Background

HelpAge receives core funds from Sida to deliver our strategic goals. The evaluation object is the implementation of HelpAge International’s Strategy 2030, specifically the four focus thematic areas; Healthy Ageing, Income Security, Inclusive Humanitarian Action and Society for All Ages. The evaluation will also provide support to assess initial progress towards HelpAge’s transition to partner-led programming, which is advancing as planned, building on past and current experience of delivering projects and programmes with partner organisations that create positive change for older people.

Purpose

The purpose of the evaluation is to assess and understand the progress HelpAge has made in implementing its Strategy 2030 to date. It will also inform HelpAge’s transition to partner-led programming, a component of the wider strategic shift towards locally-led development that is being undertaken by HelpAge, in line with our strategy. Furthermore, the evaluation will serve as an input to Sida when considering potential future phases of core support for HelpAge International.

Scope

  • The evaluation scope is limited to assessing progress made against HelpAge’s four focus areas: Income Security, Healthy Ageing, Inclusive Humanitarian Action and Society for all Ages and review HelpAge’s transition to partner-led programming between April 2020 – September 2022.
  • The evaluator must be available to travel to one or two countries (to be agreed with HelpAge in the inception phase)
  • The final scope of the evaluation will be discussed and agreed with the evaluator and further elaborated in the inception report.
  • The evaluation will engage HelpAge staff, partners, network members, government agencies, donors and local civil society as part of the approach.
  • The consultant will facilitate the identification of and discussions on potential options for locally-led development with HelpAge team, and their assessment against HelpAge’s criteria.

Methodology and process

HelpAge is seeking proposals from evaluators on how they will approach the assignment. There is some guidance in the full TOR to be reflected in submissions. The approach is to be finalised and agreed in the inception phase.

Timing and deadlines

The consultancy is hoped to start in September 2022 and expected to be completed by 30 November 2022.
