3. Nature of the consultancy: Film editing capacity for Transition and Recovery Unit.

4. Project Context and Scope:

IOM in South Sudan has a range of programming centred around three broad areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition and development. Humanitarian coordination and support includes leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and common transport services. Humanitarian response and resilience includes CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.

Under the overall direction of the IOM Chief of Mission in South Sudan, the direct supervision of Transition and Recovery Coordinator, and working closely with the Youth Engagement Specialist and TVET Director, the consultant will fulfill film editing tasks.

5. Organizational Department / Unit to which the Consultant is contributing: Under the direct supervision of Transition and Recovery Coordinator and working closely with the Youth Engagement Specialist and TVET Director, the consultant will fulfil film editing tasks and more broadly, support the production of advocacy films, promoting the innovative stabilization, resilience, and peacebuilding programmes of IOM South Sudan mission. As the outcome, the consultant will contribute to the visibility of IOM’s Transition and Recovery programming in South Sudan; will produce films to be used in conferences, talks, and festivals; for internal and external educational purposes; for any other purpose, audience and media where IOM’s work will need visibility and awareness.

6. Tangible and measurable outputs of the work assignment

23 minutes of film to be edited in total. Please see breakdown of deliverables below:

First Deliverable: Edit one film, totalling five minutes.

Second Deliverable: Edit one film, totalling five minutes.

Third Deliverable: Edit one teaser for Twitter, each teaser is one minute each.

Fourth Deliverable: Edit one film totalling five minutes.

Fifth Deliverable: Edit one teaser for Twitter, each teaser is one minute each.

Sixth Deliverable: Edit one film totalling five minutes.

Seventh Deliverable: Edit one teaser for Twitter, each teaser is one minute each.

7. Performance indicators for the evaluation of results

Film will be produced by IOM, editing instructions to be provide by IOM to the consultant. The outputs will be reviewed by the Youth Engagement Specialist and TVET Director and the Programme Coordinator, and any feedback will be provided directly to consultant.

8. Education, Experience and/or skills required

  • Technical degree in film editing and film producing
  • 7 years of professional experience in working with filmmakers and in film editing
  • Proven experience with advocacy and campaigning
  • Proven track record of web productions and TV productions
  • Proven track record in documentaries
  • Ability to work under pressure and meet deadlines
