THE ASSIGNMENT

Within its Enhancing the Institutional Capacity of Prosecutors of the Philippines project and as part of the Training Management Cycle series, IDLO delivered a distance learning course on Monitoring and Evaluation (M&E) with selected training specialists and Graft Investigation and Prosecution Officers (GIPO) of the Office of the Ombudsman (OMB).

Building on the above skills acquired, IDLO aims to deliver training to capacitate the National Integrity Center (NIC), the learning and capacity-building arm of the OMB, to support the institution in establishing its monitoring, evaluation and learning (MEL) system.

Reporting to the Philippine Country Manager and working closely with the Field Programme Coordinator for OMB, the consultant will be responsible for delivering the training, which will run for 3-4 months and will cover four phases:

  1. Institutional MEL Rapid Needs Assessment.
  2. Introduction to MEL: Training on How to Develop MEL systems.
  3. Development of MEL Tools and Systems.
  4. Development of a MEL System User Manual.

DELIVERABLE 1: Institutional MEL Rapid Needs Assessment

  1. Prior to the development of the training plans, the consultant will conduct a rapid assessment of the OMB’s current MEL process and existing tools and systems employed. This shall serve as baseline information that will describe the current MEL practice of the institution and will outline the steps needed to establish MEL tools and system/s in the institution. The assessment will also seek to identify capacity gaps within the institution and provide recommendations for ways forward.

DELIVERABLE 2: Introduction to MEL: Training on How to Develop a MEL System

  1. Following the administration of a training needs assessment, the consultant shall design and develop a basic training on how to develop a MEL system, directed at focal points and key stakeholders within the institution. This will be a distance learning course comprising asynchronous and synchronous components. The training shall consist of two modules:

a. The first module focuses on the introduction of MEL and will be delivered through a self-paced course and a live session.

b. The second module focuses on how to develop MEL tools and frameworks. This will be hands-on/advanced training with practical exercises building on the basic course.

  1. The consultant may focus on the following subject matters; however, the results of the rapid needs assessment shall also be considered.

o Purpose and Scope of Monitoring System

▪ Models, frameworks, and performance indicators

▪ Data collection and management tools

  1. Prior to training delivery, the consultant will complete the IDLO’s online course Bridging the Distance: How to Implement Effective Distance Learning Activities. The adult learning methodology from the course will be considered in the development of the training plan, as well as in the training delivery.

  2. The consultant will coordinate with IDLO for the finalisation of the training plan, including the content of the presentations and learning exercises to be used prior to the training delivery.

  3. The consultant will submit a detailed training plan for an online Blended Learning course (with synchronous and asynchronous components) including the presentations and exercises to be used. The training plan shall consist of the following:

▪ Course Description (Briefer)

▪ Course Objectives

▪ Module Objectives

▪ Module Content (with attached presentations)

▪ Program of Activities (indicating the timing of the delivery of each module)

▪ Learning Activities (with instructions)

▪ Pre- and Post-Knowledge Tests (with answer key and short explanation for the correct answer, if applicable)

  1. The consultant will follow the IDLO branding standards in drafting the presentations and the IDLO’s training quality standards for the drafting of the training plan and training delivery.

DELIVERABLE 3: Development of MEL Tools and Systems

  1. Following the training on how to develop a MEL system, the consultant shall conduct a series of coordination meetings to continue the development of MEL tools and system/s. The partner institution shall identify the members of the technical working group assigned for this activity.

  2. Based on the results of the coordination meetings, the consultant will develop MEL tools and system prototypes which are responsive to the needs of the partner institution.

  3. The consultant will conduct an orientation directed to those assigned to work on MEL to ensure that users of the tools and system are knowledgeable and skilled in utilising such.

DELIVERABLE 4: Development of a MEL System User Manual

The consultant shall develop a MEL User Manual to ensure the sustainability of the MEL system and will be circulated amongst focal points within the institution as a guidebook and reference for future planning and further enhancement of the MEL process. This shall include validation meeting/s with the institutional partner.

Post-Engagement Activities

  1. The consultant will prepare a final report including the finalised training plan, presentations, references, and related tools developed.

  2. The consultant will incorporate in the final report the feedback from the action planning workshop and provide recommendations if needed.

IDEAL CANDIDATE PROFILE

Education and Work Experience

  1. A degree in international development, statistics, planning, social sciences or relevant discipline.

  2. At least five (5) years of relevant professional experience with:

  3. Programme design, including logical frameworks and performance indicators;

  4. M&E methods and approaches (including quantitative, qualitative and participatory);

  5. Planning and implementation of M&E systems;

  6. Training in M&E development and implementation;

  7. Facilitating learning-oriented analysis sessions with M&E data with multiple stakeholders;

  8. Information analysis and report writing.

  9. Previous experience developing and conducting training using adult learning methodology or participatory approach, especially experience delivering interactive online, blended learning courses.

  10. Preferably with experience establishing the MEL system for government institutions.

  11. Experience working with the Philippines justice sector or similar institutions in the ASEAN region (preferable).

Language

  • Fluency in written and spoken English is required.

Specific Technical & Behavioral Competencies

  • Excellent written and verbal communication skills;
  • Proficiency in Microsoft Word, Excel and PowerPoint, and data visualisation tools;
  • Excellent interpersonal skills; ability to work constructively with stakeholders from government institutions;
  • Proven ability to develop and foster remote working relationships;
  • Proven ability to design and deliver online training/Blended Learning courses;
  • Proven ability to see through set tasks and deliver results;
  • Ability to work under pressure with tight deadlines, flexibility and an entrepreneurial spirit;
  • Self-motivated and dynamic with a willingness and ability to use initiative;
  • Keen sense of ethics, integrity, and commitment to IDLO’s mandate.

TERMS AND CONDITIONS

The Services will be performed remotely, supplemented by virtual meetings-calls with relevant stakeholders. For this consultancy, IDLO shall offer the selected candidate a Single Engagement Agreement. The selected candidate is expected to start as soon as possible.
