Asian Disaster Preparedness Center (ADPC) is an autonomous international organization with a vision to reduce disaster and climate risk impacts on communities and countries in Asia and the Pacific by working with governments, development partners, international organizations, NGOs, civil society, private sector, media, and other key stakeholders.

Established in 1986 as a technical capacity building center, ADPC has grown and diversified its expertise across social and physical sciences to support sustainable solutions for risk reduction across a broad range of specialist areas. With over 100 staff from 19 different nationalities and a wide range of professional expertise from atmospheric scientists to social scientists with experiences from all levels of engagement typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) in an effective manner. ADPC has six strategic themes supported by seven departments: ADPC Academy, Risk Governance, Climate Resilience, Urban Resilience, Health Risk Management, Preparedness for Response and Recovery, Geospatial Information. These are supported by Finance, Human Resources and Administration, and Strategic Planning departments. In addition to the departments, ADPC also works on three cross-cutting themes: Gender and Diversity, Poverty and Livelihoods, and Regional and Transboundary Cooperation through permanent working committees.

ADPC Strategy 2020 guides the organization in providing comprehensive risk reduction support to countries and communities in Asia and the Pacific. B. Department Introduction

The Preparedness for Response and Recovery (PRR) Department of ADPC focuses on enhancing the preparedness, response management capacities of governments, response organizations, volunteers, non-governmental organizations, the private sector, communities, and other traditional and non-traditional actors of the Disaster Risk Management Ecosystem. It also strives to strengthen the capacity of institutions and at-risk communities for faster and efficient disaster recovery. The department works with the above-stated actors to ensure that the regional, national, sub-national, and local disaster preparedness, response, and recovery frameworks and implementation plans are in place well before disaster strikes.

C. Purpose and Objectives:

The primary purpose of this assignment is to provide communication support to the program team in the documentation of Strengthening Emergency Preparedness and Resilience in Bangladesh (SERB2) program, and Bangladesh Preparedness Partnership (BPP) administered by the Preparedness for Response and Recovery (PRR) Department. The consultant will be responsible for developing impact video of SERB documenting the achievements, process and impact of the project on beneficiaries for dissemination. The video documentation will cover two key aspects of the program- documentation of the SERB activities and the institutionalization of SERB in Bangladesh in the three priority program districts. The target audience for these video documentations will be the program stakeholder institutions, government and non-government agencies as well as donors and development partners.

This consultant position is open for Bangladeshi Nationals only.

Video documentation of SERB activities-

This video will document various field level activities of SERB and their impact. It will provide a short introduction on the SERB training package for hospitals- Hospital Preparedness for Emergencies (HOPE), Hospital Incident Command System (HICS), Hospital Disaster Safety Assessments (HDSA) and Hospital Emergency Response Plan (HERP) and Simulation Exercise; Capacity Building support and provision of Emergency Equipment to Urban Community Volunteers and different Fire Stations of FSCD, Bangladesh as well as process of planning, organizing and conducting the courses. The video will also demonstrate impact of these courses on various institutions and stakeholders involved in Bangladesh. The video will include video interviews of the course graduates highlighting how these training benefitted the participants in their personal and professional life. With short interviews from the instructors, this video will also highlight the methodology, planning and outcome of the training for preparing resilient health systems. Overall, this video should provide a vivid understanding of the SERB model is, how these courses are conducted, how they touched the lives of graduates, and how the courses have contributed in making hospitals resilient.

Video documentation of SERB Institutionalization

This video documentation will highlight the process of institutionalization of SERB in Bangladesh. It should include, what is institutionalization, how is it being activated in Bangladesh through nodal agencies (Bangladesh Fire Service & Civil Defence, National Institute of Preventive and Social Medicine or NIPSOM), 09 conditions of institutionalization with evidences, and how institutionalization contributes to creating a disaster resilient Bangladesh. The video will include 2-3 interviews of the focal persons from the nodal agency to explain how institutionalization is taking place in their institutional plans, budgets and training systems, including highlighting the process.

Working Principles: Under the overall guidance of the Director- PRR, the Video Production Consultant, will report to the Senior Project Manager, PRR with inputs and feedback from the Integrated Knowledge Management Specialist and Technical Lead for Emergency Preparedness.

Qualifications:

  • Academic degree from reputed University on Mass Communication or Film production or relevant higher degree will be added advantage
  • Professional qualifications in video production and/or demonstrable portfolio of similar work or assignments undertaken;
  • At least five years of experience in producing impact/learning and documentation videos, including animation;
  • Previous experience of such working with humanitarian NGOs or international development organizations in similar assignments;
  • Knowledge of ethical standards on video production.

Duty Station: Dhaka, Bangladesh (Home-based) with frequent visits to the program districts for capturing video footage and interviews

Duration: July – September 2022

Itinerary: Field visits to Cox’s Bazar, Rangamati, and Bandarban will be conducted to document the program activities following the below mentioned tentative schedule-
