1. BACKGROUND, OBJECTIVES AND JUSTIFICATION

Under the direct supervision of the Culture unit Project Office, the assigned consultant shall fulfill the role of Cultural Resources Management trainer.

1.1 Project Overview

UNESCO and ILO come together in this project to ensure dignified, sustainable livelihoods and create economic opportunities for Jordanians and Iraqis in host communities and Syrian refugees through culture as a source of resilience. In line with governmental and international priorities and actions in response to the Syria crisis the proposed Project targets: i) on the short-term, immediate measures that promote human dignity, livelihood and social cohesion in preparation for long-term economic opportunities; ii) on the long-term: sustainable decent work opportunities and entrepreneurial activities within an enabling policy environment in the Culture Sector. This will be achieved by engaging both Syrians and Jordanians/Iraqis in their respective communities in the preservation and development of cultural heritage sites for tourism purposes in the northern districts of Jordan (Irbid and Mafraq) and Iraq (Erbil, Dohuk or Suleimaniyah) through the use of Employment Intensive schemes for safeguarding and rehabilitation of cultural heritage sites.

2. PURPOSE OF THE ASSIGNMENT

UNESCO and ILO are committed to providing a combined training package of two weeks on (a) Employment Intensive (EI) techniques and (b) Cultural Resource Management (CRM) standards and practices. Both these modules will support in conducting heritage conservation interventions while ensuring decent employment practices. The objective of the assignment is to engage a qualified trainer capable of developing the training module for the CRM component and delivering the training in Jordan and Iraq. It is expected that the assigned trainer will develop a training module which covers the following topics: i. Heritage sites and built heritage management; ii. Assessment of Cultural Heritage; iii. Documentation and Survey – introduction to new tools and techniques.

2. DUTIES/TASKS AND EXPECTED OUTPUT OF THE ASSIGNMENT:

The trainer/consultant is expected to carry out the following activities as part of this assignment:

  1. Develop a CRM training module which covers the topics mentioned under Section 4. As per the below requirements:
  2. The training material must be developed in Arabic and English;
  3. The training material shall be user-friendly (digital or printed) and includes but not limited to PowerPoint presentation(s), audio-visuals, handouts, workbooks, exercises, assessments, etc;
  4. The training should be theoretical and practical (1 day should consist of field visit to one of the heritage sites targeted in the project/specific location to be agreed at a later stage with UNESCO);
  5. The training shall be a combination of advance study, online training (if needed), in person training, exercises, assessments, site visits and face-to-face feedback/presentation sessions.
  6. Deliver four training sessions for up to 80 participants as per the following requirements:
  7. Each training session should be 5 days, 7 hours/day;
  8. The training shall be delivered in Arabic;
  9. Three training sessions are foreseen in Jordan (tentatively 2 in Irbid and 1 in Mafraq Governorate) and one training session in Erbil (Iraq);

c. Develop evaluation tools including pre and post assessments for the participants;

d. Conduct site visits to the project’s targeted heritage sites both in Jordan and Iraq;

e. Regularly coordinate with UNESCO (Jordan and Iraq Offices), in addition to the relevant stakeholders and local authorities, as needed, throughout the assignment.

3. TIMETABLE AND DELIVERABLES

The total duration of this assignment is tentatively 4 months (from November 2022 to February 2023) and is subject to extension based on the needs and extension of the project.

The list of reports below presents the main deliverables/milestones related to the work assignment to be carried out under the contract. The trainer/consultant shall submit to the UNESCO Jordan Office the following reports in English:

  1. Inception Report and Workplan
  2. Training materials in English and Arabic
  3. Jordan training sessions report
  4. Iraq training session report
  5. Mission reports

REQUIRED QUALIFICATIONS

Education:

Advanced University degree in heritage conservation, cultural resources management or similar field.

Work experience

• At least 10 years of proven relevant experience in the field of cultural heritage; • Experience in delivering trainings in the field of cultural heritage

Language

Fluency in oral, reading, and written English and Arabic is required.

Work experience

A lump sum amount to be charged for the assignment (excluding travel, accommodation and subsistence costs), which should be quoted in US Dollars.

– In case of Travel required, indicate estimated cost for travel cost* (round airplane ticket ATK–on economy class only) indicating travelling from, to and cost.

NB: Daily substance allowance (DSA) and terminal fair will be according to UNESCO rates applicable to the destination country. DSA will be calculated based on the effective number of travel nights spent away from the duty station if required.
