Consultant for Asia-Pacific Region Strategic Planning

Habitat for Humanity International (HFHI) is an INGO, founded in 1976, devoted to building simple, decent, and affordable housing.

HFHI operates through a federated network of independent National Organizations and branches as well as partnerships in more than 70 countries around the world. HFHI hosts its international headquarters in Atlanta, Georgia, USA. HFHI has subdivided its global operation into three regions: Asia and the Pacific (supported from Manila); Europe, the Middle East and Africa (supported jointly from Bratislava and Nairobi); and Latin America and the Caribbean (supported from San Jose). In Asia and the Pacific, Habitat currently works in 17 countries. Amongst these, the hub operation model and shared services have been introduced or under establishment. For example, the Mekong Regional Hub (including Cambodia, Myanmar, Thailand and Vietnam) has been operational since July 2021.

Purpose of Consultancy With the recent introduction of the organization’s theory of change, program framework as well as the Hub operational model, the Asia and the Pacific area office (APAO) is required to revisit its strategy and operation in the region. The APAO is looking for consultant(s) to:

• Perform the housing ecosystem assessment in the Asia and Pacific region (i.e. situational analysis on the state of affordable housing in the Asia-Pacific region). Recommended countries include Bangladesh, Cambodia, Fiji, India, Indonesia, Nepal, Philippines.
• Assess the capacity and capability of the area office and its relevant network countries as well as the impact scale opportunities in the region.
• Facilitate the co-creation of a strategic framework for the Asia and Pacific region.

Scope of Work: The key deliverable of this consultancy will be:

• Inception: To design the overall approach and plan for the development of the strategic framework.
• Impact scaling report: Reviews secondary data and makes recommendations about the root causes that maintain the housing deficit in the region (sample of countries mentioned above), as well as the opportunities to scale impact
• Strategic planning workshops: Facilitates the strategic planning with the key stakeholders.
• Output writing: To provide specific recommendations and strategic framework.

Reporting and Review

• The consultant will report to the Asia and Pacific Area Vice President (AP-AVP). Under the AP-AVP’s leadership, the Senior Manager – Operations Excellence will be responsible for day-to-day coordination and oversight of the consultant’s activities and coordination of all communication between the consultant and HFHI.
• All deliverables will go through at least one round of review and revision between the consultant and the key stakeholders identified by the AP-AVP during the inception discussion of this engagement.

Timeline We anticipate this to be a 2–3-month engagement but we are willing to work with the consultant(s) on timing through the inception discussion (including reference to the recent program framework engagement results). This timeline is tentative and can be negotiated in line with what is achievable in the view of the applicant.

Selection Criteria This will include (but not limited to):

• Proven track-record of success with similar analyses and consultancy inputs
  • Experience in strategic planning development
  • Experience in facilitation of the participatory workshop on strategic planning
  • Expertise in the application of Theories of Change and strategic planning
  • Knowledge of Political, Economic, Social, Technological, Environmental, and Legal factors in the Asia and Pacific region
• Familiarity with affordable housing and its place within market systems, urbanization, the SDGs, the humanitarian-development nexus, and other relevant development trends
• Familiarity with HFHI’s strategy and operations
• Overall estimated cost for the engagement

• August 11 – Deadline of submission for proposals
• August 25 – Interviews with applicants
• September 8 – Anticipated announcement to successful applicants
