International Organization for Migration

Context:

The Global Action against Trafficking in Persons and the Smuggling of Migrants – Asia and the Middle East (GLO.ACT Asia and the Middle East) is a joint initiative by the European Union (EU) and the United Nations Office on Drugs and Crime (UNODC) being implemented in partnership with the International Organization for Migration (IOM).

The project supports the Government of Bangladesh and civil society organizations in targeted, innovative, and demand-driven interventions: sustaining effective strategy and policy development, legislative review and harmonization, capability development, and regional and trans-regional cooperation. IOM is leading the protection pillar of the project, which includes direct assistance to victims of human trafficking and migrant smuggling through the strengthening of identification, referral, and protection mechanisms. Under this project, IOM is working with the Government of Bangladesh and in coordination with civil society organizations to develop a National Referral Mechanism (NRM) for victims of trafficking and smuggled migrants for effective identification and referral to appropriate authorities/service providers.

Core Functions / Responsibilities:

The specific tasks of the assignment for the International Consultant are:

  • Submission of an inception report with a workplan and data collection tools after incorporating IOM’s feedback (Deadline – December 2022)
  • Stakeholder & gaps analysis report (Deadline– December 2022)
  • A draft NRM guideline and a flow chart (Deadline – January 2023)
  • A final NRM guideline and a flow chart, clearly outlining mandates, processes, actions, and responsibilities of each stakeholder. (Deadline– February 2023)
  • Attend and facilitate a session in the NRM guideline validation workshop (In February/March 2023)

Important considerations

  • All work must be completed in consultation with IOM project team.
  • All work and process should be in line with IOM’s data protection principles.
  • All documents should be written in line with IOM House Style Manual.
  • The team leader will be responsible for supervising and monitoring the performance of the team member.

Tangible and measurable outputs of the work assignment:

  1. International consultant (Team leader) to form a team with a national consultant who will be part of the assignment. Team leader will be responsible for supervising the team member to carry out the assignment in every step and monitor their performance.
  2. Develop a workplan/timeline for consultations, interviews, meetings and all other activities for developing the NRM guideline.
  3. Review relevant resources, handbooks, good practices, and other materials provided by IOM as a source for secondary information.
  4. Prepare data collection tools for assessing the gaps in the existing practices/process, capacities and needs of stakeholders.
  5. Carry out a stakeholder & gaps analysis through interviews, field visits, focus group discussions and review of policies and regulatory documents of the relevant ministry or any other methods required to gather information on the stakeholders involved in the process of identification, referral, and sustainable reintegration of victims of trafficking and vulnerable returnees.
    1. The stakeholder analysis should elaborate the roles and responsibilities of key actors and institutions when dealing with different categories of migrants (unaccompanied migrant child, victim of trafficking/exploitation and abuse, foreign victims of trafficking, vulnerable migrant returnees etc).
    2. The gaps analysis should identify existing issues in the process of coordination, identification, referral, follow-up, documentation, and sustainable reintegration of victims of trafficking and vulnerable returnees and suggest priority areas for improvement.
    3. Produce a well written and comprehensive stakeholders and gaps analysis with corresponding recommendations report based on the above process including conceptual diagrams to best illustrate the roles of the actors and institutions identified above.
  6. Based on the process above, develop one NRM guideline document with a flow chart- comprehensively outline the procedure of identification, referral, and reintegration service provision, monitoring, documentation, and follow-up. The procedure should clearly indicate responsible actor/institutions for each step of the whole NRM based on their mandate or service area in different case scenarios.
  7. Modify and revise the NRM guideline document and a flow chart based on feedback from IOM including editing the final version of the document in line with IOM’s Style Guide and Spelling List.
  8. Participate the validation workshop organized by IOM and facilitate discussions for finalization of the NRM

Timeline:

The total duration for this assignment will be for 4 months. (December 2022 – March 2023)

Deliverables:

Category B Consultant will be hired to deliver a report on a four-installment payment basis:

First deliverable – Submission of an inception report

Second deliverable – Finalization of stakeholder & gaps analysis report

Third deliverable – Finalization of NRM guideline

Final deliverable – Facilitation of a NRM guideline validation workshop

Required Qualifications and Experience:

Education

  • University degree preferably in law, social science, or other relevant field.

Experience

  • Previous experience on developing guidelines, manual and conducting research, preferably in the field of migration and human trafficking is preferred.
  • At least 10 years of relevant professional experience.
  • Experience of working in trafficking and migration issues would be an advantage.
  • Capacity to work independently and with minimal supervision.
  • Strong organizational and time management skills, and ability to multi-task and deliver under tight timelines.
  • Excellent analytical abilities.
  • Personal commitment, efficiency, and flexibility.
  • Prior experience with IOM or a relevant UN agency will be considered an advantage.

Languages

  • Fluency in English is required. Proficiency in Bangla is an advantage.

The appointment is subject to funding confirmation.

Appointment will be subject to certification that the candidate is medically fit for appointment or visa requirements and security clearances.

The consultant needs to submit a technical and financial proposal.

Each Submission Must Include the Following:

  1. Consultant Profile: CV of the expert including records on experience in similar assignments and name of the references.
  2. Technical Proposal: Technical Proposal with detailed methodology, tools, and work plan.
  3. Financial Proposal: Financial Proposal indicating the proposed number of the workdays for each task of the Consultancy and daily fee (in USD). Consultant will be responsible for any tax or VAT issues and need to submit the original bank challan copy at the time of final payment/settlement.
