Purpose and Objectives:

Background:

Asian Disaster Preparedness Center (ADPC) is an autonomous international organization with a vision to reduce disaster and climate risk impacts on communities and countries in Asia and the Pacific by working with governments, development partners, international organizations, NGOs, civil society, private sector, media, and other key stakeholders. Established in 1986 as a technical capacity building center, ADPC has grown and diversified its expertise across social and physical sciences to support sustainable solutions for risk reduction across a broad range of specialist areas. With over 100 staff from 19 different nationalities and a wide range of professional expertise from atmospheric scientists to social scientists with experiences from all levels of engagement typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) in an effective manner. ADPC has six strategic themes supported by seven departments: ADPC Academy, Risk Governance, Climate Resilience, Urban Resilience, Health Risk Management, Preparedness for Response and Recovery, Geospatial Information. These are supported by Finance, Human Resources and Administration, and Strategic Planning departments. In addition to the departments, ADPC also works on three cross-cutting themes: Gender and Diversity, Poverty and Livelihoods, and Regional and Transboundary Cooperation through permanent working committees.

Department Introduction

The Preparedness for Response and Recovery (PRR) Department of ADPC focuses on enhancing the preparedness, response management capacities of governments, response organizations, volunteers, non-governmental organizations, the private sector, communities, and other traditional and non-traditional actors of the Disaster Risk Management Ecosystem. It also strives to strengthen the capacity of institutions and at-risk communities for faster and efficient disaster recovery. The department works with the above-stated actors to ensure that the regional, national, sub-national, and local disaster preparedness, response, and recovery frameworks and implementation plans are in place well before disaster strikes.

Purpose of the Assignment:

The primary purpose of the assignment is to provide technical support to the program team in the implementation of Bangladesh Preparedness Partnership (BPP) program administered by the Preparedness for Response and Recovery (PRR) Department. The consultant will be responsible to provide technical assistance for revision of existing guidelines as per SOD 2019 and development and conduct of simulation package under BPP.

The consultant will be responsible for providing technical support to update and review the existing Bengali guideline on Minimum Standards on Humanitarian Assistance as identified under the BPP Roadmap. The guideline will be updated in consultation with partners and MoDMR for feedback and recommendations. The consultant will also be responsible to plan, design, conduct and evaluate a national-level functional command post exercise of the Emergency Operation Center (EOC) focusing its vertical (national and district) and horizontal linkages with other sectoral EOCs at the national level. The proposed command post exercise will test the effectiveness of Emergency Operation Center operations as part of EOC/ECR strengthening under the program.

Responsibilities and Tasks:

  • Lead the conduct of consultation meetings with partners and the ADPC program team
  • Prepare technical documents and reports in line with above deliverables
  • Facilitate and prepare meeting minutes for all the meetings and consultations under the contract
  • Liaise with ADPC Program team and update ongoing progress on weekly basis
  • Coordinate with relevant stakeholders for ensuring their engagement in simulation exercises
  • Conduct field visits as required

Working Principles:

In performing the duties and responsibilities indicated above, the Consultant will be supervised by the Senior Project Manager, PRR based in the ADPC Bangladesh office under the overall guidance of the Technical Lead- Emergency Preparedness under the Preparedness for Response and Recovery (PRR) Department of ADPC.

Qualifications:

Required Qualifications and Specifications

  • Master’s degree in Business Administration, Strategic Development and Planning, Social Science, Sociology, Development Studies, Disaster Management, Emergency Management, and Environmental Science is essential.
  • Minimum 15 years of professional experience in national and international development agencies with sound experience in EOC, ICS, and knowledge of Emergency Command and Control Post
  • Ability to work independently without following up on deliverables
  • Committed to submit deliverables in the agreed timeline
  • Excellent writing skills in English and Bengali maintaining international standards

Preferred Qualifications:

  • Self-motivated, proactive, and takes initiatives; demonstrated ability to plan, and organize work & time independently;
  • Verbal and written communication skills in English are essential.
  • Good understanding and Practical Experience of EOC and development
  • Excellent interpersonal skills, team-oriented work style, and experience in working in a multicultural environment;
  • Strong desire to learn, undertake new challenges, must be a creative problem-solver, and must have self-confidence.
  • Willingness to work hard, good sense of humor but with seriousness about the quality and excellence of work in a team approach

Duty Station:

Dhaka, Bangladesh but field visits to Bandarban, Bagerhat, and Kurigram at district, upazila, union, and community levels may be required.

1 July – 30 September 2022. This is an output-based consultancy contract.

Itinerary:

The itinerary shall be finalized based on the deliverables and needs of the program team.
