CALL FOR SHORT TERM ENGAGEMENT – Consultant for development of the NHSSS-SMED 6-year Strategic Plan (EpiC HIV Project)

FHI 360/Philippines (www.fhi360.org) is in search of candidates for Consultant position to join the USAID-funded EpiC HIV project in the Philippines. The position is based at the TB Innovations Office in Makati City.

PROJECT DESCRIPTION:

EpiC is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). The project provides strategic technical assistance (TA) and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, treatment programming and viral load (VL) suppression among key populations (KPs) and priority populations (PPs). In the Philippines, EpiC will work in the Greater Metro Manila Area (Metro Manila, CALABARZON, Central Luzon) to address critical gaps and bottlenecks in the HIV response by expanding HIV case finding in the community, upscaling of PrEP implementation, and strengthening treatment initiation, adherence, and retention support for people living with HIV (PLHIV). Further, EpiC Philippines aims to build the capacity of local, community-based KP organizations and work closely with the government of the Philippines to deliver HIV services tailored to the needs of KPs.

JOB SUMMARY:

As part of EpiC’s above site support to strengthening data systems and use of strategic information, the consultant shall follow-through the result of the Strategic Planning Workshop and develop the detailed 6-year strategic plan of the National HIV and STI Surveillance and Strategic Information Unit – Surveys and Monitoring Division of the DOH-Epidemiology Bureau. The consultant will ensure that the strategic directions of the unit are aligned with the core mandate of the bureau is able to fulfill its strategic undertakings in the implementation of the Universal Health Care Act (UHC). The consultant will provide support to the EpiC HIV Philippines team and DOH-EB for a total of 60 days.

KEY RESPONSIBILITIES:

· Participate and contribute in the NHSSS – SMED Strategic Planning Workshop.

· Review workshop results, documentation, and tools and validate with members of the NHSSS – SMED team and the facilitator

· Review related UHC documents and conduct a series of collaborative meetings with the DOH-EB for outlining of the strategic plan

· Conduct consultation meetings and review sessions with DOH-EB and partners to finalize strategic directions and indicators within the Strategic Plan

· Work closely with the DOH-EB members to develop the initial draft of the whole strategic plan.

· Presentation of the initial draft and content of the Strategic Plan to stakeholders and directors and gather inputs for finalization.

· Based on all comments and inputs, finalize the full Strategic Plan.

MINIMUM REQUIREMENTS:

· Strong knowledge on the mandates and functions under the UHC

· Technical knowledge on national health information systems, preferred.

· Technical knowledge on the status of HIV and other epidemics in the country

· Excellent technical report writing skills

· Can work with required timeline

· Proficiency in Microsoft Office software programs

· Ability to work independently with minimal supervision and work with others effectively.

· Excellent interpersonal communication skills and ability to work effectively with a variety of audiences and organizations.

· Excellent writing and verbal communication skills in both English and Filipino.

WORKING CONDITIONS AND TRAVEL REQUIREMENTS:

· Site-level support (field office work)

· Ability to travel domestically

EDUCATION/EXPERIENCE:

· Masters’ Degree in allied or public health, social sciences, statistics, or any related field

· At least 3 years’ experience in monitoring and evaluation activities.

· At least 1 year experience working in programs in context of UHC implementation with or for government health agencies in a multi-stakeholder environment in Philippines.
