Consultancy – Development of Ending Violence against Women training and content

Terms of Reference

Organization Background

Established in 2002, BDF is a not-for-profit, non-governmental organization with the mission to provide access to essential education, health, and child protection services to disadvantaged children and families living in construction site camps. Through field projects and advocacy activities, BDF aims to improve access to services for the estimated 60,000 children connected to the construction sector in Thailand. BDF’s activities reach over 1,600 children and 10,000 workers in the construction industry per year.

Project Background

As part of the systemic impact program work, BDF has launched the Building Social Impact Initiative, a private sector engagement program to work jointly with construction and real estate companies to improve the living conditions and access to public services for workers and children living in construction site camps. Under this program, BDF has developed a Framework for Action, a set of 12 practical recommendations for companies to undertake in their construction site camps and a Toolkit for conducting self-assessments and developing action plans. To support companies in this endeavor, BDF provides a comprehensive training program for company staff, both operational and management, to build both their understanding and capacity in relation to child rights, mapping and connecting with public service providers, conducting self-assessments for the camps and developing action plans.

Consultancy Objective

The construction sector in Thailand is driven primarily by migrant labour, migrant workers arrive in Thailand often as couples or families, or start families during their time in Thailand. Within the construction site camps where migrant families reside, violence against women (VAW), specifically, domestic and intimate partner violence (DV/IPV) and harassment is common and exacerbates the precarity which migrant women workers face, especially those without documentation, while also having a negative impact on their children, and in many cases causing family separation, which is further complicated by migrant workers’ dependency on their employer for accommodation.

Therefore, as part of the training program for company staff, violence against women training is a crucial module for camp staff to recognise the signs of violence against women, DV/IPV and harassment, sensitize the community on issues related to VAW and crucially, respond in a rights-based and sensitive manner. Towards this objective, BDF is hiring a consultant to develop a Trainer of Trainers guide for BDF program staff to use in their training with companies, a Trainer’s Book for company staff to refer to and utilize internally, as well as content for the respective for each of the guides.

Scope of Work

The consultant will conduct an initial review of the existing training content that BDF has previously developed. Facilitate a half-day workshop with the BDF program team, during which the program team will share experiences of training company staff and the consultant will share feedback on the content and both parties will agree on the specific objectives and scope of the training for company staff. Following the workshop, the consultant will develop a Trainer of Trainers guide, a Trainer’s Book and content outline for sessions with company staff.

Trainer of Trainers Guide

The Trainer of Trainers guide will be used by BDF staff to train camp management and human resources staff of construction companies on the topic of violence against women, specifically DV/IPV and harassment, the rights of victims, and how to implement a rights-based referral mechanism to public services, or non-governmental services if necessary. The training sessions with companies are envisioned to take place over two sessions, each 3 hours long, with possibilities for refresher training.

Camp Management Handbook

The Camp Management Handbook will be used by camp management staff to deliver light awareness raising sessions within the camp to community members on developing a basic understanding of violence against women, DV/IPV and harassment, the rights of victims and the different types of support available. The Trainer’s Book should provide a guideline for staff to conduct participatory activities such as developing “House Rules” for community members on acceptable and unacceptable behaviour in the construction site camps in relation to violence against women. The consultant will also work with BDF’s communications team to design a set of visual communication materials for raising awareness on DP/IPV and referral mechanisms which will be posted in the communal space of construction site camps.

Deliverables and timeline

  1. Facilitate a half-day workshop with BDF staff, sharing feedback on existing BDF content, which the consultant will review beforehand, related to VAW, DV/IPV and harassment and agreeing on objectives and scope of training for company staff.
  2. Develop a Trainer of Trainers guide (15 pages) to be used for BDF to deliver training sessions autonomously with company staff. The guide should be written in English and include the following;

    4. Methodology and activities
  3. Develop a Camp Management Handbook (5-6 pages) for use by the company staff with community members. The Trainer’s Book should be written in English and include the following;

    4. Content Overview
    5. Methodology and activities
    6. Attachment – Visual materials, House Rules template

BDF Support

BDF staff will provide relevant technical documents, including existing training manuals and content regarding ending violence against women. BDF will also provide the venue for the half-day workshop.

Timeline

The consultancy shall begin in late June. All deliverables should be completed before the end of July 2022. The workshop should ideally be scheduled between the 4th and 7th of July.

Qualifications and Competencies

  • University degree in a relevant field such as sociology, gender studies, psychology or social work, postgraduate degree preferred
  • Ability to write and speak fluently in Thai and English
  • Experience in designing and delivering training courses to a diverse audience is required
  • Experience in capacity building of private sector entities is preferred
  • Knowledge and experience on issues related to violence against women and girls is required
  • Excellent interpersonal skills and ability to work in a diverse and multicultural team
  • Flexibility and ability to meet deadlines

Evaluation Criteria

The prospective consultant’s proposal will be evaluated on the quality of the technical proposal, the consultant’s experience on the subject matter and designing and delivering training as well as the cost effectiveness of the proposal. The financial offer shall not exceed USD$3,750 – all taxes included.
