General Functions:

The Office of Staff Security (OSS) is responsible for providing leadership on security policy management and operational support to enable effective implementation and delivery of IOM programmes and activities, while managing security risks at acceptable levels.

Under the overall supervision of the Chief of Mission, the direct supervision of Country Field Security Officer and in cooperation with the Head of Sub Office (HoSO) East South East and Mediterranean Region (ESEM) and Senior Programme Coordinators for Cross Border operations, the Field Security Officer will be responsible for providing expert support to enable the International Organization for Migration’s (IOM) activities Cross Border (North West Syria operations) with all aspects of security risk management and will be expected to implement appropriate safety and security management procedures that will effectively address issues that could and have impact on the security of IOM personnel, premises, assets, and operational activities including cross border operations for North West Syria.

Major Duties and Responsibilities:

  1. Collaborate, coordinate and strengthen networks with other international organizations, government security services and agencies working in the security management field, ensure appropriate lines of communications relating to all aspects of staff security and safety are established and well maintained.
  2. Attend UN Department of Safety and Security (UNDSS) Area Security Cell Meeting as well as Adhoc Security Cell for NWS to Implement the Security Risk Management Process for all IOM premises including Cross Border Operational areas. In coordination with Country Field Security Officer, provide recommendations to the HoSO and Senior Emergency Coordianor for Cross Border operations.
  3. Develop and maintain a close working relationship with UNDSS and a comprehensive working knowledge of the present IOM/UNDSS Memorandum of Understanding (MOU) related to various security protocols stipulated in this agreement. Attend SMT for NWS and Area Security Management Team (ASMT) meeting for ESEM, as directed by Country Field Secucity Officer.
  4. Conduct, as required, security assessments and evaluations in collaboration with OSS Operations Centre that will enable comprehensive threat/risk analyses, and further offer appropriate recommendations. Contribute to the design and implementation of IOM specific Security plans and Standard operating Proceures.
  5. Assist in the design and implementation of security strategies and Cross Border programme specific security procedures/standards and establish a concrete course of action for their implementation in respective programmes.
  6. Assist in the implementation of UNSMS and IOM security-related strategies, specific security Standard Operating Procedures (SOPs) and recommend a concrete course of action for their implementation (e.g. agency warden system, building access, communications protocol, fire plan, etc.).
  7. Assist in developing and regularly review all internal evacuation and emergency contingency plans and make recommendations as necessary (emergency evacuation, assembly/safe areas,mass casualty management and emergency communications), to develop appropriate plans for IOM offices in ESEM.
  8. Prepare periodic informative, assessment related and statistical reports, briefings, background summaries and statistical analysis as directed by Country Field Security Officer including assisting in the implementation of the Business Continuity Plan (BCP) during emergency situations and updating the BCP with security information for the area, as required.
  9. Ensure sufficient security measures for IOM Cross Border operations, in coordination with the IOM HOFO and Senior Emergency Coordinator for Cross Border Operations, taking into consideration UN Security Phase of the location and other potential risks.
  10. Assist in country office-specific training activities, seminars, briefings, and staff participation; assist in monitoring administrative, logistic and budgetary issues (if necessary). Ensure that security training is carried out professionally and within IOM and UNDSS training standards.
  11. Develop and provide safety/security briefings for IOM staff deployed to and travelling within the ESEM and NWS. Ensure regular updating of staff and coordinate travel security for area relating to IOM operations both ESEM and Cross Border operations.
  12. Perform such other duties as may be assigned.

Required Qualifications:

Education:

  • Master’s degree in Political or Social Sciences, Security Management, Risk, Crisis and Disaster Management, Business Administration, Law Enforcement or a related field from an accredited academic institution with five years of relevant professional experience;
  • University degree in the above fields with seven years of relevant professional experience.

Experience:

  • Equivalent studies in the National Armed or Security forces
  • Experience working in security management, military experience, law enforcement, Disaster Risk Management preferably at an international level;
  • Previous experience in UN/IOM COs, International Peacekeeping or Emergency Missions;
  • Experience in planning and execution of security agencies or organizations highly desirable;
  • Previous experience in dealing with law enforcement agencies is an advantage;
  • Proven ability to collaborate with senior military and government counterparts; and,
  • Demonstrated ability to manage a high degree of rational behavior and decision making at all times irrespective of the gravity of the security environment.

Languages:

  • Fluency in English and Arabic is required.
  • Working knowledge of Turkish is advantageous.

Other:

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.
