This Consultancy Work is for the Conduct of Market Assessment and Procurement Planning for the Provision of Dairy Processing Machines in the Democratic People’s Republic of Korea (DPRK). The consultant will also provide World Vision (WV) with a foundational understanding of the supply-side market for technical and light-industry items that could feasibly support future operations inside the DPRK and reduce future planning and operational hurdles.

The main deliverables of the consultant are listed below:

The consultant will be engaged to assess and analyze the following tasks and deliverables.
A. Comprehensive supplier identification, market review, price benchmarking /market assessment, and supplier onboarding to work on procurement plan for Dairy processing facility – batch processing unit with a capacity of 5000 lit/day, to minimize costs & risk. Market assessment (for 2-3 suppliers) for at least 3 chosen countries, and assessment must include:

  1. Market/Industry trends across these locations
  2. Supplier Market Overview
  3. Cost Structure & Price Drivers
  4. Procurement insights based on market assessment
  5. Request for Proposal (RFP) considerations – issues to consider
  6. Price benchmarking
  7. Regulatory Landscape
  8. Request for Proposal (RFP) process & documents, and Supplier profiling
  9. Overall Sourcing strategy – scenario-based

2. Analyse and recommend 1-2 suitable logistic routes for transporting goods from the supplier location to the country program:

  1. General supply chain overview of identified options
  2. Gaps and challenges mapping on the supply chain & logistics
  3. General practices and Engagement models
  4. Contractual best practices and strategies moving forward
  5. Regulatory Landscape
  6. Overall Logistics strategy – scenario based

3. Provide an assessment of recommended best practices and lessons learned on the approach to supply-chain management for DPRK:

  1. Assessment of general recommended approach[es] to SCM for DPRK
  2. Consultation with key UN and HCT/NGO DPRK Partners to scope current SCM landscape understanding
  3. Identification of key lessons learned and best practices in current DPRK engagement
  4. Review of WV’s existing operational SCM guidelines
  5. List of SCM recommendations for WV for future operations

*Note the above should be undertaken within the context of a shifting landscape within DPRK as border restrictions into DPRK are anticipated to relax during the period of consultancy. It may be recommended that this aspect of the consultancy be extended l in agreement with the consultant, WV, and HELP Logistics, to maximize emerging learnings.
