Background

AADK is embarking on a new four-year funding period within the Strategic Partnership Agreement (SPA II) with Danida.

The SPA II programme builds on 12 country-, one regional and three global programmes towards the same strategic priorities, supported by four capacity development units, unifying and amplifying the efforts of young people at local and national levels and connecting them to a global scale for transformational change. Capacity development of and with partners is and has historically been at the core of AADK’s approach through training, exchange, mentoring, institutional support, and scholarships. Over the last decade, AADK has focused these efforts on supporting young people’s mobilising, organising, advocacy, ActionAid Denmark Confidential Page 3 of 4 humanitarian leadership, crisis response and alliance-building, within formal and informal civil organisations and movements. The four capacity development units are: the People4Change Programme, the Global Platform Secretariat, the Arusha-based training centre ‘MS TCDC’ and the newly developed training programme for social movement leaders, ‘GOLD’ (Global Organising and Leadership Development).

In the SPAII agreement a central element and Danida requirement is shifting power to south-based AA organisations. This process is guided by a local leadership strategy and in general focus on transferring power by functions being localised to be delivered by AA partners instead of through HQ positions and budgets.

This also serves for the capacity development units and is a process that has been initiated to transfer the ownership and financial resources to AA partners. This also include the localisation of the People4change coordination that is currently held by AADK while implementation in countries has been localised over the past years. The coordination of the programme through 2 full-time positions (total) as well as an activity-budget of 600.000 DKK annually is still held by AADK and this consultancy aim to address and assess these functions and budgets in terms of localisation opportunities.

Overall purpose of the assignment

The overall purpose of the assignment is to develop and validate a localisation roadmap for the People4change support functions of the P4C unit in the SPA II including reflections on the risk and opportunities, potential implementing partners and operational set-up for either full or partly localisation of the P4C functions.

Scope of the assignment

The assignment will be focused on the P4C capacity development unit of AADK and its the functions/activities (eg. managing intro programs, networking, roaster maintenance etc.) in supporting partner programme implementation in SPA II. The consultant is therefore expected to map and identify the functions and explore among AADK staff and partners the opportunities for some of this to be handled by partners and how. This assessment of the activities, screening of potential partners including risk-assessments as well as development of suggested ActionAid Denmark Confidential Page 4 of 4 operational set-up in the localisation and clear steps for the process to be initiated.

Expected outputs

– A clear overview and conceptual understanding of the P4C unit support functions and support role with AA Partners (task, purpose, relevance and time allocation)

– An analysis and recommendations of the functions and potential for implementation by a local partner – including assessment of potential risks and mitigation measures

– Recommendation on 2-3 potential cooperation partners based on screening and analysis of relevant AA SPA partners and their potential in hosting P4C functions based on mutual interest, organisational capacity, P4C experience and risk-assessment.

– Suggested operational set-up explained in a clear TOR for the cooperation with implementing partners clarifying roles, responsibilities and objectives with the cooperation and mitigation measures of the cooperation

– Process-plan for next steps in the localisation process both short and long term with a clear vision and direction It is expected that the contractor will have frequent communication and virtual meetings with ActionAid Denmark staff, partners and other relevant keypersons in the partnership countries. The findings during the assignment will be presented to the International Cluster leadership of AADK for adjustments and input through the process, for the development of a final implementation plan to be in place by the end of the assignment.

Timeframe: The assignment is set to be 12 full working days and will start no later than 15th of August 2022 and end no later than on 10th of September 2022. A total number of working hours per week and an hourly rate including VAT will be agreed before entering the contract.
