Islamic Relief Sweden (IRSWE) is an independent humanitarian and development organisation. We work together with marginalised, vulnerable and poverty-affected people and communities to prevent and alleviate human suffering and to save and transform lives, in over 40 crisis-affected countries around the world. IRSWE was founded in 1992 and is part of the Islamic Relief family.

IRSWE is now searching for a consultant to conduct Third-Party Monitoring (TPM) for two projects implemented in Central and West Jebel Marra in Central Darfur state, Sudan. Both projects were funded by Sida (Swedish International Development Cooperation Agency) through IRSWE and have been implemented by Islamic Relief Sudan.

Scope of assignment

The primary objective of Third-Party Monitoring (TPM) is to gather impartial and unbiased firsthand information about the project’s advancement and effectiveness. This includes a comprehensive assessment of strengths, weaknesses, and challenges encountered, as well as the identification of lessons learned and best practices. The independence of the monitoring process ensures an objective evaluation, contributing to the overall improvement and success of the projects.

The TPM will be conducted by an independent consultant or consultancy firm within a specified monitoring period, ensuring comprehensive coverage across project locations (based on the current security situation and accessibility of the locations).

Requirements

The consultant(s) profile shall reflect the following competencies:

  • Demonstrated knowledge of humanitarian issues and a strong understanding of the social, political, and economic context in Darfur, Sudan.
  • Proven expertise and a track record in monitoring and evaluating humanitarian projects, including the design and implementation of effective monitoring and evaluation frameworks.
  • Ability to maintain independence from all involved parties, ensuring an unbiased assessment, and a commitment to neutrality and impartiality in evaluating project progress and outcomes.
  • Willingness and readiness to work in high-risk areas, with a demonstrated ability to access and operate within Central Darfur, Sudan despite the challenging conditions.
  • Minimum graduate qualifications OR work experience with International Non-Governmental Organizations (INGOs) or humanitarian agencies providing a solid foundation for understanding and contributing to humanitarian initiatives;
  • Strong knowledge of internationally recognized humanitarian standards, including Core Humanitarian Standards, Sphere Standards, and other sector-specific benchmarks, and the ability to integrate these standards into monitoring and evaluation processes effectively.
  • Familiarity with the workings of the United Nations (UN) and other relevant international bodies
  • Demonstrated ability to collaborate and engage effectively within the broader humanitarian community.
