Organizational Context and Scope:

The Consultant’s primary responsibility is to contribute to the Global IOM Cash-Based Initiatives (CBI) Unit’s efforts to systematize the delivery of cash and voucher assistance throughout the organization. Specifically, the consultant will focus on drafting the IOM CBI Strategy 2022-2025 and the accompanying Capacity-Building Action Plan.

Organizational Department / Unit to which the Consultant is contributing:

The CBI Consultant will work under the overall supervision of the Deputy Director General for Operations and the direct supervision of the Senior CBI Officer. The selected candidate will be home-based but may be requested to undertake duty travel if required by the supervisor.

Responsibilities and Accountabilities:

  1. Prepare and submit a detailed workplan- Based on the details outlined in this TOR and additional information to be provided by the IOM CBI Unit, the consultant will provide a detailed workplan that will be discussed and finalized with the Senior CBI Officer.
  2. Interview and coordinate with key IOM stakeholders – To better understand the goal and strategic objectives for CBI in IOM in the coming years, the consultant will carry out interviews with key IOM staff members from different units, departments and divisions at the HQ, regional and country levels in coordination with the Senior CBI Officer.
  3. Conduct literature and desk review – The consultant will collect and carry out a well-structured review of internal and external documents prepared by IOM and other agencies implementing CBI with a focus on strategy.
  4. Support in the consolidation of the strategic objectives – The consultant will support the consolidation of the strategic objectives in coordination with relevant colleagues and by participating in relevant workshops (remotely or in-person) on the strategy together with the CBI Steering Committee.
  5. Draft the IOM CBI Strategy and Capacity-Building Action Plan – Based on the strategic objectives agreed by the CBI Steering Committee, research conducted and interviews with relevant stakeholders, the consultant, in coordination with the CBI Unit, will draft the CBI Strategy 2021-2025 and the accompanying Capacity-Building Action Plan.
  6. Organize a webinar presenting the CBI Strategy and Capacity-Building Action Plan – In coordination with the CBI Unit, the consultant will organize a webinar presenting the IOM CBI Strategy 2021-2025 and the accompanying Capacity-Building Action Plan to IOM staff members worldwide.

Required Qualifications and Experience:

Education

  • Master’s degree in Economics, Finance, Banking, Fintech, Social Sciences, Political Science, or a related field from an accredited academic institution with seven (7) years of relevant professional experience; or
  • University degree in the above fields with nine (9) years of relevant professional experience.

Experience

  • Proven working experience in the field with international experience in programming and conducting research on CBI;
  • Excellent knowledge of CBI across humanitarian, development and peace operations, including migration contexts;
  • Knowledge and understanding of key developments and actors within different contexts, including on Social Protection;
  • Experience in preparing strategic documents, preferably on CBI ore related topics;
  • Experience in linking CBI and Social protection
  • Working experience in drafting project proposals and reports;
  • Demonstrated experience in capacity-building activities;
  • Proven working experience in strategy development; and
  • Working experience with international organizations and knowledge of the United Nations.

Languages:

For this position, fluency in English is required (oral and written). Working knowledge of French or Spanish is an advantage.
