including but not limited to the SDG indicator 3.b.1)

Support to establish vaccine-preventable disease surveillance to address vaccine coverage among refugees and migrants as a component of national public health surveillance system including vaccination cards or health records.

Work closely with relevant technical departments and donors to support the development of national technical health policies, strategies and guidelines and improve technical capacity for immunization campaigns for vaccine preventable outbreak prevention and control in refugees and migrants

Support the collection of good practices in programme implementation and dissemination of information for capacity building in immunizaiton in refugees and migrants

Support the operationalization of the Global Competency Standards, Knowledge Guide and Curriculum Guide for those providing health/vaccination services to refugees and migrants

Support focused countries that potentially receiving high number of refugees and migrants in the development of contingency plan to ensure preparation for, detection of, and rapid, high-quality response to vaccine preventable disease outbreaks

Support the health responses with set of tools, (e.g. country/thematic assessments) in particularly for populations that are left behind such as migrants in irregular situations in close collaboration with partners.

Perform other relevant duties as required.

Deliverables:

A monthly report and the products are required from the above responsibilities.

The duration of the consultancy will be 6 months with possible extension to one year or longer, starting as soon as possible.
