Organizational Context

The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with 192 member National Societies. The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

Background

IFRC, in close partnership with National Red Cross Societies in the EU and through National Societies in the countries of humanitarian action, has engaged into a Pilot Programmatic Partnership (PPP) with DG ECHO aiming to provide effective and adapted local response to communities in need, while increasing the reach, quality and impact of the unique network of local actors constituted by IFRC’s network of National Societies. The Action will drive strategic leadership, be a catalyst for driving change and demonstrate IFRC network’s interoperability while contributing to DG ECHO’s objectives as well as IFRC’s Strategy 2030 and Agenda for Renewal.

The PPP was designed in two phases – the inception phase with a duration of six months and a roll out phase of three years, which builds on the achievements and lessons learned from the inception phase.

To holistically address increasing humanitarian needs, the Action was designed to support a multi-hazard, multi-sectoral and integrated systems approach focusing on disaster risk management and epidemic and pandemic preparedness and response, as well as to focus on humanitarian assistance and protection of people on the move, focalizing on their specific vulnerabilities. To enhance the Action’s quality, impact and cost-efficiency and to ensure a people-centred approach, there will be an acute focus on seamlessly integrating cash and voucher assistance as a key modality for humanitarian assistance and integrating risk communication, community engagement and accountability to ensure that communities are active partners at all stages of the programming cycle.

The Action was designed to harness innovative approaches and scale-up anticipatory action thus ensuring faster, more dignified approach to humanitarian interventions by predicting the onset and trajectory of crises and protecting affected communities with tailored and contextual support, as well as climate and environmental considerations. The scale-up of digitalization will contribute to innovative approaches and bridge the digital divide. It also builds on the IFRC network’s extensive expertise derived from its specialized reference centres/hubs and further reinforce its role as knowledge broker.

Job Purpose

The objective of this consultancy is to support the IFRC and its partner National Societies to develop a standard knowledge, attitudes, and practices (KAP) survey for National Societies to adapt and use with their communities in up to 25 countries part of the ECHO PPP.

Evidence generation is an important focus across the PPP in support of its theory of change and integrated systems approach.

The PPP KAP Consultant will work closely with sector leads and key regional/country IFRC and National Society colleagues to review standard KAP questionnaires covering various sectors including disaster risk management and epidemic and pandemic preparedness and response, risk communication, and community engagement and accountability, and come up with a minimum set of standard questions and interview guides to include and adapt in each context.

The resulting standard questionnaire and interview guides will support the IFRC and member National Societies in building an evidence base to measure impact of key interventions in each context.

Job Duties and Responsibilities

  1. Desktop review of PPP documentation as well as key sectors and programmes part of the PPP
  2. Lead a consultation process with various stakeholders including IFRC Secretariat sector leads and key regional and country IFRC and National Society colleagues.
  3. Establish a long list of frequently used and relevant indicators/questions for the selected programme sectors
  4. Propose a minimum set of questions and guidance for use in a standard questionnaire across all PPP engaged countries to enable the gathering of evidence and impact measurement.
  5. Develop the questionnaire in an xls format deployable on mobile data collection platforms such as Kobotoolbox or ODK.
  6. Actively work towards the achievement of the Federation Secretariat’s goals.
  7. Abide by and work in accordance with the Red Cross and Red Crescent principles.
  8. Perform any other work related duties and responsibilities that may be assigned by the line manager.

Experience

Required

  • Minimum of 5 years experience in survey design, monitoring, and evaluation methodologies.
  • Experience in conducting similar consultancies, with demonstrable evidence of producing high quality results.
  • Prior experience with Red Cross and Red Crescent National Societies, IFRC and/or ICRC.

Preferred

  • Experience designing community-level baseline/endline surveys with field data collection using mobile phone platforms and participatory data collection methods.

Knowledge, Skills and Languages

Required

  • Fluent spoken and written English.
  • Highly skilled in quantitative and qualitative survey methods.
  • Excellent communication and interpersonal skills with the ability to represent the scope of the consultancy and to negotiate people’s opinions.
  • Strong analytical and problem-solving skills with independent decision-making capacity.

Preferred

  • Good command of another IFRC official language (Spanish or Arabic).
  • Knowledge of the Community-Based Health and First Aid and/or Community Engagement and Accountability assessment questionnaires and tools is an advantage.
