Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Project Context and Scope

The International Organization for Migration (IOM) is recruiting a consultant to support the ongoing work of the Transition and Recovery Division (TRD) within the Department of Peace and Development Coordination (DPDC) in livelihoods and economic recovery.

TRD undertakes global policy and global strategy development, promotes local and international partnerships, and provides technical support to support Regional Office and IOM Country Missions. The support entails globalizing different successful initiatives at IOM country offices and scaling and pitching these initiatives to IOM missions globally.

The Enterprise Development Fund (EDF) is an innovative livelihoods approach to contribute to economic recovery and private sector revitalization through tailored financial support to Small and Medium Enterprises (SMEs). The EDF aims at increasing the productivity and capacity of targeted SMEs to eventually create sustainable and long-term jobs. Read more about the EDF at (https://edf.iom.int). The EDF was established in Iraq in 2018 and since then has provided financing to more than 1,000 SMEs.

Since the creation of the EDF IOM Iraq has invested a great deal of efforts in the program and have so far created over thirty SOPs, Guidelines, and info documents. This technical document has enabled the mission to expand within the country and to other IOM missions, including Turkey, Lebanon, Jordan, and Pakistan.

The objective of this consultancy is review and refine the Tools and SOPs developed in Iraq and shape it into a program manual to be distributed to other IOM Missions.

Organizational Department / Unit to which the Consultant is contributing:

The Consultant will work under the overall supervision of the Head of the TRD (a.i) located at IOM Headquarters in Geneva and under the direct supervision of the Recovery and Resilience Unit Lead (IOM TRD HQ) and the Senior Programme Coordinator (Livelihoods), located in Baghdad.

Under the direct supervision of the Programme Advisor (Stabilization), TRD, the consultant will also be working very closely with key technical staff in Iraq missions and ensure technical inputs are coordinated and maintained.

Core Functions / Responsibilities:

Tasks to be performed under this contract

  1. Conduct a literature review for the Enterprise Development Fund (EDF) documents and methodology, including the identification of global frameworks to which the EDF contributes to, and an analysis of ongoing Private Sector Work being undertaken by other IOM missions.

  2. Conduct a thorough review of existing EDF guidelines and documentation. This will involve a review of project documents, Standard Operating Procedures, Tools, and other documents, identifying sections or documents that require revision and assisting in the finalization of outstanding SOPs.

  3. Develop a detailed workplan that entails the completion of work within period of the consultancy.

  4. Design a template and a layout for the manual using unified text, design, headers, tips, and sections and, as necessary, apply the unified layout to annexes and associated documents that make up the eventual global Manual.

  5. Draft a global Manual on the EDF in coordination with EDF technical teams based in Iraq, ensuring appropriate and clear language is used throughout, and that concepts are transferrable, actionable, and scalable.

  6. Proof-read the manual and ensure its readiness to be published on the TRD global website, either as a standalone document or in sections.

  7. Create separate documents and SOPs that could be shared/used by missions derived from the developed manual.

  8. Assist in the dissemination and training/presentation of the manual to IOM missions and focal points, including CBI, TRD, LHD, and other enterprise development focal points within the organization.

Realistic Delivery Dates and Details as to how the work must be delivered

• End Month 1 – Output 1: Production of final Literature Review.

• End Month 1 – Output 2: Provide written summary of all EDF guidelines and documentation, listing which SOPs were finalized.

• End Month 1 – Output 3: Submit final Workplan covering all tasks.

• End Month 2 – Output 4: Develop, submit, and receive approval on template (layout, format, and structure) for EDF Manual.

• End Month 3 – Output 5: Produce, submit and receive approval on final version of EDF Manual (points 5-8 in ToR).

Required Qualifications and Experience:

Education, experience and/or skills required

• Master’s degree in Development, Crisis Response, International Relations, Peacebuilding, or other thematic areas related to transition and recovery with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Relevant experience in document writing;

• Fluent in basic Microsoft office functions and some experience in professional typesetting for layout and formatting purposes.

Skills

• Strong research abilities with familiarity of livelihoods and economic development literature and research;

• Capable writer with proven ability to distill large amounts of information into easy to read, consumable content;

• Proven ability to manage projects independently, set and meet deadlines, and work with team members throughout project cycle.

Languages

IOM’s official languages are English, French, and Spanish.

For this consultancy, fluency in English is required (oral and written).

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

The consultant must adhere to the International Organization for Migration (IOM) Data

Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.
