Job Title: Consultant for participatory research on durable solutions

Duty Station of the consultancy: Homebased, with travel to Ukraine

Nature of the consultancy: The consultant will lead the review of secondary data, the development of the methodology and tools and the preparation of the final report. The consultant will work closely with the implementing partner contracted by IOM to conduct this research.

Context Project Context and Scope: The project objective is to undertake a research study to enrich the understanding of community perspectives on key durable solutions and displacement concepts, evaluate the experience of humanitarian assessments, and validate the assessment results with the affected communities. The consultant will be supporting this process with the implementing partner, ensuring a high quality and timely completion of the research.

The scope of the study is the overall work with the implementing partner which will be contracted by IOM to conduct the study, and to lead on the following aspects:

  1. Secondary Data Review: Identifying relevant sources and support them in analysing them and framing findings from the SDR.
  2. Methodology & tools: based on study objectives and SDR, lead on the development of the methodology and tools, including FGD and KI questionnaire, as well as targeting strategy, in coordination with the implementing partner to ensure feasibility and relevance to the context
  3. Data collection: help the implementing partner to prepare the training of the enumerators and accompanying them during data collection for direct feedback and support as relevant
  4. Analysis and reporting: prepare supporting documents for the analysis of the findings (tracking and highlighting of key findings), and lead on the drafting of the final report. If time allows, support in presentations of the findings to the relevant groups, in coordination with the implementing partner.

  1. Secondary Data Review is submitted on time and supports the development of the methodology and the tools
  2. Methodology and tools for FGDs and KI interviews
  3. Data Collection and Analysis: Comprehensive and well-organized data sets, including interview transcripts in English, and any other relevant data, in a suitable format for analysis.
  4. Analytical Report: A comprehensive report summarizing the study findings, conclusions, and actionable recommendations to be included in the Joint-Analytical Framework for Durable Solutions as well as broader recommendations on community engagement during data collection.
  5. Presentations: to be done in coordination with the implementing partner to the relevant coordination forums and local authorities, if timing allows.
  6. Perform such other duties as may be assigned.

These outputs will provide tangible evidence of the consultant’s efforts, ensuring the completion of the study and delivering actionable recommendations to enhance community-based understanding of Durable Solutions and recovery in Ukraine and how best to engage affected communities in the process.

Deliverables:
Performance indicators for the evaluation of results:

  1. Timely submission of deliverables according to the agreed-upon schedule.
  2. Quality and comprehensiveness of the analytical report, including clear findings, logical conclusions, and actionable recommendations.
  3. Demonstrated ability to analyse and interpret data accurately and effectively.
  4. Ability to understand existing strengths and capacities within implementing partner and effectively supporting them to meet agreed-upon deadlines with high-quality outputs.

Education, Experience and/or skills required

  • Master’s Degree in Social Science, Research, Development, Anthropology, or related field from an accredited academic institution and at least 5 years of relevant professional work experience

OR

  • Bachelor’s degree with 7 years of professional work experience.

Experience

  • Minimum of 5 years of relevant professional experience in, and other related areas.
  • Experience working with international organizations, preferably in the context of humanitarian or development will be considered highly advantageous.
  • Understanding and experience working in the sphere of Durable Solutions will be a strong advantage
  • Excellent writing and analytical skills are required.
  • Awareness of qualitative research methods.
  • Knowledge on the context of Ukraine is desirable.

Travel required

Yes, the consultancy shall be home-based and remote, with travel to Ukraine during the data collection phase (duration and destinations to be agreed upon at the start of the consultancy).
